Note: This is not necessarily a comprehensive list. The list of committees was compiled
by employees in the California Secretary of State’s office following my request for a list
of all candidate-controlled ballot measure committees from 1990-2004. The office
employee commented: “the information is not 100% accurate as some of the information
is unavailable and the database has some errors.” E-mail Message from Pam Banford,

Some information, particularly for years before electronic filing, may be incomplete.
In particular, many of the reports I examined did not contain cumulative figures for all
contributions to groups; thus, the contribution amounts compiled here likely undercount
the amount of contributions to candidate-controlled ballot measure committees.
I compiled the contribution figures from on-line and archived campaign finance reports
available from the California Secretary of State’s office and the California State
Archives. All contributions are as of November 1, 2004 and may be higher for the most
recent elections once the final reports are submitted.
