MELBOURNE WATER POSITION DESCRIPTION Senior Investigations and Project Engineer REPORTS TO: DIRECT REPORTS: TEAM LEADER – FLOOD MAPPING & MITIGATION None THIS ROLE EXISTS TO: (PURPOSE) The role of the Senior Investigations & Project Engineer is to lead flood mapping and mitigation solutions development to deliver the Flood Management Strategy. These needs to be achieved in accordance with Melbourne Water’s key asset management principles: Meeting agreed levels of service, service based performance assessment, adaptive decision making & flexible delivery solutions. This position will also lead any post flood event investigations, collaborating with internal external stakeholders. The role will also provide guidance and a mentoring role for junior staff members with in the team and represent the Team Leader in internal and external forums as required. KEY ACCOUNTABILITIES: ProjPect Management Project management of consultants carrying out hydrological, hydraulic projects, and any other associated projects or studies. This could also involve: Writing consultancy briefs and managing the tendering and commissioning process; Project management of consultants Review and management of consultant’s deliverables. Ensure that any models prepared by consultants are of acceptable standards and are consistent with MW guidelines and objectives. Contribute to processes that change local council planning schemes that provide for Melbourne Water’s strategic interests within the town planning system. Develop and foster constructive ongoing relationships with internal and external stakeholders to ensure project briefs and methodologies continue to evolve over time and to ensure that the desired outcomes are achieved effectively and efficiently. Actively monitor and seek feedback on related projects (i.e. in the study catchment areas) being carried out by other MW teams. Assist in the monitoring, review and collation of State and Local Government planning information and policies. Assist in the monitoring, review and development of MW’s knowledge-base in relation to sustainable and integrated stormwater management. Provide any other required data or GIS support for the team (or other teams) as required. Undertake flood mapping/mitigation projects using hydrological and hydraulic models, and assist in updating the results of these projects onto Melbourne Water's GIS system. Management of information requests including the supply and maintenance of property flood level data, drainage strategy information and technical advice for the sustainable management of the water cycle within development proposals. Work collaboratively and openly with colleagues and peers, and actively seek to transfer knowledge. Establish and maintain networks and positive relations within the development industry and local government, and promote sustainable use of water within development outcomes. Interact with councils and the development industry on land development to ensure development meets appropriate standards for flood protection and environmental performance. Act as a point-of-contact, to coordinate feedback to a variety of internal and external stakeholders. SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED: Relevant experience and knowledge in areas of: Stormwater and floodplain management; and/or Drainage design; and/or Land development and town planning; and/or Environmental management and water sensitive urban design. Experience in performing and/or managing stormwater design projects. Ability to use hydrologic, hydraulic and stormwater quality modelling software such as MUSIC, RORB and HECRAS. TUFLOW, XP-Storm and MIKE 11 knowledge would be an advantage. Demonstrated problem solving skills and lateral thinking abilities. Good interpersonal skills and an ability to communicate clearly and effectively with a wide range of people both within Melbourne Water, external organisations and with the general public, sometimes in conflict situations. Ability to work with stakeholders to build, maintain and improve relationships. Ability to work and contribute in a team environment to improve processes, respond to various demands and manage multiple activities simultaneously. Ability to meet tight deadlines/work under pressure, co-ordinate multiple tasks and manage individual workloads to ensure agreed targets are achieved. Demonstrated negotiation skills with the ability to facilitate mutually agreed outcomes. Familiarity with computer based systems such as Geographical Information Systems and Microsoft Office suit of products Ability to manage projects and/or consultants. Experience in the preparation of reports. KEY RELATIONSHIPS: INTERNAL This position will be expected to work with a range of people at all levels across the organisation, and particularly with Integrated Planning, Waterways and Service Optimisation & Performance. EXTERNAL This position must work with numerous external stakeholders including Councils and developer consultants and the general property owners on a daily basis.
