GISBORNE NETBALL CENTRE INC Poitarawhiti ki Tūranga-Nui-Ā-Kiwa RULES AND REGULATIONS Of Gisborne Netball Centre INCORPORATED 01 May 2016 2 Rules and Regulations Advisory Officers 1. An auditor and solicitor shall be elected annually at the Annual General Meeting and shall not by virtue merely of such deemed to be a member of the Centre. Registration of Uniform 2. Each Member Club or Member School shall on affiliation, register the uniform and colours to be worn by the teams, which uniform shall be approved by the Gisborne Netball Centre Manager and thereafter not to be worn by any other Member Club or School. 3. Should a Member Club be in recess for more than two (2) playing seasons they shall forfeit their registered Club colours, however they may re-register under their original colours should these still be available. 4. The Gisborne Netball Centre will be responsible to hold a register of Club colours. Financial 5. Team subscriptions shall be determined at the Annual General Meeting of the Centre. For subscription purposes members will be divided into five (5) categories as per NNZ Regulations: (a) Senior, (b) Secondary, (c) Intermediate, (d) Future Ferns, and (e) ANZ Future Ferns. 6. Any affiliated member club or school whose fees are unpaid after the last Saturday in May in any year shall forfeit its right to play matches under the control of this Centre. Its members shall also forfeit the right to take part in any Representative matches entered into by the Centre. Such Member Clubs or Member Schools shall not be re-admitted until all fees outstanding have been paid. Should an individual member with outstanding fees wish to be re-registered (including as a day registered player) for any Member Club, they will not be permitted to do so until their portion of any unpaid fees are paid. A 12.5% penalty will be imposed on any outstanding fees. 7. Teams are not permitted to travel to outside Tournaments if there are any unpaid accounts to the Centre by that member club. 3 8. Day registrations shall be ten dollars ($10.00) per day. The player’s name is to be noted at the tower, and on the scorecard. Failure to do so will result in the player being deemed ineligible with consequence as per rule 21. A day registered player is a player who is not registered as a club member for any club affiliated to the GNC and is registered to play for that day’s competition only. The player can be registered for another team within Waikato Bay of Plenty Zone and be registered as a day player at GNC. The registered player cannot be registered in another Zone and be a day registered player at GNC (unless they are registered as a Secondary School player – please see NNZ Regulations). 9. Senior team fees include registration of up to 12 players. Teams have until 6pm on the Friday prior to the Challenge Round to make changes to their player registrations. After this date, once teams have registered 12 players in any one season, the cost to register any additional players will be twenty dollars ($20.00) per player. Season 10. The season shall commence not later than the first (1st) Saturday in May. Duties of Member Clubs and Member Schools 11. Each Member Club and Member School on affiliation shall be supplied with a copy of the Gisborne Netball Centre Constitution, which includes the Rules and Regulations and shall with all its members be bound hereby. 12. Upon dissolution of a Member Club any surplus monies remaining after the discharge of all liabilities shall be deemed to be the property of the Centre. 13. Each Senior team has Umpire Responsibility as per Appendix A - GNC Umpire Policy which can be requested from the Centre Manager or in the Tower. (a) All Premier and A Grade players are required to sit and pass their Centre Theory test. Each team in all of the other Senior grades must nominate at least (2) players to sit and pass their Centre Theory Test. (b) Premier and A Grade Teams are required to have at least (2) players assessed and pass their Centre Practical Award umpiring at an A Grade level. 14. Member Clubs and Member Schools may be allocated umpiring duties throughout the season. Failure to perform these duties (including standby) will result in the following action being taken: (a) For first umpire default: A forty dollar ($40.00) fine to be paid prior to taking the court for the team’s next scheduled game. Failure to do so will result in the team not being allowed to partake in the competition until any outstanding monies are received. (b) For second and any further defaults: A forty dollar ($40.00) fine and 1 competition point deduction per instance to be paid prior to taking the court for the team’s next scheduled game. Failure to do so will result in the team not being allowed to partake in the competition until any outstanding monies are received. 