School Plan for Shared Student Achievement
What is it? In order to create an equal partnership between the school and parents to
improve student academic achievement, the school and parents will jointly create a Parental
Involvement Policy. The policy establishes the school’s expectations for parental involvement
and outlines how the school will implement various activities to support family engagement
and promote student learning.

What is Title I?
Winn Holt ES is identified as a Title I school as part of
the Elementary and Secondary Education Act of 1965
(ESEA). Title I is designed to support state and local
school reform efforts tied to challenging state
academic standards in reinforcing and enhancing
efforts to improve teaching and learning for students.
Title I programs must be based on effective means of
improving student achievement and include strategies
to support parental involvement. All Title I schools
must jointly develop with all parents a written parental
involvement policy.
Winn Holt Elementary invites all parents annually to attend the Title I Planning meeting in order to jointly
develop Title I documents. During this meeting, parents and staff members will have an opportunity to review
and revise the Parent Involvement Policy, the School-Parent Compact, the Calendar of Events, the Title I
Schoolwide Plan and goals as well as the Title I budgets, including how funds allotted for parent involvement
will be utilized. Additionally, parents were invited to assist in creating a prioritized “Wish List” should
additional funds become available. Feedback was offered by parents during the Title I Planning Meeting in
response to the Title documents and budgets. Additional times and dates to review draft documents and
budgets and to provide feedback and input were offered to parents prior to their completion. To
accommodate parent needs, drafts of all Title I documents were also posted on the schools website along
with an online feedback form. Parents unable to attend the Title I Planning Meeting were invited to visit the
website, Parent Center, or request copies to be sent home. All feedback forms for the Title I Planning
Meeting and additional document reviews are submitted to the Title I Office for review. The information will be
reviewed and revised annually during the Title I Planning Meeting. All feedback forms from the Title I Planning
meeting are submitted to the Title I Office for review.
Who is it for? All students participating in the Title I, Part A program, and their families, are encouraged
and invited to fully participate in the opportunities described in this policy Winn Holt ES will provide as many
opportunities as possible for the participation of parents with limited English proficiency, parents with
disabilities, and parents of migratory children. Information will be provided in a family- friendly language and
format.
Where is it available?
All Title I documents listed above are posted on the school’s website. Additional copies are available in the
Parent Center. Title I School-Parent Compact Cover sheet will be distributed during the September
conferences with remaining documents disseminated in October of 2016. New students and their families will
receive all documents upon registration.
2016-2017 Goals of Gwinnett County Public Schools:
Language Arts: All students will graduate as analytical readers,
writers, and communicators of language.
Math: Students are not only expected to become proficient in
appropriate computational skills, but also to be actively involved in
constructing and applying mathematical ideas.
Science: Students will develop a strong content understanding in the
earth, life, and physical sciences as well as develop problem-solving
and critical-thinking skills.
Social Studies: Students will develop a strong understanding of
themselves and their role and responsibility in society by discovering
the heritage of their nation within a global context.
2016-2017 Goals of Winn Holt ES:
100% of our students in grades 3-5 will perform on/above grade
level on the reading portion of the Georgia Milestones
Assessment.
100% of our students in grades 3-5 will perform at the developing
level on the math portion of the Georgia Milestones Assessment.
100% of our students K-5 will meet/exceed grade level end of year
expectations in writing as measured by GCPS writing rubrics.
We will build our parent’s capacity to support their child’s
academic achievement by implementing the activities described
in the Parent Involvement Policy and School-Parent Compact.
5 School–Parent Compacts
Winn Holt ES will collaborate with parents to jointly develop a SchoolParent Compact that outlines how parents, the entire school staff, and
students will share the responsibility for improved student academic
achievement and explain how the school and parents will build and
develop a partnership to help children achieve the state’s high
standards.
The Title I Planning meeting convened in August to jointly develop
the School-Parent Compact with parents. We discussed how parents,
teachers and students can work together to share in the responsibility
of achieving our academic goals for the year. To reach our academic
goals this year related to Reading, we will focus on reading
comprehension.
Teachers will review the Compact with parents and students during
conferences in September. The Compact will be revisited during
February Parent-Teacher Conferences and as needed throughout the
school year in order to evaluate commitments and determine the
success of all parties in honoring the compact throughout the school
year. The Compact will also be reviewed with parents at Title I
Workshops that focus on reading/literacy skills.

partnership among the school, parents, and the community to improve student academic achievement:

drafts of Title I documents and budgets for the 2016-2017 school year.

