Bulkhead Replacement Project Barnstable Inner Harbor Barnstable, Massachusetts Addendum No. 1 Issued: January 18, 2010 This Addendum forms part of the Contract Documents and modifies the original Plans and Specifications dated December, 2009, as noted below. Bidders shall acknowledge receipt of this Addendum in the space provided on the bid form. Failure to do so may subject the Bidder to disqualification. This Addendum consists of twelve (12) pages including the attached Sketches 1 through 3 and Figures 1 through 5. 1. The Bid Opening date, time and place shall remain the same. 2. The following items were discussed during the Pre-Bid Conference held on January 12, 2010: A. PZC 14 sheet piling is an acceptable alternative to AZ 14 sheet piling. B. The allowable work hours for this project are 7am to 7pm, Monday through Friday. Work outside of the allowed hours may be possible on a limited basis but will require prior approval from the Town. C. The Order of Conditions issued for this project has been revised to remove the requirement that work be performed between October 15 and May 1. D. The ACOE Category 2 Permit authorization for the work will be renewed in accordance with the issuance of a new Programmatic General Permit. No substantive changes to the permit conditions are expected. E. The use of a cofferdam has been permitted as part of this project but its use is not required. F. The portion of the marina located along the east side of Barnstable Harbor (adjacent to the bulkhead) will be inactive during the project and the floats will not be installed. Guide piles for the finger floats will remain in place. The portion of the marina located along the west side of Barnstable Harbor will remain in operation during the project. 1 of 4 G. The Town’s jersey barriers currently in use at the site may be used for traffic control provided that they are not damaged and that they remain the property of the Town. H. A building permit will be required from the Town and the fee will not be waived. I. Galvanized hardware suitable for use with ACQ treated wood can be used in accordance with the contract documents. J. Timber blocking between the bulkhead and fender piles is to be 12 inches in length. K. The steel gangway platform is located in the vicinity of Station 2+14. The timber gangway ledger is located in the vicinity of Station 0+46. L. The sheet pile bulkhead is to be installed following straight lines and in keeping with the original layout of the existing structure. Allowable sheet pile location shall be determined from the installed line of the existing bulkhead, not the present location of displaced sections. M. Fender piles are to be located at belly-out sections of bulkhead in keeping with the general locations shown on the project drawings and as directed by the Engineer. 3. The following items are provided in response to questions submitted by prospective bidders: A. Police details are considered incidental to the work and the cost for police details shall be borne by the Contractor. B. Coating of the sheet pile deadman and deadman wale is not required. Tie rods shall be coated in accordance with the contract documents. Sheet pile bulkhead and bulkhead wale shall be coated in accordance with the contract documents. C. The area between the bulkhead and the bioretention area at the southern end of the site is considered part of the work area. Public access to this area may be restricted by the Contractor. D. Cold-rolled steel sheet piles do not meet the requirements of the contract documents. E. The water service shall be installed four (4) feet below grade. F. New timber fender piles shall be a minimum of 35 feet long prior to cut-off. G. The filling of wetlands and waterways is not permitted. Contractor is responsible for compliance with all applicable permits and regulations. 2 of 4 H. Application of reflectorized beads is not required for pavement markings. Marking paint shall be provided and installed in accordance with the contract documents. I. A request was made for available soils information. Please see Figure 1, Boring Location Plan and Figure 2, Boring Log regarding the soils located behind the existing steel bulkhead section. A request was made for available information regarding the tieback systems for the existing bulkheads. Please see Figure 3, Steel Bulkhead Profile; Figure 4, Timber Bulkhead Profile and Figure 5, Timber Bulkhead Plan. SHEET 2 OF 8, SITE LAYOUT AND BULKHEAD REPLACEMENT PLAN and Section 15400 Paragraph 2.04: The meter pit housing the backflow preventer is eliminated. The backflow preventer shall be housed in a Hot Box LB2T Fiberglass Flip-Top Enclosure or approved equal mounted on a concrete slab in accordance with the manufacturer’s recommendations. 5. SHEET 4 OF 8, TYPICAL STEEL SHEETPILE BULKHEAD SECTIONS AND CORNER LAYOUT PLAN: FENDER PILE CONNECTION detail is deleted and replaced with the FENDER PILE CONNECTION detail on Sketch 3. 6. SHEET 5 OF 8, TYPICAL SITE DETAILS: TYPICAL PAVEMENT JOINTING detail incorrectly refers to the NEW GRAVEL BASE COURSE as NEW GRAVEL SUBBASE. A new gravel base course 12 inches thick shall be installed immediately below new bituminous concrete pavement in accordance with TYPICAL PAVEMENT SECTION detail found on the same sheet. 7. SHEET 6 OF 8, TYPICAL BULKHEAD DETAILS: A. WALE CONNECTION detail is deleted. B. TIE RODS detail is deleted and replaced with the TIE RODS detail on Sketch 2 and the BULKHEAD TIEROD CONNECTION detail, DEADMAN TIEROD CONNECTION detail, WALE CONSTRUCTION detail and BULKHEAD WALE CONNECTION detail on Sketch 1. 8. Section 02740, Paragraph 2.01A(1): The text of this paragraph shall be deleted in its entirety and replaced with the text “Materials shall conform to MHD Specifications Section M1.03.1, Processed Gravel for Subbase.” 3 of 4 9. An overhead wire not shown on the project plans crosses the bulkhead in the vicinity of Station 0+10. This wire will be removed or relocated by the Town prior to the start of construction.
