Why is it a powerful tool?
✔ It involves young people in shaping policies that affect them
✔ It enables to mainstream youth in cross-sectorial policies
✔ It is a forum for continuous, joint reflection on the priorities
implementation and follow-up of European cooperation in the
youth field.
✔ It is a formalized participatory process to which Member
States and the European Institutions are committed
✔ The outcome of the process feed into Council Resolutions
approved by Member States.
The Process
The Structured Dialogue is organised into 18 month cycle,
each cycle being divided into three 6 month phases,
corresponding to the 6 month rotating Presidency of the
Council of the EU.
Each Trio Presidency chooses 1 overall thematic priority on
which the cycle will be focusing, and on which young people
and decision-makers will jointly prepare recommendations.

The Team Presidency engages
in discussions with the European
Commission and the European
Youth Forum and holds an early
consultation with the NWGs
and INGYOs to define and
elaborate the priority for the
cycle, which is then approved by
the Council of the EU

The Process
✔ With the new process, instead of having recommendations after each phase of
the cycle (3 times), we have one set of recommendations at the end of each
cycle, which reflect a 18 month consultation process.
✔ The Presidency country of the last phase holds the responsibility to promote the
final joint Recommendations wherever possible, in all relevant sectors, at local
and European level and presents them to the Council of the European Union.

How to use the political outcomes?

How to use the political outcomes?
✔ Young people and youth organisations:
Should promote the political outcomes at local, national and
European level, to ensure that the adopted policy proposals
are turned into policy making.
Should remind decision-makers that the proposals were
adopted jointly, and that it is their responsibility to implement
youth policies that respond to young people’s rights and
needs.
How to use the political outcomes?
✔ The Presidency of the EU:
Should precise which recommendations from the cycle the
Council endorses
Should promote the Joint recommendations in a beyond the
youth field
Should encourage the Member States to implement the
policies at National level
How to use the political outcomes?
✔ The European Commission:
Should promote the joint recommendations to all relevant
Commission Services (beyond the youth sector) and ensure
they feed into policy making
