Concluding HoMs reports process

JP documents approval procedures (1)




Once JP doc agreed by EU HoMs, EU Delegation
and Embassies will launch approval process in
their HQs
HoMs will follow progress of MS and other
donors handling the JP doc through their
own system; they inform each other on progress
Each EU donor is responsible for approving its
own bilateral programming component of the
JP document
(For EU part in JP: apply same process
/procedure in Brussels as for a bilateral/single
proposal without JP)
JP documents approval procedures (2)
 Following endorsement by HQs finalise JP in-country with
partner country, then initialled by HoMs and if possible
partner country
 Final document to be transmitted by HoMs to capitals
 Adoption and formalisation according to individual donor
procedures/requirements
 Consider signing ceremony with partner country (only after
legal basis is adopted)
Country Roadmaps and monitoring
 Some HoMs reports include a roadmap,
these are essential for progress!
 Elements of good practice to be shared:
for instance Bangladesh, Ethiopia, Bolivia
(road map)
 Use Roadmaps for monitoring
 Ask HoMs to report on progress/key issues
(annually, bi-annually, ad-hoc?)
Support and Guidance: menu of options

Sharing of EU and Member States' JP Guidance

Training/Knowledge Sharing – EU training on JP; with
EU Member States staff, EEAS/DEVCO visits to MS; other
MSs training programmes? Regional trainings?

Country Missions – joint missions EU+Member States;
which countries?

Consultants – EU support programme; MS support?

