DSD Role Statement ROLE TITLE Senior Aboriginal Community Consultant Position No. CLASSIFICATION ASO7 Date Classified DIVISION Strategy and Business Services DIRECTORATE Assurance and Governance BUSINESS UNIT Office of the Independent Assessor TYPE OF ENGAGEMENT Term Engagement TBA ANZSCO Code ESSENTIAL QUALIFICATIONS DESIRABLE QUALIFICATIONS (to be considered for these duties it is essential that you have the following) NIL (to be considered for these duties it is desirable that you have the following) Tertiary qualification in Business Administration, and / or Tertiary qualification in Social Work, Community Services or equivalent ROLE PURPOSE / CONTEXT (primary purpose as relates to DSD strategic objectives) • The incumbent will provide high-level support to the Independent Assessor through provision of critical, objective, professional and high quality advice and information on matters relating to the Stolen Generations Reparations Scheme, as well as high level administrative and policy support to the Office of the Independent Assessor. The incumbent will engage and consult with members of the Aboriginal community, women in particular, on matters which may involve significant trauma or stressful life events relating to Aboriginal family history. The incumbent will build strong relationships with other government and non-government entities and provide written reports and advice for consideration by the Independent Assessor. REPORTING / WORKING RELATIONSHIPS (to whom the person reports; staff for whom the person is responsible; internal and external working relationships) • Reports to: Manager, Assurance and Governance • Builds and maintains relationships with staff in relevant government and non-government agencies and organisations. • Liaises and consults with Aboriginal communities and key stakeholders across South Australia. • Works as part of a team to achieve the goals of the Office of the Independent Assessor. SECTION A: RESULTS TO BE ACHIEVED (the outcomes, outputs, services, tasks and products arising from the duties) Results area Provision of high-level, specialist advice to the Independent Assessor on key issues relating to South Australia's Aboriginal communities and people, and family history related to the Stolen Generations Reparations Scheme. Provision of an Aboriginal perspective, significant expertise in, and a demonstration of knowledge of the Aboriginal culture and history. Provision of consultation with South Australian Aboriginal people and communities in relation to the Stolen Generations Reparation Scheme. Preparation of objective, expert and timely complex and sensitive written briefings and correspondence to the Independent Assessor relating to case history, research and reports, ensuring the content and context are consistent, informative, objective and of high quality. Analysis and identification of key issues and associated policy matters relating to Aboriginal family history and the operation and administration of the Stolen Generations Reparations Scheme. SPECIFIC REQUIREMENTS (e.g. Act / Award; location; WHS requirements; travel requirements; frequent overtime, etcetera) Compliance with Government legislation, Code of Ethics for the SA Public Sector, DSD policies and procedures, including ethical / accountable resources and information management, WHS and injury management, risk management, and the access / equity /diversity strategies of the public sector. Engagement in this role may be subject to a satisfactory Department for Communities and Social Inclusion Criminal History Check or National Police Check. A renewal will be required every 3 years. Out of hours work may be required. Intra state and interstate travel may be required. The incumbent will be required to maintain a safe working environment by adopting appropriate hazard management practices consistent with the role. SECTION B: SELECTION CRITERIA (Use either Section B or Section C) (The skills, knowledge and personal attributes that underpin successful job performance. List 8-10 criteria critical in enabling the person to achieve to a high level.) TECHNICAL EXPERTISE Proven ability to communicate verbally and in writing, and build and maintain effective relationships across government and with Aboriginal people, organisations and communities. Extensive knowledge and understanding of the Stolen Generations, Aboriginal heritage and culture, especially in South Australia. Demonstrated ability to work independently and under broad direction. Demonstrated ability to undertake comprehensive analysis of sensitive background information. Demonstrated ability to think analytically, research social issues and devise innovative, practical solutions and policy proposals to complex issues. Knowledge of government policy, practices and procedures. Proficiency in the Microsoft Office suite of products. PERSONAL ABILITIES Ability to guide and support Aboriginal people in the provision of information, in a manner which promotes dignity and respect. Ability to use integrity, tact, diplomacy and objectivity whilst maintaining confidentiality when dealing with issues of a sensitive or political nature. Think strategically, conceptually and creatively, analyse and resolve complex problems at both the strategic and operational level. Significant resilience in working with extremely sensitive or distressing subject matter. Communicate clearly, concisely and effectively both verbally and in writing with people at all levels including the proven ability to consult, liaise and influence, negotiate and manage conflict with tact and diplomacy. Model the SA Public Sector Act 2009 public sector principles and practices, SA Public Sector Values, ethical decision making, WHS and injury management, equity / diversity strategies, and change management. EXPERIENCE Experience in establishing and maintaining networks with Aboriginal Communities. Therapeutic skills in working with Aboriginal women in particular, who have experienced significant trauma and stressful life events. Experience working in a culturally appropriate manner with community, kin and family. Knowledge and experience working with policy development and administrative based schemes.
