A meeting of the Environment Committee was held in the Parish Office on 5th September 2016

16/09/01 Chairman’s remarks
The Chairman welcomed everyone to the meeting.
16/09/02 Apologies
On a proposal from Cllr Lowen, seconded by Cllr Hornsey, it was unanimously
RESOLVED following a vote to accept apologies from Cllrs Mrs England and Watkin
having considered and accepted their reasons for absence. Cllr Pikett was also absent,
but no apologies had been received.
16/09/03 Declarations of Interest

16/09/04 Minutes
On a proposal from Cllr Hornsey, seconded by Cllr Powell, it was unanimously
RESOLVED that the notes of the meeting held on 7th June 2016 be approved and signed
as the minutes.

16/09/07 Financial
Members were given a financial report to 31.8.16.
16/09/08 Trees
 Cllr Powell reported that the Willow tree at Eastfield House needs cutting back
further. Ash tree removal in a resident’s garden, branch leaning over the roof and
has been advised to fell by a professional, WLDC granted permission and it will be
replaced with a smaller species. Dead Ash tree on Northfield Road – a tree surgeon
had been to look at it and said it was dangerous, quotes had been obtained and the
Clerk instructed for it to be felled under her emergency powers. 10 Roselea Avenue
– outside property numbers 14/16/18 trees on the grass verge are overhanging the
footpath and the hedge of number 14 is overgrown – report to LCC Highways. The
owner of 37 Sudbeck Lane has been given permission by WLDC to take down the
Ash tree and the work will be carried out this week. Kingsway – the crack is

reported to have gone across the resident’s driveway, photographs will be taken by
the tree warden.
Tree Safety Report has not yet been received.
A letter has been received from a resident concerning a Chestnut tree planted on
the Lagoon area and that David Wilson Homes had assured him at the time the
development was built that no further planting would take place. His professional
assistance would be welcomed by the Committee; the tree is planted well within
the required distance from the property. On a proposal from Cllr Hornsey, seconded
by Cllr Mrs Watson, it was unanimously RESOLVED following a vote to send a letter
with a copy of the distances and ask for any evidence from David Wilson Homes
that the tree should not have been planted in that location.
2 more Chestnut trees are available for planting, one on Kingsway and the other to
be confirmed.
16/09/09 Footpaths
Cllr Mrs Watson reported that there was a large blue sack filled with branches at the
rear of a property adjacent to the footpath between Tinkermere Close and Ryland
Road – report as fly tipping to WLDC.
16/09/10 Allotments
 No report had been received from the Allotment Tenants Representative.
 On a proposal from Cllr Mrs Watson, seconded by Cllr Hornsey, it was unanimously
RESOLVED following a vote for the Facilities Team to make 2 compost areas using
wooden posts and chicken wire.
16/09/11 Lagoon Area
 Planting wildlife friendly plants/trees. Cowslips. Bird bath. Buddleia.
 Pennell’s and The Willows Garden Centres have offered donations of plants/seeds.
16/09/12 Bird Boxes
On a proposal from Cllr Hornsey, seconded by Cllr Lowen, it was RESOLVED following a
unanimous vote to invite Gary Steele to inspect the boxes and to pay his travel
expenses.
16/09/13 Best Kept Village Competition
Defer to next meeting as no results or marking sheets have been received.
16/09/14 Winter Planting
On a proposal from Cllr Powell, seconded by Cllr Hornsey, it was unanimously
RESOLVED following a vote to set a budget of £275.00 in respect of the winter planting
as quotes had not yet been received.
16/09/15 Christmas Trees & Events
 On a proposal from Cllr Hornsey, seconded by Cllr Powell, it was RESOLVED
following a unanimous vote to allow a budget of £775.00 for the purchase and
erection of a 25ft Christmas tree together with putting the lights and star on and
off, taking down and disposal afterwards and two trees for the Parish Office.
 The Christmas tree lighting event will take place on 27th November and this year’s
Community Award winner Bob Boulton will be invited to switch on the lights. On a
proposal from Cllr Lowen, seconded by Cllr Mrs Watson, it was unanimously
RESOLVED to allow a budget of £150.00 for the purchase of mulled wine and mince
pies.

 Christmas tree disposal service. On a proposal from Cllr Hornsey, seconded by Cllr
Mrs Watson, it was unanimously RESOLVED following a vote to accept the quote of
£205.00 in respect of this service. Dunholme Parish Council has been invited to
participate again in sharing the cost. The Clerk will write to the Village Hall
Committee to ask for permission to use the car park.
16/09/16 Councillors’ Reports
 Cllr Powell reported that there are 2 fridge freezers on the left hand side on
Horncastle Lane.
 Cllr Hornsey reported that trees in back gardens on Kingsway have been felled. No
TPOs.
