(1) The enclosed report was circulated to all clubs and
those attending the meeting confirmed that they had read it
and had no observations.
The Area Chairman highlighted one area of concern from
the Leagues Chairman’s report regarding the increase of
Disqualifying fouls due to excessive abuse of officials. He
went on to warn that the disciplinary committee has been
advised to increase the discipline awards accordingly,
especially for repeat offenders.

The Area Chairman produced the audit report and the
Account summary that has been submitted to Basketball
England. The account remained healthy and the surplus of
income over expenditure has been greatly reduced to
almost balance. The Chairman stated that he felt the
balance held year on year was quite high but it is planned
to reduce this over the next few years culminating in the
Wessex League’s 50th Anniversary events which are yet to
be decided. The audit report was excellent and he thanked
Chris Bunnett for his efforts running this large account so
well. Concerns were raised regarding whether or not
Basketball England could touch Wessex funds. The
Chairman assured that this could only happen if the
Association was dissolved.

REGISTRATIONS

The Chairman read out the following statement from the
Registrar who could not be present:
Please remember to register your club with BE prior to

doing individual registrations. Please think ahead and do
not leave registrations until the last minute. All players,
coaches and officials must be registered prior to your first
game. Do not assume a registration request sent on a Friday
will be processed in time for a player to play on Sunday.

ENTRY FEES.

a. There will be no increase to Entry fees this Year.
b. Entry Fees must be paid by the 1 September 2015.
c. Entry forms are available to download from the web site

and can be submitted without payment. This must be
completed by the end of July.
d. Clubs/Teams are reminded that if entry fees are not paid
you will not be permitted to participate in any Wessex
League fixtures.
e. It should also be noted that any outstanding fines must
also be paid prior to your first fixture. Any teams that play
fixtures with fines outstanding will automatically lose the
game by forfeit 20-0.

LEAGUE 2014/15
a) TF stated that when entry forms are submitted clubs
may specify which division they would like to go in
but a justification must be given and there is no
guarantee that it will be agreed.

CUP COMPETITIONS

a. You are reminded that when you enter the cup you
should note the date of the final so that you can brief your
team accordingly. Please also remember that cup games
take precedence over any other fixture.

b. This year’s Cup Finals Day will take place on the 31st
Jan 2016 and the Play Off Finals will be on the 15th May
2016 in the Aldershot Garrison Sports Centre (AGSC)
*(See Proposal 1 later in these minutes for background to
these dates).

c. It was agreed after much discussion to hold the Cup
Finals on one court as there would be more crowd
participation and support for all the games if they followed
on from each other, we would also not be limited to using
the AGSC if it was not available.

a. IL reported that the although the Website is not being
used much apart from News and download of forms and
the handbook it is still important to keep all this
information up to date.
b. For Fixtures Live system is working well. Martin
IL
D’Mellow asked if score sheets could be uploaded onto this
and IL said he would investigate. The Texting system was
also working well, however if you have more than 1 team
in the league you must delegate another mobile for each
team’s results. The Referee allocation system was also
working well and IL emphasised the importance of all
Team Secretary’s inputting all of their details.

OFFICIATING

a. The development and encouragement of our young and
inexperienced officials remains a high priority. It was
gratifying to see some of them officiate the Cup and Play
Off Finals this year and do well. Your continued support
for this will be appreciated and the work that the Technical
committee are putting in is also appreciated and starting to
make progress. A number of our young referees are also
gaining invaluable experience officiating the Reading
Rockets Junior National League programme.

b. Pre – season meetings with officials will be held in
September. Wessex referees will not be permitted to
officiate unless they have attended one of these meetings.

c. The Chairman reported that he had been approached by
Nigel Taylor who, to give him some credit has re-taken his
L3 referees course and apologised for his behaviour in the
past. He now wished to return to the Wessex League after
his enforced absence. It was agreed that he could return
under supervision and on a probationary basis.
d. The Table Officials database continues to grow and the
majority of clubs have more than one qualified Table
Official now. Follow up action on MB to check some
entries on the database that seemed to have disappeared
from the PowerPoint slide, but more likely due to filter’s
applied. The updated database will be put in the Handbook
and all clubs are asked to check it and inform MB of any
anomalies.

e. Several attending the meeting asked if all clubs that
have a number of Table Officials could be contacted and
asked if their details (i.e. mobile phone numbers and
availability) could be published in the handbook if they
were prepared to help out with those clubs who have a
shortfall in qualified T/O’s. This would also assist those
who need games to complete their assessments. MB agreed
to action this request.

