Literacy is fundamental to human development
Literacy is the ability to understand, evaluate, use and engage
with written texts to participate in society, to achieve one’s
goals, and to develop one’s knowledge and potential.
Literacy enables people to live full and meaningful lives and
contributes towards the enrichment of the communities in
which we live. It is also essential for learning, much of which is
mediated through (digital) text.

Recommendations:
•Adults should have a right to free basic literacy
education
•There should be a strategy for the professionalization of
the adult literacy-teaching workforce
What needs to happen
In order to achieve a fully literate [country], action is required:
Across society
Create partnerships for literacy development between
education and societal players such as municipalities,
businesses, trade unions and NGOs.
Across government
Ministries of Education should develop a joint literacy
approach, actively involving other ministries such as Culture,
Health, Employment and Finance. The same joint policy
approach is needed at the EU level.
Across age groups
Literacy policies should have a lifelong time-span, stretching
from early childhood to adulthood.
Across election cycles
Literacy development and politics move at different speeds.
Sustained political commitment to keep the issue alive in
society is crucial to maintain momentum for initiatives on the
ground.
