The New Performance Agreement Model June 13, 2012 [email protected] KBOR Data Conference Performance Agreements In 1999, the Kansas legislature adopted 74-3202d Statute established performance agreements for public higher education institutions Performance Agreements Statute gave Regents authority to: review and approve agreements provide technical assistance to institutions to develop, implement & revise agreements annually determine the amount of new state funds awarded (if new state funds are allocated by the Legislature) Foresight 2020 In 2010, the Kansas Board of Regents adopted Foresight 2020 Ten year strategic plan Plan sets achievement goals that are measurable, reportable, and ensures the state’s higher education system meets Kansans’ expectations Foresight 2020 Goals Align Systems and Institutions Increase Participation Improve Retention and Graduation Rates Enhance Student Success Align with Kansas Workforce Needs Ensure State University Excellence Aligning Performance Agreements and Foresight 2020 In February of 2012, the Regents adopted a new model that aligns performance agreements with Foresight 2020 Performance Agreement Model Misconceptions About New Model Performance agreement reporting IS NOT Foresight 2020 reporting Institutions, not Regents, choose indicators and set targets Model for Community Colleges and Technical Colleges Four sector-specific indicators Three institution-specific indicators Model for Community Colleges & Technical Colleges Sector-Specific Indicators were chosen by the community and technical colleges 1. Increase Distance Education 2. Increase Completion/Transfer 3. Increase Success in Initial Collegelevel Writing Course 4. Increase STEM Completion/Transfer Model for Community Colleges & Technical Colleges Institution-Specific Indicators develop three indicators specific to the institution and which support Foresight 2020 Model for Universities Sector-specific indicators (two required, third is optional) Five institution-specific indicators (required) Model for Universities Sector-Specific Indicators were chosen by the universities 1. Increase Student Success/Student Learning 2. Increase Diversity 3. Increase Research/Entrepreneurship/ Commercialization 4. Why are agreements on a three-year cycle? A. The statute specifies that agreements must be renewed at least every three years Common Questions Q. Why are agreements on a calendar year instead of an academic year? A. Can we pull data from KSPSD for the agreement? A. KBOR is implementing a new Business Intelligence tool, which will be demonstrated at the June KBOR data conference. Full implementation is estimated in Spring or Summer of 2013. Common Questions – 2yr sector only Q. How do Perkins core indicators of performance relate to performance agreements? A. Performance on Perkins core indicators affect the awarding of Perkins funding. Institutions are not required to incorporate Perkins core indicators into their performance agreements, but may choose to do so. Common Questions – 2yr sector only Q. How do Outcome Metrics relate to performance agreements? A. The goal of outcome metrics is to determine program eligibility for tiered and nontiered state funding. Institutions are not required to incorporate outcome metrics into their performance agreements, but may choose to do so. Thank you!
