following vacancies:-
(05 year fixed performance based contracts in terms of section 54A, 56, &
57 of the local government Municipal systems Act, 32 of 2000 as amended).
Total remuneration package: Minimum R724 816.00; Midpoint R828 361.00 Maximum
R931 906.00 per annum (All inclusive)
Appointments will be made in terms of Local Government Regulation on the
appointment and conditions of Municipal Managers and Senior Managers, upper
limits of total remuneration payable to municipal managers and managers directly
accountable to the municipal managers as well as performance regulations, 2006 and
Local Government Finance Management Act : Municipal Regulations on minimum
competency levels of 2007.
1. Position: Senior Manager-Corporate Services
Key Performance Areas
Reporting directly to the Municipal Manager, the post operates at a strategic level and
provides strategic support to the business functions within Port St Johns Local
Municipality with the main focus being:





Development of an economical, effective, efficient and accountable
administration.
Management of the municipality’s administration in accordance with the labour
Laws and other applicable legislations
Responsible for the formulation of the objectives, strategies, development and
implementation of the IDP.
Identify projects and develop all sector plans
Develop the draft budget for the corporate services department

Management, effective utilization and training of staff including the maintenance
of discipline Promotion of sound labour relations
Carrying out the decisions of the political structures and political office bearers
Ensuring a culture of public service and accountability
Taking measures to prevent fraud and corruption,
Ensure the proper maintenance of municipal records and knowledge
management,
Manage the Workplace Skills Plan
Ensure compliance of the employees with schedule 2 of the Municipal Systems Act
No.32 of 2000 as amended as well as any other policies of the Municipality.
Ensure effective and efficient utilization of all resources in your department
Ensure the sitting of the standing committees and all other relevant committees.
Perform any other duties outlined in the delegation framework that will be
assigned with you from time to time.
Minimum Requirements
 Bachelor Degree in Public administration/ Management Sciences/ Law or
equivalent
 5 years’ Experience in middle management level.
 Valid code B driver’s license Must have proven successful management experience in



administration
Advanced computer skills (MS Word, MS Excel, MS PowerPoint and MS Outlook).
Excellent communication skills in at least two of three official languages English
and Xhosa.
Registration with relevant professional body will be an added advantage.
Knowledge Required
 Good knowledge and understanding of relevant policy and legislation;
 Good knowledge and understanding of institutional governance systems and
performance management
 Good knowledge of Corporate Support Services, including the following

2. Position: Senior Manager-Community Services
Key Performance Arears:
Reporting directly to the Municipal Manager, the post operates at a strategic level and
provides strategic support to the business functions within Port St Johns Local
Municipality with the main focus being:
 Provide strategic leadership and direction to the Community services department
and contribute to the development and review of plans including Integrated
Development Plan (IDP) and Service delivery and budget implementation plan.
 Responsible for overall budget planning for Community Services department, to
ensure that its aligned to the IDP & SDBIP, and management of budget to avoid
wasteful and fruitless expenditure.
 To support and implement good governance in area of responsibility.
 Co-coordinating and cascading of performance management framework to the
lower levels.
 Responsible for ensuring that the Municipality comprise with all relevant
legislation such as Solid waste management framework, and environmental
legislation etc.
 Responsible for ensuring effective and efficient management of inventory /asset
under the control of the department.
 Identify, and quantify risk areas in the department and implement strategic
interventions.
 Responsible for the audit findings affecting the department.
 Ensuring the effective management and compliance of relevant legislation and
policies in respect of Key Performance Arrears.
 Ensure develop and implemented policies, procedures and By-Laws relevant to
environmental health and community services etc.
 Responsible for management of council operations including Beach Management
services, Health Services Management, Pound & Cemetery Management, Public
Safety, Libraries, Parks and Recreation Management.
Minimum requirements:
 Bachelor Degree in Social Sciences/Public Administration/Law or equivalent

5 years relevant experience in middle management level preferable in Local
Government.
Valid code B driver’s license
Have proven successful institutional transformation within public or private
sector.
Computer Literacy.

3. Position: Senior Manager-Engineering
Key performance areas
Reporting directly to the Municipal Manager, the post operates at a strategic level and
provides strategic support to the business functions within Port St Johns Local
Municipality with the main focus being:
 Developing a vision for service delivery within the municipal area including a
masterplan for infrastructure development aligned with IDP & Budget and
SDBIP.
 Prepare capital and operating estimates and controls expenditure against
approved budget allocations.
 Directs and controls outcomes associated with utilisation, productivity and
performance of personnel within the department.
 Directs and controls the professional, technical and operational outcomes
associated with the functions related to roads, storm water maintenance,
Cemeteries and Parks.
 Establish project management capabilities within the Municipality to
conceptualise project for service delivery through consultation with Councillors
and affected Communities.
 Manages formulation of specific contracts and tender documents and control
contractual obligations.
 Ensuring understanding of various legislative frameworks applicable to and
affecting the Municipality.
 Stakeholder management and communication.
 Coordinates the provision of water, and sanitation within the municipal area.
 Provide an advisory services to the Council regarding all aspects falling

within his/her scope of work and carrying out their decisions.
 Coordinate and supervise the management of own funded projects,
implementing National Building Regulations, taking the required responsibility
as defined in the occupational Health and Safety Act, Act No 85of 1993 its
regulations.
Minimum Requirements
 A bachelor of science degree in Engineering / B. Tech Engineering or
equivalent
 Five (5) years’ experience at a middle management level or as program/project
manager, and
 3-4 years must be at professional/ management level engineering
Management experience
 Valid code B driver’s license
 Must have proven successful management experience in advanced computer
skills (MS Word, MS Excel, MS PowerPoint and MS Outlook).
Knowledge required:
 Good knowledge and understanding of relevant policy and legislation
 Good knowledge and understanding of institutional governance systems,
and performance management
 Must have extensive knowledge of the public office environment and,
 Must be able to formulate engineering master planning, project
management and implementation.
Added advantage:
 Certificate of competency as required in terms of the General Machinery
regulations, 1998 or
 Registration with a recognised relevant engineering professional body
