A Letter From Our CEO
very life holds a story and
the life of Luthercare is no
exception.
E
We celebrate the 65th year of
Luthercare’s important role in the
lives of thousands of Lancaster
and Lebanon County residents,
and we joyfully reflect on the
many stories of which we have
been blessed to be a part.
We pause to look back on 2013, a
year of progress and evolution for
us. While the economic climate
continued to be challenging,
we are surely on the path to
recovery and see many indicators
pointing toward a hopeful future.
Occupancy in our retirement
communities improved steadily
throughout the year, and we were
able to once again offer a modest
increase in compensation to team
members.
We continued to enhance physical
space, programs and services.
Luthercare for Kids Early Learning
Centers have seen an increase
in enrollment as people are

slowly returning to work. And
we are seeing more families who
value high quality care choosing
our programs. Last year saw
a complete renovation of the
Luther Townhome Apartments
at Luther Acres. It is clear that
our investments in infrastructure
and continuing improvement are
paying dividends for those we
serve.
It seems fitting to say a word
about Luthercare’s commitment
to quality throughout our
organization. The Healthcare
Center at Luther Acres had a
five-star rating in the national
Nursing Home Compare ratings.
Spang Crest received a four-star
rating. Team members in caregiving receive excellent training
in memory support from our
own certified trainer. Of our
five Luthercare for Kids Early
Learning Centers, two are three
stars and three are four stars on
the Pennsylvania Keystone STARS
four-star quality initiative rating

system. Our mentoring program
for in-home child care providers
has strong United Way support in
Lancaster and Lebanon counties.
Our Professional Development
capacity in Early Childhood
Education has been recognized by
the Department of Public Welfare.
We serve in four counties directly
and also provide online training
throughout the Commonwealth of
Pennsylvania.
The past year has also seen the
development of important aspects
which are behind the scenes, yet
very meaningful. We completed
work on our Compliance and
Ethics program, meeting the
newest federal requirements
ahead of deadlines. We are also
reviewing standards and practices
in an ongoing manner across the
organization. A task force worked
toward a robust Community
Engagement program, educating
our team members and residents,
and capturing data to tell the story

of our social accountability. A
successful transition to a new CFO
has insured a continued strong
hand at the tiller of financial
stewardship.

You Reception, and a strong Team
Member Campaign and Annual
Appeal, both of which exceeded
previous years’ results.
This past year our Philanthropy
program emerged stronger and
more completely developed. In
addition to the Vice President
Philanthropy, a new Director
for Mission Support joined us,
enhancing our ability to pursue
grants and other opportunities,
while strengthening our overall
reach. We saw strong growth in
the support of our golf tournament,
as we “Tee It up for Kids!,”
supporting Early Learning
scholarships. Significant events
But, I also want us to look forward.
We remain open to opportunities
like our support through human
resources and benefit structures for
Ephrata Area Social Services and
Eastern Lancaster County Social
Services Network. Consider the
families who received Christmas
gifts and meals as Luthercare
team members worked with
community partners to make life
different in many of the places
we serve. We look forward to the
discovery of more ways we can
be in collaboration with others to
accomplish good things for others.
It’s not so much what we do: others
do good as well, but it is how and
why we do it that we believe makes
a difference. As you read these
pages, we think you will agree
that every life holds a story, and
every life makes a difference.

Lt. Col. William Raines
Service. Duty. Dedication.
n his 91 ½ years, Lt. Col.
William Raines has enjoyed
many fulfilling chapters in his life
story …
I
Lt. Col. Raines says his story really
began in 1942 when he enlisted in
World War II. As an Air Force pilot,
he was able to combine his love
of flying with his passion for duty
and service.
Following the war, Lt. Col.
Raines studied business at
Muhlenberg College and began
his next chapter: a career in the
oil industry. While his job was

