WSFEVENTSANCTIONPOLICY
Purpose

ThisdocumentsetsouttheWelshSurfingFederation(WSF)
positiononsurfingcompetitionsandeventsinWales
organisedbyotherindividuals,groups,clubsorinstitutions.
Italsoprovidesguidancetothosewhowishtodeliversuch
eventsinWales,andaprocessforengagingwiththeWSFand
localsurfingcommunity.

consultationandinvolvementoftheWSFandlocalsurfing
communities.

interestsofWelshsurfersandsurfingcommunitiesand
protectWales’surfbreaks.Competitionsandeventsforma
crucialpartofdeliveringthisaim,whichiswhytheWSFhas
establishedthispolicy.

TheWSFisthenationalgoverningbodyforthesportof
surfinginWales.ItisrecognisedformallybySportWales,the
EuropeanSurfingFederationandtheInternationalSurfing
Association.
TheWSFdeliversnational-leveleventssuchastheWelsh
NationalSurfingChampionshipsandtheWelshNationalSUP
Championships,whichactasqualifyingeventsforthe
nationalteam.TheWSFisresponsiblefortheorganizationof
theWelshnationalteamswhotraveltocompetein
internationalcompetitionsatWorldandEuropean
Championshiplevelorganisedbybodiessuchasthe
InternationalSurfingAssociationandtheEuropeanSurfing
Federation.
TheWSFrepresentssurfersinWalesandistheprimarypointof
contactandengagementforthesport.ForfulldetailsoftheWSF

WSFCOMPETITIONANDEVENTPOLICY
TheWSFisgenerallysupportiveofsurfingcompetitionsandevents
inWales,whichareseentobebeneficialtothelocalareaand
surfingcommunitywherethecompetitionisheld.
Sucheventshavethepotentialtobringarangeofbenefitssuchas
progressingthelevelofthesportinWalesandlocaloreven
nationaleconomicbenefits.
TheWSFhavebeenresponsibleforNationalandInternational
SurfingEventsinWalessince1972,andovertheyearshaveforged
excellentrelationshipswithlandowners,LocalAuthorities,National
Trust,NationalParksandregulatoryEnvironmentalBodiesinorder
tomakeuseofWales’resources–naturalorotherwise-forour
competitions.Wearemindfulthatthisstatusneedstobe
maintainedandrespectedbyourownmembersandalsobyvisiting
organisationswhowanttostageaneventinWales.
Forthemostpart,thesecompetitionsandeventshavehada
positiveimpactonthesport.Howevertheproliferationofevents
hasthepotentialtoconflictwiththeWSF’saimsandobjectives,
andwiththeviewsoflocalsurfingcommunities,ifaproperprocess
ofengagementisnotfollowed.Therehavebeenrecentexamples
ofsuchconflictsarising,whichhasbeenamaterialconsiderationin
establishingthispolicy.

ANNEXA-GUIDANCEFORORGANISINGASURFINGEVENTIN
WALES
Thisguidancefocusesontwomaincategoriesofsurfing
competitionsandeventsinWales:
1. Aninternalevent,definedasaneventconductedwithin
Wales,organisedbyaWSF-affiliatedclub,individualmembers
oraffiliates.
2. Anexternalevent,definedasaneventconductedwithin
Walesorganisedbyanindividual,grouporinstitutionthatis
basedoutsideWalesorisnottheWSForitsaffiliates.
Benefits
EventsthataresanctionedbyTheWSFwillreceiveservicesthatwill
benefittheevent,hostregionandorganisingbody.
TheeventwillbeaddedtoTheWSFcalendar.

