INTRODUCTION OF THE 2007 SALARIED PRIMARY DENTAL CARE CONTRACT
Summary
1.
This letter sets out new pay arrangements and terms and conditions for
dentists employed within the salaried primary dental care services in Wales.
These reforms implement principles set out in Bridges to the Future and follow
those agreed for the SPDCS in England via negotiations between the profession and
NHS Employers acting on behalf of the Department of Health. They supersede the
arrangements set out in the Terms and Conditions of Service for Administrative and
Community Clinical Dental Officers of Regional and District Health Authorities
(Health Boards) published in 1987 and known as the “Red Book”.
2.
The changes are effective from 4 February 2008 for all new appointments.
It is anticipated that by 1 August 2008 existing salaried primary care dentists
employed on the previously agreed national contract will have moved to the new
terms and conditions. Any locally agreed contract variations will remain in place
and are a matter for local negotiation and agreement.

New Pay Arrangements and Terms and Conditions – Key Points
Revised pay spine and competency framework
4.
A new single pay spine has been introduced which replaces the existing
grade structure and can be found at annex A of this letter. The spine covers three
competency bands and progression within bands is dependent on competency
development and maintenance.
5.
A supporting competency framework has been developed and can be found
at section 4 of the summary agreement and schedule 7 of the terms and
conditions.
6.
The clinical competencies for specialist dentists posts will be those defined
by the Royal Colleges and accepted by the General Dental Council for entry to
their specialist registers. Further details of specialist training pathways can be

7.
Starting salary will be determined according to the banding of the job and
the competencies of the successful applicant. In the case of managerial dentists’
posts, a complexity weighting factor will determine the maximum point of
progression within the band. Further information on how to determine starting
salary and pay progression is available in annex 5 of the summary agreement, and
in schedules 8 and 10 respectively of the new terms and conditions.

Existing staff will be assimilated into the new arrangements according to
the assimilation tables and appraisal timescales at annexes C and D of this letter.
Appraisal and Job Planning
9.
Annual appraisal and job planning have been introduced. These processes
form an important part of the process for progression within the pay bands, and
support organisational and personal development.
10.
An indicative training budget has been introduced as identified in annex E of
this letter. This budget should be flexibly implemented by employers to support
training and development requirements in accordance with paragraph 11.21 and
11.22 of the terms and conditions.

Further information on job planning and appraisal is available in schedule 4
and schedule 5 of the terms and conditions, together with model templates.
Hours of Work
12.
The hours of work for a full time employee will be 37.5 hours per week.
This is an increase over the old contract of 0.5 hours a week for full-time
employees.

Holidays
13.
For full time employees, the two statutory days will be converted into an
additional two annual leave days.
Notice Periods
14.
Normal contractual notice periods required by both employer and employee
will be equalised at three months respectively, subject to flexibilities deemed
appropriate at local level.
Fees and Allowances
15.
Fees claimed for lectures under paragraph 170 of the old terms and
conditions will no longer be payable as they are consolidated within the new
agreement.
16.
Any additional fees or income (e.g. fees for lectures) earned during normal
working hours (i.e. those hours paid for by the employing organisation) are to be
paid directly to the employing organisation.
17.
The current and multi-district allowance supplements have been superseded
by the service complexity weightings developed for Band C managerial dentist
posts.

Vocational Dental Practitioners
19.
Vocational dental practitioners in the salaried primary dental care services
should be employed in accordance with the details set out in schedule 17 of the
terms and conditions.
These terms and conditions will apply to all new
appointments from 4 February 2008.
20.
Existing vocational dental practitioners should receive pay protection until
they complete their vocational training period.
Action Required as a Result of this Advance Letter
21.
NHS Trusts providing salaried primary dental care services are asked to
implement the new pay arrangements and terms and conditions from the 1 May
2008 for new salaried dentists. From that date the old Terms of Service (the “Red
Book”) are closed to new entrants. By 1 July 2008 it is anticipated that existing
salaried primary care dentists will have moved to the new terms and conditions,
and it is expected that trusts start moving existing staff across as soon as they can.

Assimilation and Transitional Arrangements
22.
Existing salaried dental staff should be transferred onto the new pay spine
using the table in annex C of this letter. The assimilation process assumes that
current salaried dental staff can demonstrate the defined competencies for the
relevant new spine point – and this should be confirmed during the assimilation
validation process.
Further information on assimilation and transitional
arrangements is available in section 6 of the summary agreement, including the
steps to be taken in the event that an employee is not initially able to
demonstrate the required competency level.
23.
Clinical Directors will assimilate using a calculation of their basic salary plus
current allowances as defined in paragraph 76 of the summary agreement. Further
information on assimilation and transitional arrangements is available in section 6
of the summary agreement, including steps to be taken in the event that an
employee is assimilated to a post for which the agreed complexity level is lower
than the assimilated salary.
24.
Supporting job planning and appraisal process should begin from 1 May 2008
and an appraisal timescale is provided at annex D to this letter. Further
information on transitional appraisal arrangements is as available in section 3 of
the summary agreement.
Backdating
25.
Following assimilation onto the new pay spine, salaried primary care
dentists will receive backdated pay from 1 June 2007.

ANNEX E: FEES AND OTHER ALLOWANCES
1.
Indicative annual training budget of £750.00 per dentist and will be
implemented from January 2008 following the agreement of a job plan.
2.
The training supplement for Band A dentists will responsibility for the
supervision of a vocational dental practitioner or undergraduate dental
student is to remain at £1,860 a year in accordance with paragraph 8,19 of
the terms and conditions.