exciting and lucrative, his desire
to make a difference remained
strong, as did his enthusiasm for
flying. The Reserves offered him
the perfect solution.
Throughout his entire professional
career, he was an active Air Force
Reservist. While he never saw
active duty again, Lt. Col. Raines
was once again flying planes
and serving his country. When
he wasn’t in the air, he trained
flight crews bound for Korea and
4
recruited cadets for the Air Force
Academy.
Despite having a demanding
career and demanding position
within the Reserves, Lt. Col. Raines
still found time to share his gifts
by volunteering for a number of
worthy organizations.
After officially retiring,
volunteering became his passion
and his focus. He prepared tax
statements for individuals at the
American Red Cross. He delivered
meals to homebound seniors. He
visited VA hospitals. He worked
with children at the Boys and
Girls Club. He says he remains
so committed to volunteering
because it’s important to share
whatever gifts you possess. “I don’t
really think about volunteering, I
just do it,” he says. “I find that as a
volunteer, you always get so much
more than you give.”
Lt. Col. Raines has been part of
the Luther Acres story for ten years
and says it’s been another exciting
chapter in his very rewarding
life. He is a forward-looking man
and continues to see life from
30,000 feet, improving the views of
everyone he meets along the way.

between).

e’s been to almost every
corner of the world.
Visits to Israel, Scandinavia,
Australia, Germany, Venezuela,
Hawaii, Alaska, Greece, Turkey,
Mexico and almost every Caribbean
island just scratch the surface.
Traveling the globe with his
beloved wife, Dorothy, was just
one way Luther Acres’ resident
Charles Effinger kept his life story
interesting.
“Life is an experience
… There is no time
for downtime!”
what I’ve seen on many of my
travel adventures.”
His love of nature is also evident
in his talent for gardening. From
flowers to fruits and vegetables,
the yard at his Swartzville home
was a beautiful showcase of his
abilities. His green thumb also
kept his friends and neighbors
very well stocked with the season’s
freshest produce.
Charles is an avid reader, so
his story also includes books –
hundreds of books depicting his
wide array of interests. His library
covers topics ranging from travel
to opera to camping to art to

Charles’ life story began only last
October. Already, he has had his
collection of number paintings
and wood art displayed in an
exhibition at Luther Acres’ Haagen
Gallery. If his schedule permits, he
may also begin gardening again.
He says he chose Luther Acres
because the lifestyle supported all
of his passions. “Nothing much
had to change for me,” he says.
“Except, life is easier . . . and that
allows me more time to do the
things I love.” As Charles’ story
continues here, he may find even
more exciting avenues to explore.
When he wasn’t on the road, in
the air or on a boat, Charles was
usually found working in his
garden or engaging in his favorite
hobby – number painting.
He says number painting allows
him to combine many passions
into one hobby. “My paintings are
a visual expression of my interests
and life story,” he says. “While
most of my paintings reflect my
love of nature and the outdoors,
you’ll also see paintings depicting

Inspiring Chaplain.
W
hen the Rev. Dr. Roger
Bucy accepted the
position of Chaplain at Spang
Crest, he faced a new chapter in
his life.
He ministered to those facing the
final chapters of life. This mission
opened up a whole new world to
him.
“People at the end of their lives
deal with a multitude of issues,
no matter how strong their faith,”
he says. “Whether it is fear of
the unknown or realizing life
expectations may not have been