TheorganisingbodyoftheeventmayuseTheWSFlogoon

TheWSFwillhelptofacilitateconsultationbetweenthelocal
surfingcommunity,Landowners,RegulatoryAuthoritiesand
theprospectiveeventorganiser

TheeventmustnotclashwithanyeventsalreadyontheWSF
calendarwherepractical
Theeventshouldaimtomaximizebenefitstothelocalarea
andsurfingcommunityinthehostregion.Adetailedplan
shouldbesetouthowthiswillbeachieved.
Permissiontousethevenuefortheproposedevent,onthe
proposeddatesmustbereceivedfromlandownersand
RegulatoryBodies.
TheWSFlogoMUSTbepresentoneventpostersand
promotionalmaterials.
1.InternalEventSanctionRequirements
ThepurposeoftheInternalEventSanctionRequirementsisto
supportaffiliatedsurfclubsintheprovisionofrunninganevent.

dateoftheevent.

TheeventshallcomplywiththeWSFconstitution;particular
referencemadetothefollowingsections;Competitive
Surfing;-I.E.unlessotherwisestatedallWSFsanctioned
Welshsurfingcompetitionswilladheretotheformatand
requirementsasoutlinedinthemostcurrentversionofthe
ISA(InternationalSurfingAssociation)Rulebook.
ChildProtection
Anti-Doping
Theorganisersshouldhaveadequateinsurancefortheevent
(insurancemaybeeligibleunderWSFinsuranceifdiscussed
inapplication)andlifesavingprovisionconsidered,shouldit
involvewaterborneactivities.
Iftheeventtakestheformofacompetition,allcompetitors
mustbeactivemembersoftheWSF.
Shouldtheeventbeconsideredtobeusedinanypurposes
towards‘NationalTeamSelection’theeligibilitycriteria
outlinedwithintheWSFconstitutionshallbeadheredto.
2.ExternalEventSanctionRequirements
Thepurposeoftheexternaleventsanctionrequirementsisto
ensurethatadequateconsultationandinvolvementismadewith
thelocalsurfingcommunitypriortoanyeventtakingplace.
Theoverridingaimistoensurethatsuchaneventwillbeofmutual
benefittotheorganisersaswellasthesurfingcommunityofthe
hostlocation.
Anapplication(intheformofemailaddressedto
[email protected])forsanctionofthecontestmustbe
madetotheWSFaminimumof6monthspriortotheproposed
dateoftheevent.Thismustbeaccompaniedbyevidenceofthe
organiser’spoliciesregardingChildProtectionandAnti-Doping.

UponreceiptoftheapplicationtheWSFwillengagewiththe
localsurfingcommunityandrespondtotheapplicantwithin6
weeksuponreceiptoftheapplication.
Eventswillbeassessedonacase-by-casebasisandany
sanctionfeesandpre-approvalrequisites(viaWSForhost
surfingcommunity)shallbecommunicatedtotheapplicant
within6weeksoftheinitialapplication.
Foranygiveneventtherewillbeamutuallyagreednumber
ofWSFwildcardallocatedentriesassessedonacase-by-case
basis.Suchwildcardathleteswillbegivenfreeentrytothe
eventandWSFmembershipshallbeacceptedinlieuof
membershiptothebodywhoisrunningthatevent.
Foranygiveneventtherewillbeamutuallyagreedmanning
provisionintermsofWSFjudges,beachmarshals,officials
andsecurity,whichwillbeassessedonacase-by-casebasis-
associatedcostsofwhichwillbeagreedupfrontandcovered
bytheapplicant.
ThejudgingPanelmustcontainatleastoneWelshISA
registeredjudge.
Sanctionfeeswillbeassessedbaseduponthesizeandprofile
oftheeventwithaslidingscalefrom:Welshnonaffiliated->
UK->European->International->ProLeveli.e.WSL(WQS->
WCT).
•
50%oftheproceedsfromSanctionfeeswillbedonatedfrom
theWSFtotheWSFaffiliatedsurfclub/localsurfing
communityinthecouncilareawherethecontestisbeing
held.Thismoneywillbeusedtoinvestinthedevelopmentof
surfingatalocallevel.Theremaining50%oftheproceeds
fromtheSanctionfeewillbeusedbytheWSFtoinvestinthe
developmentofsurfingataWelshnationallevel.
