PROGRAM
The Ministry of Forests, Lands and Natural Resource Operations works collaboratively with ministries involved
in the management of natural resources to coordinate people and resources to provide exceptional service to
the public. The Ministry assists clients through its FrontCounter BC service counters, which simplifies the
process for citizens and natural resource businesses who are seeking information or authorizations to utilize
crown natural resources.
JOB OVERVIEW
This position is responsible for providing information to client services of the provincial government’s natural
resource agencies, including receiving, reviewing and processing natural resource applications as well as
general application assistance and enquires. Other duties include office administration, financial and resource
administration services for FrontCounter BC and the ministry regional operations.
ACCOUNTABILITIES

Provides written or verbal responses using either prepared information or through interpretation of
Acts, regulations, policies and procedures; directs clients to the relevant information and available
self-serve tools.

Assists with completion of application forms and other documents; reviews applications for
completeness, determine need for referral(s), and identifies and resolves or refer conflicts and
inconsistencies to senior staff.

Prepares communication material to convey information about the application to referral recipients.
 Gathers, compiles and prepares data from various sources necessary for the application and referral
processes.
 Prepares and distributes referrals for natural resource applications to other agencies, organizations,
and individuals; discusses specifics of applications as required and follows up on outstanding referral
responses.
 Compiles and drafts all documentation and associated correspondence relative to the legal conveyance
of interests and/or contractual agreements to the disposition of natural resources.
 Provides recommendations to the Manager to resolve administrative problems and issues.

Ensures overall security and handles urgent matters on equipment repair, facilities or systems
problems, and coordinates logistics for equipment, supplies and services required.

Co-ordinates quarterly reviews of inventory and contributes to the maintenance inventory and asset
control.

Evaluates and prepares briefing notes, general responses to public and stakeholders to ensure
program/activity requirements are met.

Provides general clerical services and administrative support to staff, as and when required; prepare
binders and presentation materials, reports and documents for distribution or mail-out.

Produces statistical information and reports.

Calculates and collects fees; issues receipts for permits and licenses in accordance with established
policies and procedures set by the client ministry or agency.

Certifies that goods and services have been received and obtaining spending and payment authority
signatures as required.

Maintains multi-user records systems and completes file searches.

Maintains and balances petty cash and/or float.

Coordinates and plans travel arrangements.
MANDATORY JOB REQUIREMENTS (Screening Criteria)
Education and Experience:
1. Technical Diploma in a related field such as clerical/administrative support, natural resources,
communications and a minimum of 2 years related clerical/administrative experience; or
2. Secondary School graduation or equivalent and a minimum of 3 years of related clerical/administrative
experience.
3. Demonstrated experience and proficiency with various computer applications, including Microsoft
Office programs, Outlook and database applications.
PREFERRED JOB REQUIREMENTS

Experience applying natural resource legislation, regulations, policy or processing natural resource
authorizations.

Experience working for the provincial government.

Experience establishing and maintaining effective working relationships with a variety of individuals
and groups.

Experience providing client service in a fast paced/multi- tasking and adversarial environment.

Experience independently planning, scheduling and organizing multiple priorities to meet deadlines.

SPECIAL REQUIREMENTS:

Must possess a valid British Columbia Class 5 Driver’s License

Must be willing to travel occasionally, for varying lengths of time.

Ability lift and carry boxes/mailbags weighing up to 20 pounds, for distances of up to 10 feet, and to
manipulate them from heights which may require the use of a foot stool.

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting
carefully to understand the specific security screening requirements pertaining to the position).
