1.
Return Team Entry Form with $450.00, plus an additional $10.00 for non-residents up to 4. We are
capping non-resident fees to four players to make finding subs easier and attracting out of town teams. Please
return forms and entry fees to the Stoughton Parks and Recreation Department at 381 E. Main Street,
Stoughton, WI 53589, by Wednesday, October 26, AT 4:00 PM. Team fee includes sponsor and player fees.
New this year is an incentive to recruit a new team for returning teams. If a returning team recruits a new team
to the league, they will be rewarded with $100 off their team fee. A new team is considered a team where the
roster consists of 75% of players that have not played in one of our leagues from the previous year.

Athletic Registration Form:
A. Each player needs to fill out the Athletic Registration Form or a player card that must be signed by
both the player and the manager; they are available on our website.
B. These must be returned with the Adult Basketball League Team Entry Form 2016-17 and the Team
Entry Fee.

League Notes (Please read below):
A. We will take the first eight teams in each league. Registration may dictate larger leagues or a A,B, &
C league.
B. Men’s basketball leagues include a 10 game regular season with an end of season tournament.
C. Sunday League may have up to three leagues with six teams in each league. Please note that the
Recreation Department will decide which teams will ultimately play in which league.
D. The end of the year basketball tournaments will be set up based on the league format that is chosen
once all teams are registered.
E. Monday Night League again this year will be a 35 and over league, all players regardless of age that
played in the league last year, will be grandfathered in.
Example: If a grandfathered player who is under the age of 35 does not play one year, they will no
longer be grandfathered in and therefore will not be able to play in the Monday Night League until
they are age 35.
F. Please read the Accuracy of Address paragraph on page 3, the Eligibility Rules page.
G. It is required that we have an email for a manager. If the manager doesn’t have an email, then we
will accept an email address from a team member. This email should be checked regularly so all
important information is received on a timely basis. All league communication will be done through
email to save on time.
H. Sunday leagues are tentatively scheduled to start on November 13 and the Monday league on
November 14. There will be no games on November 20 due to deer hunting and November 27 due to
Thanksgiving.
I. We try to schedule around Packers games on Sundays and have a bye the Super Bowl Sunday.

Team Fee of $450.00 will be accessed to all teams, this
includes the Sponsor Fee. We will not take any payment
unless the payment is in full.
Each team should decide between themselves how they
want to charge fees. Because non-residents do not pay
taxes to the City that support programming, we need to
charge an additional fee for players who do not live in the
city limits of Stoughton.
Total Team Fee equals $450.00 plus $10.00 X the number
of players in Sections B (a max non-resident fee per team
of $40).
There is a $100 incentive to recruit new teams. Please see
paragraph 1 in the manager’s letter.
Reminder that this fee does include an end of season
tournament.

Stoughton Recreation Eligibility Rules for Basketball
Recreation is provided for Stoughton citizens as well as to the school district. These people support us as well as
the gyms we play in. In the past there have been some additional eligibility options that have proven to be
difficult to track (grandfathering). For the 2002 Softball season we moved to clarify eligibility so as to (1) make
sure Stoughton and school district residents had opportunities to participate, and (2) allow our leagues to
prosper by encouraging outside participation if space is available. Basketball has more limitations on space
than softball. Teams applying to participant need to follow the following guidelines.

Teams registering after the deadline will be allowed to play if there are openings.
*The Sunday night leagues have open spots everyone regardless of residency.
Teams registering will be dated to show priority within each level. The first entries in will get first priority.
Teams must have both player cards and fees paid to be considered in.
Adding players:
Players can be added to the roster until the January 31 deadline. An additional $10 will be collected for each
Non-Resident or $40 max non-resident fee for teams with 4+ non-residents.
The Stoughton Recreation Department reserves the right to honor or deny league requests.
Accuracy of Address
Players that falsify addresses will be removed and the team will forfeit all wins to that point, and jeopardize
their team’s future with the Stoughton Recreation Department. Managers are responsible for the accuracy of the
addresses submitted on the player cards. Recreation is paid for by the citizen’s of Stoughton. The gyms are
supported by members of the school district. Out of district players are allowed under the rules above. Read
them carefully and choose the path of entry that is accurate to your team. We will be checking addresses
randomly and may require player to provide proof of address.
STOUGHTON RECREATION ADULT BASKETBALL RULES
(Revised 10/10/2014)
1. Playing time shall be halves of 20 minutes with a half-time of two minutes. The time clock will run
continuously for the first 18 minutes, stopping only for referee time outs, team time outs and on all
free throws. The last two minutes of each half the clock stops on every whistle.
2. Four players must be present to start the game. A five minute grace period will used until 4 players
are present. If a team forfeits 2 games, future status will be reviewed.
3. Each team is required to have a dark colored and a light colored jersey with a 4” tall minimum
numerical identification on the front of jersey and an 8” tall minimum number on back of each
jersey. Each player must have their own specific jersey number. Identical jersey numbers on a
team will be considered a violation. Each noncompliance will result in a 1 point - technical foul.
The 1 point – technical foul shall only be enforced as the player enters the game for the first time.
This jersey violation technical does not apply towards personal or team fouls, ejections, or
possession.
4. Overtime will be 3 minutes. Clock will stop on each whistle.
5. Tiebreakers will be determined by head to head games, if still tied the team with the fewest points
allowed will break the tie, if still tied a coin flip will be done.
6. Other than these local league rules, WIAA rules will apply.
7. All technical fouls will be counted as two points except jersey violations. Jersey violation technical’s
will count as one point per local rule number 3.
8. Minimum age to play for in a Sunday men’s league is 18 years or older; minimum age to play in the
Monday night men’s league is 35; minimum age to play in the woman’s league is 16 years or older.

11. Adding Players: Players can be added to the roster until the January 31 deadline for both the
Men’s and Women’s basketball leagues. An additional $12 will be collected for each Non-Resident.
Out-of-District add-ons (exceeding three (3) for the team) will only be permitted if a Non-Stoughton
Team is playing in that particular league.
12. Please note that all player cards and player fees must be in before the end of the work day, the
day of the game to the Recreation Department in order for that player to be eligible to play. Players
who are on a team’s original roster may turn in a player card at the game. Our scorers and
referees will not be able to take player cards for new roster additions, as they are not qualified to
take and hold money for the Recreation Department or to make eligibility decisions. If the player
still owes money, or does not have a player card in before the end of the work day, the day of the
game, they will not be eligible to play until the next game. Any other questions please contact the
Recreation Department.
13. All seeding for the tournament will be determined upon: 1) Overall Record, 2) Head to Head
record, 3) points allowed, 4) coin flip.
14. The Recreation Department has the right to switch any team to any league or not allow a team
back, based on margin of victory, whether a team wins first place in the regular season or the
tournament, and overall record.
15. On Free throws players get the block, and play will resume on the release of the ball.
16. Teams will receive two 60 seconds timeouts per half.