The Chairman showed the data for this year’s courses
which highlighted the subsidies given to Wessex personnel
and the disappointing low uptake from Wessex members.

DEVELOPMENT.
a. A lot of work continues to be done to develop officials
and some clubs are utilising the Coaches course to bring in
new Coaches. However, the majority of attendees are from
outside the Wessex Area. It is a bit disappointing that more
Wessex personnel do not take advantage local courses.

b. We continue to support the Regional Development
programme and this year for the first time ever we entered
Boys and Girls teams in the U11 Mini Basketball
Tournament. Entry fees were paid from the development
grants from Areas. Wessex were well represented in the
Regional Age Group teams and the information and data
from the 2014 programme will be produced and shown to
the Wessex representatives at the Southern Region AGM.

PROPOSALS.
CHAIRMAN
1. PROPOSAL FOR THE WESSEX CUP
COMPETITION – Proposer Ian Lester
This year the Cup, Plate competitions, plus the league
games and as we get to the end of the season the
playoffs have caused a great deal of flux and backlog
of games with teams rearranging fixtures on almost a All
daily basis due to unavailability of teams and venues.
This has become a difficult task and the email trail
has been vast and difficult to say the least.

The proposal is that the Cup competition is started
earlier in the season and culminates with the cup
finals on a Sunday at the end of January/early
February. This will need to be researched to ensure
that the venue would be available. The outcome of
this will be that teams will be able to focus on the final
league games and playoff places prior to the end of
the season and also extend the league season to
enable all games to be played. With the season
finale being the playoff finals sometime in May.
This type of format is current used by Basketball
England for their competitions and would hopefully
relieve the congestion of games in the later half of the
season and prevent the vast quantity of games that
successful teams may have in both league and cup
competitions.

final tie, irrespective of the score in the other leg.

In the Open divisions the semi finals will be
played over two legs, with the lower placed team
playing the first leg of the semi final at home and the
total aggregate score determining the winner.

3. Ladies promotion/relegation - Proposed by
Keren Day:
RULE 7 (d) Promotion and relegation from division to
division, from season to season, will take place on a
two-up and two-down basis, subject to approval by
League Committee.
As there are only 6 teams in each of the ladies
divisions I think that the promotion/relegation for the
ladies should be one-up, one-down and hence
different from the men. Having a 2-up 2-down rule
means a third of the teams are promoted/relegated,
which does not make any sense.

4. PROPOSAL FROM COMPETITIONS MANAGER
– conceding cup and plate games.
Any team conceding their match in the first or
preliminary round of the Karl Taylor Shield or Richard
Bell Women’s Cup will not be allowed to continue into
the Karl Taylor Plate or Richard Bell Women's Plate.
Additionally, any team conceding their match in any
round of the Cup or Plate competitions will incur a fine
although the Committee will have the discretion to
waive the fine in exceptional circumstances.

RMC MATTERS.

The Chairman made the following points as RMC (South)
Chairman:
a. Area representatives Trevor Funnell, Mary Brown.
b. The Chairman also thanked the Wessex for their
continued support and contribution to the development
grant which is greatly appreciated and contributed to the
development of young players in the area, so much so that
we were well represented in the Regional Age Group
Teams.
c. The Chairman stated that he had recently attended a
Regional Council meeting at BE HQ in Sheffield.
Although he was unable to pass on any details at this time
prior to a BE Press release he stated that the future looked
exciting and there would be a lot of changes coming.
