Site Evaluation
The following commentary explains the findings from a detailed evaluation of the two
school sites in order to inform a decision about which site should be retained in the
event that the two schools come together to form a single Church of England
Voluntary Aided Primary School to serve the catchment areas currently served by
the two schools.
The three key components of asset management for schools are sufficiency,
suitability and condition. Commentary has also been provided on site ownership.
Background calculations and site plans are provided for reference.
Sufficiency - Site Capacity
This evaluation is based on a comparison of the net capacity and site data held by
the local authority against Building Bulletin and School Playing Field guidance.
The physical capacity of the current buildings at both schools is very similar with 85
places available at SP and 86 at IA.
The total site area of SP is below the recommended size for a school of 86 places
whereas the site area of IA is larger than required. This surplus would allow an
expansion of places up to a maximum of 130 in the future if required.
In addition the playing field area at SP is below the recommended size whereas the
IA site exceeds the required space. It is understood that the larger external area is
the reason for current plans to use IA rather than SP in the summer term.
Suitability – Accommodation
It is understood that the professional opinion of the teaching staff and advisors from
both the local authority and Diocese is that the accommodation on the IA site is
better configured for the delivery of the curriculum.
The following evaluation is based on a comparison between the net capacity
assessment of each school with Building Bulletin guidance.
The total floor area at IA is larger than SP although both school buildings are smaller
than that recommended and both have classroom space below the recommended
minimum. The shortfall is slightly larger at IA. However IA benefits from a number of
‘resource’ spaces which can be used for small group work. It has four such spaces
compared to only one at SP. These are associated with classrooms.
Both schools have halls that are below the recommended minimum with SP’s hall
being slightly larger. However, IA has spaces adjacent to the hall which can be
opened out to form a single space of 132m2 whereas the maximum size of SP’s hall
is 72.6m2. SP’s hall forms part of the circulation space within the school building and
provides the only internal access to teaching space whereas spaces at IA are
accessed by a corridor making the accommodation more flexible and reducing
disruption during movement around the school.
In terms of ancillary accommodation IA has an appropriate sized kitchen whereas
SP’s kitchen is sub-sized.
Staff and Administrative accommodation on both sizes is below that recommended
with IA showing a slightly smaller shortfall. The office at SP is not located near the
main entrance and this is noted to be a safeguarding concern.
Condition
The condition survey data shows that there are significantly more Priority 1 works
required to the IA building, mainly repairs to the roof and floors. This data is being
reviewed by the Diocese at present to understand when they might wish to prioritise
the works for investment from the VA Capital Programme. Both schools have
asbestos present. In SP it is known to be in 9 locations, in IA in 6 locations. This is
managed in situ but could make any maintenance or improvements to the building
more expensive if any removal is needed.
There are also more Priority 2 and 3 works required in the next 2-5 years at IA. It is
noted that many schools in NY have similar levels of Priority 2 and 3 works recorded.
Ownership
The IA buildings are owned by the York Diocesan Board of Finance with the playing
field owned by the County Council. The SP buildings are owned by trustees (the
Vicar and Churchwardens of the Parish of Whorlton) with the playing field owned by
the County Council. There may be some potential for reinvestment of any capital
receipt from either site into facilities at the other. This will be subject to a detailed
evaluation of the terms of any disposal in the event of a school closure and decisions
by the Secretary of State and County Council members.