4 15. Member Clubs and Member Schools may be allocated duties throughout the season. These may include, but are not limited to, Scorecard Room and Tower Duty. Failure to perform any of these duties will result in the following action being taken: (a) A one hundred dollar ($100.00) fine per duty to be paid prior to taking the court for the team’s next scheduled game. Failure to do so will result in the team not being allowed to partake in the competition until any outstanding monies are received. Complaints/Protests 16. The Gisborne Netball Centre considers that it is best practice for matters involving the playing of a game to be dealt with by the game officials at the time of the incident. 17. The Gisborne Netball Centre will establish a complaints/protest committee consisting of two board members and an umpire representative whose role will be to mediate and resolve any matters not able to be resolved as per Rule 16 at the earliest opportunity by means of conciliation. 18. The Gisborne Netball Centre Board will appoint a Judiciary Committee which shall consist of not less than three (3) persons appointed annually by the Gisborne Netball Centre Board as per the GNC Constitution. No Board Member is eligible to sit on the Gisborne Netball Centre Judiciary Committee. The Judiciary Committee will be responsible for resolving matters unable to be resolved as per Rules 16 or 17. Complaint Identified Call a Competition Official during your game or immediately following the game Problem Solved = End of Process Problem Not Solved – Complaint to be made in writing to GNC within 24 hours of event Complaints Committee informed, investigate complaint and issues, outcome and/or consequence will be decided Problem Solved = End of Process Problem not Solved/Outcome Appealed = Issue sent to Judiciary Committee for final consideration 5 19. If mediation does not resolve the issue or the complaints committee is of the view that the matter requires further sanction then the disciplinary process as outlined in the Gisborne Netball Centre Constitution shall be invoked. Teams and Players 20. GNC Team and Individual Registration forms must be received by GNC prior to your team taking the court for their first game of Round 1. Failure to do so will result in all players being deemed ineligible as per Rule 21. 21. No person shall play in a match under the control of the Gisborne Netball Centre unless she is a registered member of a Member Club or Member School. Teams playing unregistered or ineligible players will be deemed to have lost by default. 22. No Member Club or Member School shall register more than twelve (12) players without an application being approved by the Gisborne Netball Centre Board. 23. Teams may register up to 12 players only at any one time. Names of up to twelve (12) players must be written on the scorecard prior to commencement of a game under the control of the Gisborne Netball Centre. See Rule 34. 24. Each player shall take the court only when wearing the registered uniform of the Member Club or School. Any exceptions to Member Club or School uniforms need to be approved by GNC Board. 25. No affiliated Member Club shall play any match other than those arranged by the Centre. Any team wishing to travel must apply to the Gisborne Netball Centre Centre Manager three (3) weeks before. 26. Secondary school students can play for the Secondary and Senior league as per Netball New Zealand Regulations July 2015 6.2(e). The school must provide a letter of permission for the student to play for the Club. Transfers 27. The rules for player transfers will align with the Netball New Zealand Constitution and Netball New Zealand Regulations. 28. An Intermediate school member may play for a senior club in the senior competition upon request to the Gisborne Netball Centre Manager. Approval will be required from the school. 29. A member of a Secondary School team may be a registered member of a Senior team or club if the Secondary School team plays in the Secondary School (or Junior) competition only. See also rule 26 under Teams and Players. 6 30. Players who wish to transfer or play for other member clubs will abide by the Player and Transfer rules laid out in the Netball New Zealand Regulations. (a) Members transferring during a season (if already registered with a team) within Centre are subject to a three (3) game stand down, once approved by the Gisborne Netball Centre Board, if they are moving within the same or to a lower grade. The stand down does not apply to players transferring from a lower graded team to a higher graded team. (b) No player having played more than three (3) matches in a grade shall play in a lower grade during the season without prior approval of the GNC Board as per Rule 30(a). This also applies to day registered players. 