1.0 Purpose and Background
1.1
Purpose
1.1.1
The purpose of this report is to provide a summary of the material movements needed to move
surplus excavated soil from the Sainsburys development (Project Harrier- located on the DIRFT II
Zone 3 site) for use as fill material for the DIRFT III phase 1 and 2 earthworks.
1.1.2
RPS Drawing NK018137-RPS-D3-XX-DR-C-2204 : Phase 1 and 2 Earthworks Phasing Plan indicates
the proposed location where the surplus soil will be temporarily stored.
1.1.3
This report is the initial earthworks strategy and as indicated above predominately relates to the
movement of surplus excavated soil from the Sainsbury’s site to DIRFT III. A further report will be
provided for the wider site. This report is submitted in the context of the requirement to move the
Sainsbury’s material before the temporary permission (LPA ref R14/2140) lapses on 30th September
2015.
1.2
Background
1.2.1
RPS have been appointed to provide the relevant details to discharge Requirement 14 of the DIRFT
III Development Consent Order (DCO) in respect of the proposals to move and temporarily store
surplus soil as described above.
1.2.2
The DIRFT III site comprises approximately 343.70 hectares and is located to the north of the
existing DIRFT estate. The site is bounded by the A5 to the west, The M1 to the east and
agricultural fields leading to the village of Lilbourne to the north.
1.2.3
Requirement 14 states that no phase of the authorised development, excluding archaeological soil
movement and ecological mitigation works, is to commence until details of the earthworks strategy
relating to that phase of development including the extent of any material to be temporarily stored
within the site and details of any surplus material to be removed for disposal have been agreed in
writing with the relevant planning authority. All earthworks must be carried out in accordance with
the agreed earthworks strategy.
1.2.4
Based on information shown on published geological maps the DIRFT III site is underlain by a layer
of alluvium approximately 2m thick. Topsoil thickness across the site is approximately 200 mm

thick. These superficial deposits overlay the Charmouth Mudstone Foundation. Future intrusive
Ground Investigation will confirm the conditions across the site.
1.2.5
Existing services are present on the site (comprising high pressure gas main, numerous BT cables
and a chalk slurry pipeline) –as indicated on AECOM drawing 60051619/010.
2.0 Earthworks Strategy
2.1
Nature of the surplus material
2.1.1
Project Harrier Main Contractors VolkerFitzpatrick have confirmed that the surplus soil comprises
site won material from the DIRFT II zone 3 works –which was not incorporated into the new works
on account of high moisture content and topsoil content. The material comprises :

Alluvial soft to firm sandy/gravelly clays
Alluvial sands and gravels with high silt content.
Weathered clay from Lias Clay /Mudstone.
Topsoil comprising soft clay with variable organic content.
It should be noted that the surplus stockpile does not contain any Made Ground. Waste Acceptance
Criteria (WAC) testing has not been undertaken on the material. Testing on the non –topsoil
constituents has been carried out to determine some engineering properties ( grading, moisture
content and shear strength).
2.2
Remediation and Transportation
2.2.1
In order to ensure that the surplus material can be classified in accordance with the Specification
for Highway Works (SHW) screening and sorting of the soil will be undertaken such that the
majority of topsoil and other organic material is removed.
2.2.2
Following testing to confirm that the material is inert and receipt of the Environmental Permit
(Recovery Permit for the Permanent Deposit of Waste on Land) –the material will be loaded into
30T dumpers and transported to the DIRFT III temporary storage zone shown on RPS drawing
NK018137-RPS-D3-XX-DR-C-2204 : Phase 1 and 2 Earthworks Phasing Plan.

2.3
Material Quantities
2.3.1
DIRFT II main contractors VolkerFitzpatrick have confirmed that the total volume of surplus
material is circa 35,000 cubic meters. It is intended-following removal of topsoil and confirmation of
the inert nature of the material –that all the surplus material will be recovered for use on the DIRFT
III site.
2.4
Incorporation of surplus material into the earthworks and overall
earthworks strategy
2.4.1
It is anticipated that after treatment with lime or cement and GGBS the material will be suitable to
be included in the ‘usable cut’ element of the overall phase 1 and 2 earthworks. The phase 1 and 2
earthworks comprise circa 2 million cubic meters of cut and fill.
2.4.2
The overall phase 1 and 2 earthworks strategy requires that material cut from phase 3 and 4
(plateaus ZGP1, ZGP2 and ZFP2) is moved in a general north-westerly direction to provide fill for
the phase 1 and 2 plateaus and rolling surcharge program.