Parental Involvement
Winn Holt ES believes that parents are full partners in their
child’s education. Parents play an integral role in assisting with
their child’s learning. Parental involvement means active
participation in school events. The school may take the
following actions to provide parents with support:

Provide opportunities for regular meetings requested
by parents to participate in two-way communication
relating to the education of their child such as:
maintaining frequent parent-teacher communication
through phone calls and emails
encouraging parents to play a significant role in

encouraging parents to become actively involved in
their child’s education by participating as equal
partners in decision-making
inviting parents to serve on Advisory Committees to
assist in the education of their child

Computers are available for parents to access eCLASS,
the Parent Portal and to locate/utilize resources for student
learning.
Winn Holt ES – Parents as Partners
Winn Holt ES will take the following measures to promote and support parents as an important foundation of the school in order to strengthen the
school and reach our school goals. We will:
Provide parents with program information, assistance in understanding state and local academic standards and assessments, how to monitor their
child’s progress and how to work with educators such as - hosting the Annual Title I Parent Meeting to inform parents of Winn Holt’s participation
in a Title I program, the requirements of Title I and the rights of parents to be involved. Specific information about state and district academic
standards as well as state and local student assessments will also be presented at this meeting. For more detail about grade level curriculum,
assessments, parent-teacher communication methods and support with monitoring student, parents are invited to attend Curriculum Night. Local
assessment results will be provided to parents along with an explanation of how to interpret the results at Parent-Teacher Conferences in
September and February, or scheduled as needed.
Provide materials and training to help parents work with their child to improve their child’s academic achievement such as:
 The PIC will be available daily from 11:15-3:15 to assist parents with materials, resources, and training to help parents become more
knowledgeable about educational programs their children receive.
 The Family Engagement Calendar of events details specific workshop/activities for parents facilitated by the PIC and other school
personnel that focus on providing parents with strategies to support the academic achievement of their children.
 The PIC shall assist parents and serve as a liaison between home, teacher, and school to help in finding resources for tutoring and
technology.
 The parent liaison will be available in the parent center to assist with interpretation and translation on a daily basis to include computer
classes in order to assist parents with the student /parent portals and helping with homework.
 The Parent Center shall offer instruction for parents on the student /parent portals as well as workshop to increase reading
comprehension.
 Additional training will be provided as requested by parents.
Provide training for teachers and staff on effective communication strategies and how to work with parents as equal partners by:
 The PIC as well as other instructional leaders shall offer ongoing assistance throughout the school year to the Winn Holt staff regarding
the importance of having parents involved in their child’s education by presenting staff development sessions on Effective
Communication with Parents: reminding staff of the importance of how to work and communicate with parents, the value of parent
involvement and how it relates to student achievement. In addition, emails will be sent to teachers with strategies on how to
work/communicate with parents throughout the year. Parental feedback will be considered and utilized in planning for staff training.
 All staff will be given a Title I Annual Orientation including an explanation of all Title I documents.
Provide parents and students support in transitioning to kindergarten
 A Kindergarten “tool kit” at Kindergarten registration supplied with resources and instructions for use over the summer.
 Rising Kindergarteners will have an opportunity to attend KinderCamp during the summer prior to entering kindergarten.
 A workshop for Kindergarten Transition for rising Kindergarten parents in the spring to teach them strategies that they can use at home
to support early literacy and numeracy skills.
 Parent Workshops focused on academics to provide ongoing transition support for families of kindergarten students.
 Materials and resources will be available to parents to assist with transition.
 Communication with local child development centers regarding opportunities for school tours and invitations to transition meetings.
Communicate with parents in a family friendly format by using clear and concise language, translation and interpretation as necessary and
reasonable Parent Center usage, the Parent Calendar, daily/weekly communication folders, WHES website, newsletters, flyers, and the Call
System.
Provide other reasonable support as requested by parents: Discretionary school level components:

 Pay for child care so parents can participate in school meetings and trainings
 Arrange school meetings at different times of the day
 Collaborate with community leaders and partners in education to increase participation and awareness of the school
parental involvement plan and activities. Activities may include, but are not limited to tutoring, parent workshops such
as the Kindergarten Transition.