met, end of life is an unsettling
and scary time for most people.”
Pastor Bucy’s story began in a
large family. Like most other
teens, he was unsure what path
his life should follow. Until one
day, it became clear. He was called
to serve. It was a calling that
profoundly changed – and shaped
– his life story.
When he was Spang Crest’s
Chaplain, Pastor Bucy helped
residents validate their feelings.
“In this role, I helped our residents
navigate through this new
journey,” he says. “My goal was
to make them realize their lives
mattered no matter what they’ve
accomplished. Ultimately, I
wanted to show them that end of
life could really be an amazing
time.”
While Pastor Bucy’s professional
story began as a pastor in local
parishes, he found his true passion
in providing support and comfort
to those in crisis. It was a passion
that led him to clinical pastoral
education – and eventually to
Luthercare. Before becoming
the Spang Crest Chaplain, he
ministered to those in hospitals,
under psychiatric care and in
prisons.
After decades of ministering and
impacting countless lives, Pastor
Bucy decided his next chapter was
retirement. However, retirement
to Pastor Bucy is anything but
retiring. So far, his retirement
chapter includes being an Interim
Pastor at a historic Lutheran
church and Luthercare’s Director
of Church Relations.
“Being the Luthercare Director
of Church Relations is a calling
I love,” he says. “My charge is
very near and dear to my heart:
expand the Luthercare story
beyond Lutheran circles.” It’s a
story he shares each and every
day as he meets new people in the
communities Luthercare serves.
Annie Skamangas-Scaros
Teacher. Health Food Fanatic.
H
er Greek name may
be hard to pronounce,
but her passion for teaching and
healthy eating is obvious.
Annie Skamangas-Scaros may not
be teaching within the confines of
a traditional classroom, but make
no mistake, she is still teaching –
and making an impact that goes
well beyond four walls.
Annie is Luthercare’s Early
Learning Education Coordinator.
“I LOVE sharing
information … and
providing great
experiences!”
Chester and Northumberland
counties. And, through her online
program, she offers interactive
training for providers throughout
Pennsylvania.
Annie is also passionate about
nutrition. She was recently asked
to implement the Child/Adult Care
Food Program (CACFP) within
Luthercare. It’s a program she
describes as the USDA-equivalent
for child care.
“CACFP is a big project urging child
care centers to remove processed
food and become 75% organic,”
she says. “Eating well is a crucial
component of learning. When
kids eat better, they learn better,
develop better and behave better.”
Annie is a fervent advocate of
Community Supported Agriculture
(CSA). She says utilizing CSAs
makes eating healthy, local
foods more affordable – a key
message in her training. She adds,
“Luthercare for Kids is way ahead
of the curve in terms of healthy
food choices and is now in the
process of implementing organic
baby foods into its centers.”
Annie’s story includes her passion
for Greece’s most famous dessert:
Baklava. During the Christmas
season, she makes organic
baklava.
Annie’s passions for teaching and
healthy food are just two chapters
of her life. Her enthusiasm for
many things is evident when you
speak with her. “My mission in
life is to offer great experiences for
people. Whether it’s training in
the classroom or offering someone
a bite of baklava, providing a
great experience is what I am all
about!”
In that role, she ensures all
Luthercare for Kids teachers are
properly trained according to
Pennsylvania state guidelines. She
helps them attain the continuing
education hours required for
continued participation in the
Pennsylvania Keystone STARS
program. Like her teaching
style, her commitment goes
beyond Luthercare’s walls. She
also provides training to early
childhood educators and teachers
throughout Lancaster, Lebanon,

Rev. Dr. LaVonne Althouse
Shattering the Glass Ceiling.
T
he Rev. Dr. LaVonne
Althouse felt called to
become a Lutheran pastor at the
age of 19.
However, at that time, the
Lutheran Church was not
ordaining women as pastors.
She found a way to serve through
journalism. As editor of Lutheran
Women magazine for the Lutheran
Church in America for 12 years,
and volunteer editor of The
Woman’s Pulpit since October 1971
(now in its 43rd year), she found
the “voice” she needed to advocate
“Fight for your
beliefs!”
for women leaders in the church,
both lay and ordained.
At Advent Lutheran Church in
New York City, she urged electing
women as well as men to the
Church Council. Her urging was
largely responsible for the election
of the first woman to that body in
1961; a year later she was elected
to that council.
When the Lutheran Church
in America began seriously to
consider ordaining women, a