31. The Member Club releasing a player must notify the Gisborne Netball Centre Manager of such a release. Transfer to another Member Club shall not be granted to any un-financial members. This also applies to day registered players. Playing of games 32. In a sixty (60) minute game four (4) points shall be awarded for a win, two (2) points for a draw, and one (1) point for a loss when the losing score is within five (5) goals or less of the winning score. 33. In a forty (40) minute game four (4) points shall be awarded for a win, two (2) points for a draw, and one (1) point for a loss when the losing score is within three (3) goals or less of the winning score. 34. Points will be deducted if team players recorded on the back of scorecards are incorrect or incomplete. The team will lose: (a) Four (4) points if they win the game or, (b) Two (2) points they are in a draw situation or, (c) One (1) point if they lose game. 35. Deferred games will be considered under the following circumstances: (a) Representative fixtures – two (2) or more players and/or an official travelling out of the district in accordance with Representative Policy (b) Interschool fixtures where teams are travelling out of Gisborne (c) Unforeseen circumstances Where a team wishes to defer a game for any reason, written application must be made to the Gisborne Netball Centre Manager three (3) weeks prior to the deferral date unless the request is due to unforseen circumstances (in this case notice is to be given as soon as is practical by verbally contacting the Gisborne Netball Centre Centre Manager or the Draw Steward and is to then be followed up with a written request). Should permission be granted arrangements agreeable to both teams shall be made to play at a time set down by the Centre Manager or Draw Steward. Deferrals will not be considered during Competition Round 1, Challenge Round, Week 5 of any Competition Round, nor Finals round. Deferrals will not be granted should any team involved be unable to complete allocated games in the remaining number of weeks of play for that Round. 7 36. In case of a re-played competition game the following rules shall apply: (a) The game must be played at the same venue. (b) The players that were involved in the original game must be the only players involved in the replayed game except in the event of an injury. The injured player must submit a medical certificate or report, and may be replaced with another GNC Board approved player. (c) The umpires shall be appointed by the Centre Manager or Draw Steward. Code Of Conduct 37. In line with our Positive Sideline campaign, unacceptable behaviour will not be tolerated from any member or spectator including violence in any form, or verbal abuse by any member or spectator towards any other member or spectator. Refer to Appendix B - GNC Code of Conduct Policy which can be requested from the Centre Manager or in the Tower. Cancellations 38. If weather is inclement, the decision to cancel will be made by a person or persons nominated by the Gisborne Netball Centre Board. 39. All senior games are likely to be played in wet weather although games may be cancelled by a person or persons nominated by the Gisborne Netball Centre Board. Teams are advised to have some sort of wet weather uniforms. Trophies 40. All trophies to be returned to the Gisborne Netball Centre by June 30 of each season. 41. Member Clubs and Member Schools are responsible for the cost of engraving trophies awarded. Representative Teams and Players 42. The Centre representative teams may be: (a) Senior Representative team (b) Under 23 Representative team (c) Under 19 Representative team (d) Under 17 Representative team (e) Under 15 Representative team (f) Junior Representative teams (Year 7 and/or Year 8) 43. The Centre shall pay a percentage of all costs incurred by representative players travelling to their respective tournaments. This percentage shall be decided by the Gisborne Netball Centre Board each year. 8 Badges/Certificates of the Gisborne Netball Centre 44. The Centre shall present representative players with a certificate with team name and year. It shall be awarded annually to members of each representative team under the control of Gisborne Netball Centre. 45. Life Membership Badge (a) This takes the form of a badge with the inscription G.N.C LIFE MEMBER. 