Job Description Job Purpose: To lead and manage a multi disciplinary, multi agency team in health and social care. The overall aim of the team will be to maximise independence and choice for individuals and to provide a streamlined health and social care service. Reports to: Head of Social Care/Head of Health and Social Care Responsible for: Any staff in teams including:Practice Consultants, Social Workers, Occupational Therapists and Competency-based staff, Health Staff. Key Accountabilities: 1. To manage in accordance with the principles of personalisation the assessment, case management and treatment of individuals and ensure effective implementation of all relevant agencies policies and procedures 2. To supervise and actively manage the performance of the whole team, ensuring the highest possible standards. 3. To supervise and appraise team members, and to directly supervise Practice Consultants in the Team. 4. To oversee the work of the team and ensure workflow and effective prioritisation 5. To have an excellent working knowledge of key operational priorities, legislation, and procedures 6. To ensure all team members have access to the knowledge, training, and development necessary for them to carry out their work effectively 7. To understand the professional development (CPD) requirements of different specialisms, eg social work, occupational therapy, and other health practitioners and ensure these are completed. 8. In multi agency teams, ensure staff comply with each agency’s requirements regarding recording and maintaining information and data 9. To build and maintain strong multi disciplinary and multi agency relationships. 3 10. To oversee all budgets, including staff and purchasing budgets, and deliver reports regarding these as required. 11. With the Head of Health and Social Care and the Head of Locality Commissioning to lead or support projects and service developments in the locality or service area (relevant to the team). 12. Job holders will be expected to be flexible in their duties and carry out any other duties commensurate with the grade and falling within the general scope of the job, as requested by management. 7 Section 2 - Information about working for Norfolk County Council For the Post of – Team Manager You may find it helpful to know the following information about this position. If you already work for Norfolk County Council (NCC) some terms and conditions of this role may differ to those of your present position. 2.1 Details regarding the post Duration The post advertised is a fixed term appointment until 28 February 2017. Salary The scale for this post is L, currently £19,584 to £21,379 per annum. (Full time equivalent is £39,168 to £42,759 per annum) Salary is paid in 12 equal instalments on the 19th of each month directly into your bank account and covers work carried out in that calendar month. Progressing through your grade Subject to your performance appraisal result, your salary will rise within the scale by one increment each year up to the maximum of the scale. Increments are awarded annually on 1 July. Hours of work and working arrangements The normal working week is 18.5 hours, Monday to Friday and covers 52 weeks per year. Your working pattern will be arranged with your line manager, in accordance with NCC’s policies and procedures (i.e. compressed hours, flexitime, on a rota basis). You will be required to work flexibly to meet the needs of the service including evenings and weekends. Location The post will normally be located at County Hall, Martineau Lane, Norwich, Norfolk, NR1 2DH or at any such other locations as reasonably required by your service with the County Council. 8 Remote access/mobile working You will be able to use mobile technology to access and use information from a variety of sites which will offer flexibility and reduce travelling time. You may also, if you wish, do some work at home. Remote access working is NOT home working and the provisions of the home working scheme do not apply. Employees can save money by purchasing reloadable cards, obtain cash back through online purchases, and even make instant savings in some stores. 2.3 Notice This is a fixed term contract and should you wish to end your contract early then you are required to give two month's notice of termination of employment. There may be circumstances whereby NCC requires the appointment to terminate prior to the specified date/reasons given in 2.1. In these circumstances, NCC will provide you with appropriate notice. You are entitled to receive a similar period to the notice you have to give or the minimum statutory provision under the Employment Rights Act 1996, whichever is the greater, as set out below: 10 Period of continuous employment Minimum notice period Four weeks or more, but less than two years One week Two years or more, but less than 12 years One week for each year of continuous employment 12 years or more 12 weeks 2.4 Requirements of the post Qualifications If you are required to hold a particular qualification for a post it is your responsibility to provide the relevant certification, to prove you are suitably qualified. If a post requires you to take training or additional qualifications then, by accepting this post, you are agreeing to do the training or take the qualifications. Failure to produce documentary evidence of qualifications or undertake required courses/training may result in the termination of your employment. Social Work regulation NCC will require proof of your Health and Care Professions Council registration before you can be offered a role that requires you to practice as a Social Worker. The professional title of Social Worker is protected, which means that it is a criminal offence to call yourself or portray yourself as a Social Worker unless you are registered. 11 Occupational Therapists For Level 1 Occupational Therapists progression to scale J is dependent on satisfying the criteria for progression to Level 2 subject to achieving a minimum of 12 months post qualifying work involving case responsibility appropriate for a Level 1 Occupational Therapist. There is a framework for OT progression which will be outlined at interview Occupational health registration NCC will require proof of your Health and Care Professions Council registration before you can be offered a role that requires you to practice as an Occupational Therapist Disclosure and Barring Service (DBS) checks As this position meets the definition of regulated activity under the Protection of Freedom Act 2012, appointments to this post will be subject to an enhanced DBS check with barred list check Employment can commence once the check has been satisfactorily completed. The questions will relate to your inspiration for working with vulnerable groups, your ability to build relationships and your resilience when working with such groups and may also explore your attitude to the use of authority. If you feel you would find these questions about yourself difficult to respond to then you may wish to reflect upon your suitability for the post. Transport status If the post requires you to travel as part of your duties, you are responsible for your own travel arrangements.