study of what the Bible says on
the matter found some scripture
passages support ordaining
women and some forbid it. The
matter is not central to Lutheran
doctrine and the church could
decide to ordain women or not.
The Convention was asked to
change a single word in the
church’s Constitution so the
section on ordination, reading,
“A pastor of this church shall be a
man who...” would read: “A pastor
of this church shall be a person
who... ”
Mrs. Doris Spong, the dynamic
president of Lutheran Church
Women, asked the Board of
Directors in the spring before
the 1970 Convention to prepare
a statement saying the auxiliary
supported ordaining women.
Dr. Althouse wrote the statement;
it appeared in Lutheran Women’s
June 1970 issue. President
Spong took the statement to the
Convention and found delegates
to introduce it as the LCA’s policy
statement on ordaining women.
Ordained in 1974, Dr. Althouse
served as a parish pastor in
Philadelphia for 22 years and as an
interim pastor for six years. Now
retired, she continues to chronicle
changes in women’s leadership
roles in religions worldwide
through The Woman’s Pulpit. The
summer issue’s lead report says
the Church of England is likely to
approve women bishops in July.
She believes that by summer’s end
Parliament and the Queen will
concur, so women bishops might be
elected before the end of the year.

Artist. Teacher. Musician.

reiman Stoltzfus is
Luthercare’s Artist in
Residence.
In that role, he helps residents
reawaken their childhood
enthusiasm for creativity and art.
Enthusiasm, he says, can be found
in everyone, no matter their age.
Freiman’s story with Luther Acres
began with Hess and Marian

were long-time admirers of
Freiman’s work, and when the
Haagen Gallery opened, Freiman’s
work was the inaugural exhibit.
to tap into that inner creativity,
then sit back and watch the joy it
brings.”
Freiman has been creating art
and bringing joy to people from
a very early age. His story began
in Bird-in-Hand, PA in an AmishMennonite family. “Ever since I
can remember, I’ve been drawing
and creating works of art,” he
says. “Fortunately, my family was
supportive. In fact, my mother
began commissioning my work
when I was age 12. I called her my
‘Mennonite Stage Mother.’”
After closing his first successful
gallery in Intercourse, PA,
Freiman’s next chapter began in
Europe, where he says he received
an invaluable “education.” While
living in Italy and France, he
studied language, music and art.
Much of the time, his “classrooms”
were the continent’s great
Freiman eventually returned to
New York to study sculpture and
print making at the National
Academy of Fine Arts. He opened
another popular gallery in
Manhattan, but yearning for his
Pennsylvania roots brought him
back to Lancaster County where
his story continues today.
His present gallery is filled with
works of art that reflect his
personal inspirations and life
story: European architecture
and Pennsylvania history. An
accomplished pianist, music is
also a common thread in many of
Freiman’s creations. There have
been many chapters in Freiman
Stoltzfus’ story, but all conclude
with his love of art.
The Freiman Stoltzfus Gallery is
located at 142 N. Prince Street in
Lancaster, PA.
Inspired by the people he met at
Luther Acres, Freiman worked with
the Luthercare team to create the
Artist in Residence program. He
says the program complements his
central belief that creativity is a
lifelong endeavor. “People of every
age have creative forces inside
of them,” he says. “You just have

S
hai is a girl with a kind old
soul . . .
According to Deb Meley, the
director of the Columbia Early
Learning Center, Shai is also
a dedicated student and an
inspiration to other children. “Shai
is caring and loving to everyone,”
says Deb, who also enjoys the
distinction of being Shai’s all-time
favorite teacher. “Her story may
just be getting started, but I am
certain Shai will have a positive
impact on the lives of everyone she
touches.”

Shai Madison is now in the fourth
grade at Park Elementary School in
Columbia. She participates in the
Columbia Early Learning Center’s
before- and after-school program.
She has been part of the Center
family since she was three.
While Shai says she likes
everything about the Columbia
Early Learning Center, her favorite
part of the program is making
friends and learning new things.