46. Board of Director Badges (a) This takes the form of a gold badge with the inscription of G.N.C DIRECTOR. (b) The inscription of the badge for the Chair of the Board will read G.N.C CHAIR. (c) These badges remain the property of the Gisborne Netball Centre and are returned at the expiry of term of position. 47. Past Chair Badge (a) This is a silver bar engraved G.N.C Chair (Date – Date). (b) This badge is to be presented on retirement. 48. Service Award Badge (a) This takes the form of a badge with the inscription G.N.C Service Award. Fundraising 49. The Gisborne Netball Centre offers fundraising opportunities for member clubs or schools. Please refer to Appendix C - GNC Fundraising Policy and Procedure which can be requested from the Centre Manager or in the Tower. SmokeFree/Auahi Kore 50. Gisborne Netball Centre declares we are 100% Smoke free/Auahi Kore, in conjunction with Smoke free Environments Act 1990, for both members and the public. 51. SmokeFree/Auahi Kore areas include: (a) Inside all pavilion areas (b) Inside, and directly outside of, other facilities hired for GNC competition games (c) All outside areas within the GNC fenceline (d) All areas directly outside our fenceline and entrance gates. 52. Permitted Smoking Areas include: (a) The carpark across from the Gisborne Netball Centre on the corner of Roebuck and Childers Roads. 9 Appendix A Policy Name: Team Umpiring Responsibility Reference: UP/1 Responsibility: Gisborne Netball Centre Umpire Committee Policy Statement The Gisborne Netball Centre will endeavour to supply qualified “white skirt” umpires to Senior games where applicable. Each Senior team is responsible for weekly umpiring duty for other Senior and/or Junior games. GNC wants to allow all teams the opportunity to experience the best possible umpiring, so will provide Umpiring Classes for all players and team officials. It is expected that ALL Premier and A Grade registered players attend umpire theory class, then sit and pass the NNZ Centre Theory Test. All other Senior grades will supply AT LEAST 2 registered players per year to sit and pass their Centre Theory Test. A passed theory exam will be current for 4 years. Premier and A Grade teams must provide 2 umpires per year to sit and pass their Centre Practical assessment umpiring at a Senior A Grade level. The 2 players must be named to the Umpire Group by the Challenge Round weekend of games. Umpires who pass their Centre Practical will be awarded a Centre Umpire Badge, and the award will be deemed current for 4 years unless the umpire should sit umpire tests at a higher level. Teams that do not endeavour to provide players for the above umpire requirements will face the following consequences: 1. Sent a letter reminding the team of the requirements and a copy of the Umpiring Policy 2. If the requirements are not met by the season date deemed the deadline by the Umpire Group, the team will be removed from the competition. Any team removed from the competition will not be eligible for any refund of fees. 10 Policy Name: Team Umpiring Duty Reference: UP/2 Responsibility: Gisborne Netball Centre Umpire Committee Policy Statement Each Senior team is responsible for weekly umpiring duty for other Senior and/or Junior games. This can be performed by a team player, official or representative for your team. The named team is responsible for fulfilling the duty for the said game/s, and in the event an alternative umpire is used on behalf, any complaints/issues or default penalties will be the responsibility of the team named. Umpires are required to be at their allocated game in timely fashion, prepared with whistle, watch/stopwatch timer and appropriate footwear. All pre-game duties need to be done (check nails, scorecard, team starting passes etc) before the buzzer signals the start of the round. Umpires must umpire in all fairness to the best of their ability. Should any issues arise during the game, the duty board member or umpire representative (in the tower) needs to be signalled while the game is still in progress. Scorecards need to be collected and handed in to the cardroom after conclusion of the game. All official scorecards are the official game result and no disputes will be entered into. Standby Umpire Duty requires the team(s) designated umpire to check in to the Tower, and be available until half time in that round has ended. Any umpire defaults shall result in the following consequences for the duty team named: 1. For first umpire default: A forty dollar ($40.00) fine to be paid prior to taking the court for the team’s next scheduled game. Failure to do so will result in the team not being allowed to partake in the competition until any outstanding monies are received. 