Oldham Council Greenhouse Gas Emissions The Government is requesting that each local authority publishes its own greenhouse gas emissions (GHG) report locally on its own website. This is to support the localism agenda by ensuring local authorities are accountable to their local people for their green house gas emissions. The Government’s request can be seen here http://www.decc.gov.uk/en/content/cms/statistics/local_auth/ni185/ni185.aspx The council will report its emissions annually as we work to reduce our emissions by 15% by March 2014. Approach: We have followed the Government’s guidance (‘Guidance on how to measure and report your greenhouse gas emissions’, Defra) on how to measure and report greenhouse gas emissions. 4. Organisational boundary (data collected): We have used the financial control approach to determine the activities on which we have collected data i.e. we are collecting data on activities for which we direct the financial and operating policies. 5. *Operational scopes: We have measured our scope 1 (emissions released by activities owned or controlled by our organisation), scope 2 (Emissions released into the atmosphere associated with our consumption of purchased electricity, heat, steam and cooling) and significant scope 3 (emissions that are a consequence of our actions) emissions. 6. Our data current excludes waste GHG reporting while data is accurately compiled 7. Base Year: Our baseline year is 2010/11. 8.
