Zemgale Regional Energy Agency (ZREA) has
been established in 2nd March 2009 as an
association joining together several
municipalities of Zemgale region, Latvia, as well
as business partners and energy
consumers/NGOs, the lead partner – Jelgava
City Council.

In conformity with the Contract and the Strategic Plan of
ZREA a number of planning documents have been
elaborated for Zemgale Region, Latvia, among them the
most important :

Analysis of Renewable Energy Resources Potential of the
region
Choice of the baseline year
The city can choose a baseline year starting from 1990.
Jelgava City has undertaken to reduce the amount of CO2 emissions per at
least 20% in comparison to the chosen baseline year 2005.
2005 as a baseline year for Jelgava city was chosen because in 2005 the
production, infrastructure, environment and the society of Jelgava City had
stabilized after the recession of the 1990-ties.

In 2005 – 545 986 MWh;
In 1995 – 654 432 MWh;
In 2000 – 382 987 MWh;
In 2008 - 597 319 MWh .

In 2005 – 107 706 t CO2;

Practical activities in Zemgale Region
Among other activities:
Organization of Energy Days in Zemgale Region
Organization of Open Doors events to the residents of multi residential
houses to convince them to do the energy efficient refurbishment of
their houses ( 66% of Latvia population lives in multi residential
houses). With the help of ZREA 2 houses have been renovated, 28
project applications for renovation have been submitted and are
planned to be renovated this year.
Work with students of schools and universities to promote energy
efficiency, energy saving and renewable energy resources.
Assistance in preparing renovation documents residential house in 1, 4.linija, Jelgava, before
and after renovation
Thermography shows that one of the reasons for the increased consumption of
the heating energy (165 kWh/m2) for the house is related to the significant heat
loss through the demarcation surfaces of the house.