2. For second and any further defaults: A forty dollar ($40.00) fine and one (1) competition point deduction per umpire to be paid prior to taking the court for the team’s next scheduled game. Failure to do so will result in the team not being allowed to partake in the competition until any outstanding monies are received. 11 Appendix B Policy Name: Code of Conduct / Fair Play Policy Reference: CCP/1 Responsibility: Gisborne Netball Centre Board Policy Statement Gisborne Netball Centre’s Code of Conduct governs any member, player, team, umpire, coach, manager, volunteer and any other person who participates, spectates and/or is involved in any activity held at GNC owned or hired facilities, or is involved in any activity under the auspices of GNC. Gisborne Netball Centre Code of Conduct: Respect others at all times Be Fair and Honest at all times Be responsible for your own actions Do not abuse others physically or verbally Do not discriminate against others Be safety conscious for yourself and others at all times Be a positive role model In line with our Positive Sideline Campaign, unacceptable behaviour will not be tolerated from any member or spectator including violence in any form, or verbal abuse by any member or spectator towards any other member or spectator. Netball NZ General Code of Conduct and Ethics: GNC and all members are affiliated to Netball NZ and therefore bound by the Rules, Regulations and Code of Conduct of NNZ which are: Be aware of, and maintain an uncompromising adhesion to NNZ standards, rules, regulations and policies. Operate within the rules of netball including national and international guidelines which govern NNZ, the Netball Zones and Netball Centres except where stated. Such exceptions will be advised in each competition rule or competition pack. Do not use your involvement with NNZ, a Netball Zone or Netball Centre to promote your own beliefs, behaviours or practices where these are inconsistent with those of NNZ, a Regional Entity or a Netball Centre. For any member, player, team, umpire, coach, manager, volunteer or any other participant or spectator in breach of GNC Code of Conduct, the minimum following consequences will apply: 1. A warning letter from GNC Board about the incident and copy of Code of Conduct Policy, or if deemed a more serious incident refer to Complaints Procedure Policy. 2. Any further incident(s) will incur meeting with the Complaints and/or Judicial Committee who will determine the appropriate consequence (which may include but is not limited to point deduction or suspension). Let the Coaches - coach Let the umpires - control the game. It’s only a game – keep it positive 12 Appendix C Policy Name: Fundraising Policy Reference: FP/1 Responsibility: Gisborne Netball Centre Board Policy Statement The Gisborne Netball Centre will ensure all teams/clubs are given the opportunity to fundraise for their team/club using specific sites (see attached map), within the grounds of the Victoria Domain. Fundraising Stalls are $100 per stall. A $50 deposit is required to book a stall and is non-refundable except at the discretion of the Gisborne Netball Centre Board. Teams/Clubs are allowed up to 2 Fundraising Stall bookings per season. Procedure Name: Terms and Use of GNC Facilities for Fundraising Approved By: Gisborne Netball Centre Board Review Date: February 2013 Teams/Clubs are responsible for obtaining any and all relevant Stall Permits from the Gisborne District Council prior to any scheduled fundraising day applied for. Teams/Clubs must ensure GDC Permit is displayed clearly. The Gisborne Netball Centre will accept no responsibility for theft or damage of teams/clubs equipment. Teams/Clubs are responsible for adhering to the Health and Safety regulations of the Gisborne Netball Centre. Fundraising Day sites are on a ‘first come, first served’ basis (see site plan for stall locations). All bookings must be made upstairs in the Tower prior to fundraising day and payment must be received by the Centre Manager or upstairs in the Tower, by the end of the fundraising day. A booking will only be deemed to be completed once GNC have received the $50 deposit. Teams/Clubs are not permitted to sell goods that are available from the Canteen. A list may be obtained upon request. Teams/Clubs are prohibited from selling any “fizzy” drinks, lollies or deep fried foods. Outside groups may be permitted to fundraise (provided the above provisions are met), at the discretion of the Gisborne Netball Centre Board.