“I love going to school, but I am
always excited when it’s over
because I get to come to the afterschool program. There is always
something fun waiting for us,” she
says with her trademark smile.
At school, her favorite subject
is math because she LOVES
numbers! She hopes one day her
story will include becoming a
math teacher.
“I definitely see teaching in Shai’s
future,” says Deb. “She loves
‘playing school’ and she’s already
requested we find a special place
for her ‘classroom’ in the summer
program!”
Shai is also a self-described fashion
diva. Her mother, Veena, says
she loves all things fashion —
dresses, skirts, tops, jewelry, shoes.
Deb agrees, adding “Shai is our
resident fashionista. She is dressed
to the nines every day!”
Whether Shai’s story continues
as a teacher, clothing designer or
fashion icon remains to be seen,
but one thing is certain . . . Shai
Madison will be a superstar!

Writer. Historian.

Ellen Smiley.
A
Ever want to know when the St.
John’s Herr Estate cottages were
completed? Or when the dining
room was last renovated? Or
who won the last Wii Bowling
Tournament? Chances are, Ellen
knows. She will eagerly retrieve
one of her neatly handwritten
journals documenting life at St.
She has kept a daily diary since
the 1950s. She was also a pioneer
resident at St. John’s, so she was
the natural choice to start the
community newsletter, The Luther
Lane Gazette. She says she began
the newsletter as a way to get to
know people. Now she’s the voice
of the community.
“I love writing the newsletter
because it’s a way to stay in touch
with what is happening here. It
is also a great way to make new
friends,” says the 93-year-young
Ellen. “Who else can say they
know everyone that has lived and
worked in this community since
the day it opened!”
Ellen says she loves life at St.
John’s. She feels lucky to have
spent so many happy chapters of
her life in the community. “I have
seen this place grow into what it
has become today and I could not
be more proud to be part of such a
wonderful, wonderful story.”

Science-minded Ellen studied
biology and chemistry in college.
In her professional life, she worked
as a medical technician, a school
board secretary and an office
manager for Agway. It wasn’t until
retirement that she discovered a
passion for writing and editing.
Ellen has always been a dedicated
keeper of records and thoughts.

19 th Annual Golf Tournament
n September 9, the 19th
Annual “Tee It up for Kids!”
Golf Tournament returned to the
beautiful Iron Valley Golf Club
in Lebanon, PA for a wonderful
day in support of our Luthercare
for Kids Scholarship Fund. This
year’s event raised $56,215 in
sponsorships and individual
donations – the highest annual
amount in the tournament’s
history. In addition to being
a great day for golf, those in

Lydia Society
The Friends of Lydia Society
recognizes individuals who have
provided long-term support
to Luthercare. Lydia holds an
important role in biblical history,
as she was the first recorded
Christian in the area now known
as Europe to be converted by the
apostle Paul. Her home became
the place where the first church
in Europe was subsequently
established.

Paul, and she and her household

n 2013, a Community
Engagement Task Force at
Luthercare laid the groundwork
for an intentional and robust
community engagement platform
and program.
A Love Story
We educated ourselves, began
using a social accountability
toolbox from Holleran Consulting,
evaluated where we stood and
where we thought we needed to
go. We reported to the Board of
Directors at the annual retreat
and worked on educational
strategies for our team members,
residents and families. We
devoted management forum time
to understanding and defining
both current activity and future
opportunity.

A Story of Loss & Hope
Luthercare for
Kids Mentoring
Program Coordinator
Samantha Gray
presented “Helping Children Cope
with Grief and Loss” training for
parents at Gaudenzia Vantage
House. This will become an
ongoing professional education
program for those in need of this
type of training.

wedding was held
at the Luther Acres
Chapel of the Good
Samaritan with
Sodexo catering the reception in
the Towne Center Community
Room.
Dogs have benefited
from the Luthercare
story too … thanks
to children from the
Luthercare for Kids
Emma C. Berger Early Learning
Center. A group of 12 students and
five team members recently baked
homemade dog biscuits to sell.
Proceeds were donated to the local
animal shelter.
A Charitable
(and Tasty) Tale
Last December, our
Spang Crest team
collected food items
for the Lebanon
County Christian Ministries. Two
hundred and fifty pounds of nonperishable food were donated.
