Item 08e For information GLASGOW KELVIN COLLEGE BOARD OF MANAGEMENT LEARNING AND TEACHING COMMITTEE – 4 May 2017 Implementation of New Quality Arrangements Report by Vice Principal, Curriculum and Quality Enhancement 1. Introduction Members will recall that the Scottish Funding Council (SFC) with Education Scotland is introducing new arrangements for assuring and improving the quality of provision and services delivered by Scotland’s colleges from the start of session 2016/17. Working to develop these new arrangements during 2016/17 is both a Regional Outcome Agreement requirement, for all college regions in Scotland, and is also a priority of the Glasgow Kelvin College Quality Enhancement Plan. This report seeks to inform members of progress being made in implementing these new arrangements. 2. Implementation of New Quality Arrangements 2.1 The College is continuing to work with SFC, GCRB and Education Scotland to develop its quality arrangements in order to comply with the new national arrangements. The Principal and Vice Principal met HMI Dr J Laird to discuss further the implementation of this guidance on 19 January 2017. At that meeting an initial schedule of activities to support implementing the new arrangements was agreed as below: 2 February 2017 mid February 2017 6 March 2017 Briefing provided to Learning and Teaching Committee by College HMI College to complete and return Annual Enhancement and Scrutiny Activity Schedule to College HMI College HMI to brief staff on new arrangements; 1 w/b 20 March late April/early May College HMI to provide CPD on PI analysis to Curriculum Managers Classroom observations undertaken by Associate Assessors/College HMI (approx. 24 lessons to be observed) Education Scotland Student Team Member(s) to work with College on review of Learner Experience The College has now received feedback on the Associate Assessor observations undertaken in March. This will combine with the findings of the College’s own peer observation activity as the key evidence base for evaluating the quality of learning and teaching during 2016/17. The College is also proposing to continue to engage external stakeholders in reviewing aspects of its provision. In particular, it expects to engage with GCRB and Glasgow City Council Education Services officers in relation to its contribution to the Regional Outcome Agreement and with Community Planning and Glasgow Life in terms of the contribution that the College makes to the Single Outcome Agreement. At national level College Principals have raised substantial concerns with SFC in relation to the timescale for the introduction of the revised methodology. A meeting planned for end of March was intended to consider these concerns. To date no feedback has been received. 3. Recommendations Members are recommended to: i. ii. iii. 4. note the contents of this report; note the steps that the College is taking to develop revised quality arrangements; and require that a further report detailing how the college is developing and implementing its arrangements for assuring and improving the quality of provision and services with Education Scotland, SFC and the GCRB is brought to an appropriate future meeting of the committee.
