FACT SHEET Recovery grants to reimburse primary producers affected by the 2016 Riverland hailstorm Purpose of Support Funding has been made available through the South Australian and Australian governments to assist primary producers located within the defined disaster areas, including BerriBarmera Council, District Council of Loxton Waikerie, Mid Murray and Renmark Paringa Council, who have suffered direct damage from the Storm Event on 11 November 2016. The grant of up to $10 000 (GST exclusive) is intended to provide short term targeted assistance to primary producers by reimbursing reinstatement and clean-up costs. The grant is not intended to replace the need for insurance or to compensate for loss of income suffered as a result of the storm. The grant is not available for replanting crops, repairs to housing, to repair or replace nonbusiness assets, or to cover costs which have been or will be reimbursed through an insurance claim. Primary producers may apply for only one grant. All claims for assistance will be assessed on a case by case basis. Definitions of “Disaster Area” and “Primary Producer” appear at the end of this document. Nature of Support The assistance provided under this scheme is a grant to help re-establish eligible businesses in the Disaster Area by reimbursing costs associated with the storm which may include: Clean-up costs including hire of equipment, engagement of contractors and materials to undertake activities for the immediate resumption of the business activity Removal and disposal of debris, damaged goods (including activities associated with the appropriate disposal of fallen and damaged fruit) Repairs to fencing, irrigation infrastructure and vineyard trellising on property not covered by any other assistance Repairs to buildings (other than housing) and shade houses not covered by any other assistance Repairing or reconditioning of essential plant or equipment. Agronomic crop advice to assist in the return to full production. The assistance provided under this scheme excludes: Eligibility Criteria Loss of income An applicant must satisfy the following eligibility criteria: Costs associated with repair and replacement of housing and personal effects Applicant’s own labour and equipment costs Costs associated with replanting crops such as seed, fertiliser, fuel, sprays, labour costs and other cropping input costs Costs which have been or are expected to be reimbursed through an insurance claim Primary Producers located outside the defined disaster area Capital purchases including machinery Applicants who do not derive the majority of income from the Primary Producer business. Amount of Support A grant of up to $10 000 is available to assist with the costs of reinstatement/restoration and clean up (based on the GST exclusive costs incurred) Applicants must provide tax invoices to demonstrate the eligible expenses incurred. The tax invoice must show full details of the goods or services, clearly identifiable as related to damage from the storm event. The Primary Producer is the recipient of goods and services and that all costs claimed under this grant program have been incurred after 11 November 2016. a) The Primary Producer is located in the Disaster Area and is able to demonstrate it has suffered direct damage to its business infrastructure as a result of the Riverland Storm Event on 11 November 2016. b) The costs of essential clean up and restoration relates to the Riverland Storm Event and the costs incurred are the applicant’s responsibility (not a third party). c) The applicant must demonstrate they are re-establishing the Primary Producer business. d) Applicants must provide financial statements for the Primary Producer business, and personal tax returns for each business member, to demonstrate that under normal circumstances, they contribute a significant part of their labour and capital to the Primary Producer business and derive more than 50 per cent of their individual income from the Primary Producer business. e) The Primary Producer business is expected to be of a commercial scale. As a guide it is anticipated the business turnover would exceed $50,000 per annum under normal business conditions Hobby farms (that produce less than 50 percent of an applicant’s income) are ineligible. f) The Program Administrator is able to verify that the Primary Producer business activities were undertaken in the Disaster Area by the applicants prior to and on 11 November 2016 – this can be verified through Council Rate Notices, Lands Titles Office records and / or other documentary evidence (e.g. current lease and share-farm agreements). Page 2 of 4 g) The Primary Producer has an ABN, and is registered for both GST, and as a primary producer with the Australian Taxation Office. h) Costs that have been or will be eligible for reimbursement under a claim by an insurance company will not be considered. Where insurance does not meet the full costs the business may be eligible for grant assistance. i) Applicants who, within the Disaster Area, own and operate more than one Primary Producer business collectively, will only be eligible for one grant allocation. j) Where a land owner is responsible for restoration of buildings, and the Primary Producer operator is responsible for stock and crops, a joint application may be lodged. k) Businesses which form part of a national chain or company; or a public company, are not eligible for support. l) All claims for assistance will be assessed on a case by case basis. m) Completed applications must be lodged by Friday 9 June 2017. Terms and Conditions If eligible, any funding will be made available subject to legally binding terms and conditions specified in the application form which the applicant must complete, sign and submit. Only reasonable costs will be reimbursed. entitlements; or the outcome of any claims made in relation to the Disaster Event. (iii) Consent to an officer of Primary Industries and Regions SA or delegate undertaking an inspection of the property and auditing records to verify the claim; and conducting an inspection and/or audit after the grant has been paid to verify the monies have been utilised for its intended purpose. (iv) Retain all tax invoices for which the grant assistance has been sought which include must include the applicants’ business name, address and ABN for at least 2 years following the claim, to evidence expenditure for PIRSA audit purposes. Payment of the grant will be made following an assessment of the grant application, including receipt of evidence of expenditure incurred such as tax invoices or receipts. GST expense incurred by the applicant will be excluded from the grant calculation. Any grant paid toward costs that are subsequently covered by an insurance claim must be repaid. Note: Applicants are required to warrant that the information provided in the application form is true and correct in every particular. The grant is assessable income and must be declared. Primary production activities which have retail outlets including plant nurseries are not eligible.
