Tips for Success When Using Your YSA Card
The Your Spending Account™ MasterCard® card (YSA card) is a prepaid card that
allows you to purchase eligible health care items without paying out of pocket.
Present your YSA card for eligible health care expenses at select providers and
merchants that accept Debit MasterCard cards. If your service provider or merchant
doesn’t accept the card, simply pay for the item, which may still be an eligible
health care expense. After making the purchase, you’ll need to submit a claim for
consideration using the Your Spending Account Web site.
Following the tips below can help ensure that your overall experience using the YSA card is successful.
Save
Receipts
Save your itemized receipts!
Although Your Spending Account
will attempt to automatically validate
your claims, this won’t always be possible. If
you don’t provide additional documentation
when it’s requested, your claim will be denied—
possibly resulting in the suspension of your
YSA card. See the Your Spending Account
Web site for details about documentation
that is required for validation.
Manage
Your
Account
Only use the YSA card for eligible
health care expenses at approved merchants
listed on the Your Spending Account Web site.
When requested, provide documentation to
validate card purchases by the due date.
Be
Patient
Choose
“Credit”
Choose “credit” when you
swipe your card.
The YSA card is a signature-based
debit card. This means you’ll be required
to provide your signature, similar to when
you use a credit card. If you choose the
“debit” option, your transaction will not
be processed.
By enrolling in the health care FSA and activating the card, you agree
that you will only use the card to pay for the eligible medical expenses that
you, your spouse, or your eligible dependents incur, and that you will not use
the card for any medical expense that has been reimbursed. You also agree
that you will not seek reimbursement under any other health plan for any
expense paid for with the card, and that you will get and keep appropriate
documentation (including invoices and receipts) for any expense paid with
the debit card.
Keep your account in good
standing.
Don’t pay the coinsurance
amount until after...
your doctor submits the claim to your
health plan. The coinsurance amount is generally
calculated from a lower adjusted fee than the
health plan has negotiated with the doctor.
Avoid
Prepaying
Don’t use the YSA card
to prepay...
for services not yet rendered (some
plans have orthodontia exceptions). You may
need to pay up front and submit a claim for
consideration after you’ve paid for the service.

YSA Card Changes
in 2008
Beginning January 1, 2008, there will be changes to where
you can use the Your Spending Account™ MasterCard® card
(YSA card) to pay for your eligible health care expenses.
What’s Changing?
New regulations have been placed on merchants that
accept health care cards. Specifically, these merchants
are required to have an inventory information approval
system (IIAS) installed to continue accepting health care
cards. The IIAS must be installed by:
January 1, 2008 for all grocery, discount, and wholesale
stores; and
January 1, 2009 for all pharmacies.
Note: You can continue to use your YSA card with other
health care providers, such as doctors’ offices, hospitals,
and medical laboratories.
What Does This Mean to Me?
When you present your YSA card as payment at an
“IIAS-certified” (approved) merchant, eligible items
will be recognized and approved automatically at the
point of sale. This process is similar to the current
preferred retailer program (i.e., Wal-Mart,® Sam’s Club,®
Walgreens, and drugstore.com®). In most cases, you
will not need to follow up and send receipts to
Your Spending Account.
Grocery, discount, and wholesale stores that choose
not to install the IIAS by the appropriate deadline will
no longer be able to accept the YSA card as payment
for eligible health care expenses. Instead, you will need
to use another form of payment with these merchants
and submit a claim to Your Spending Account for
reimbursement consideration.
Who Will Participate in 2008?
Many merchants have already installed the IIAS, and
many others are in the process so that they can continue
to accept the YSA card as payment. Below is a listing of
some large retailers that have confirmed they will be
able to accept the YSA card on January 1, 2008:

What Do I Need to Do?
Familiarize yourself with the new health care card guidelines because
they may impact where you can use the YSA card in 2008. Beginning in
2008, visit the Your Spending Account Web site for the most up-to-date
approved merchant information. We hope you are excited that more
transactions will be able to be approved automatically.
