Introduction
Public Health England will provide strategic leadership and vision for protecting and
improving the nation’s health. Its ambition is to lead nationally and enable locally a
transformation in the health expectations of all people in England regardless of where they
live and the circumstance of their birth. It will achieve this through the application of
research, knowledge and skills. Public Health England will be an executive agency of the
Department of Health, and will start on 1 April 2013. It will be a distinct delivery organisation
with operational autonomy to advise and support Government, local authorities and the NHS
in a professionally independent manner.

SCREENING AND IMMUNISATION TEAM
The Team supports the commissioning of screening and immunisation programmes within
the geographical area covered by NHS England South (South Central): Bath,
Gloucestershire, Swindon & Wiltshire. There are close working relationships with the Public
Health England Centres in Bristol and NHS England offices in Gloucester and Oxford. The
Team’s principle base is Chippenham, however, the post-holder will be expected to travel
and work on specific projects across the whole area geography, as required.
The job description forms the basis of the role and further responsibilities/areas of interest
will be discussed on appointment to meet local need, ensure best use of skills and where
there is a professional regulation requirement that the practitioner is able to meet this. Nurse
qualified members of the team are expected to play certain roles in nursing leadership, in
relationships with the nursing profession and in bringing a nursing perspective to public
health advice.
JOB SUMMARY
The role of the Screening and Immunisation C oordinator is to support the commissioning
of consistently resilient, high quality national screening and immunisation programmes
within the defined geography of NHS England South (South Central). You will provide
direct support to the Screening and Immunisation M anager across the full range of
commissioning activities, as specified in the section 7a agreement and which are required
to ensure that screening and immunisation programmes:
• meet the needs of all eligible people;
• are provided to the highest levels of quality, safety and efficiency;
• meet minimum standards and strive for excellence;
• ensure equity of access and uptake.
Individuals in these roles may come from a number of backgrounds including nursing as
demonstrated for example by NMC or PH registration.
In collaboration with your manager and other team members, you will implement strategies
and plans to support continuous improvement of the commissioning and delivery of the
national programmes. You will be expected to be responsible for a defined number of
primary care and other providers and act as the key liaison person. You will agree a
specific portfolio of screening or immunisation areas of responsibility with the Screening
and Immunisation M anager. This will require you to lead in one or more of the following
areas cancer screening, non-cancer screening, or immunisation, but you will also be
expected to undertake generic screening and immunisation functions as required

leadership and have your professional development needs met through this route.
The role will be embedded within NHS England South (South Central) and day to day line
management will be provided by the Screening and Immunisation M anager.

Communication and key working relationships
•
You will support the Screening and Immunisation M anager and will ensure that
all elements of the national screening and immunisation programmes for which
you have responsibility are properly commissioned in your area.

You will work closely with contract managers where contract changes may have
an impact on screening and immunisation service delivery
•
You will support preparation and delivery of screening and immunisation reports
to the Head of Public Health Commissioning, Directors of Public and other
relevant stakeholders.

You will communicate advice from relevant national bodies e.g. Joint Committee
on Vaccination and Immunisation (JCVI) UKNSC and National Cancer
Screening Programmes to relevant commissioners and providers and ensure
that the advice is implemented and acted upon.
MAIN DUTIES AND RESPONSIBILITIES
System coordination
•
You will co-ordinate the delivery of screening and immunisation programmes at
a local level across NHS England South (South Central) and provide leadership
and support to primary care service providers in order to achieve high uptake
rates.
•
You will develop and maintain relationships with all relevant stakeholders and
service providers including PHE health protection services, quality assurance
teams, and local authority colleagues to ensure seamless programme delivery.
•
You will ensure that collation and analysis of data on the performance in your
area of the national programmes is broken down as required by different
stakeholder groups e.g. CCG, NHS England area office boundaries, Local
Authority and assure the quality of data submissions in your area.
•
You will attend and represent NHS England at relevant screening and
immunisation oversight groups to ensure proper coordination of service across
wider geography, share best practice and support development and service
improvement.
Performance management
•
You will appraise, review and interpret immunisation/ screening performance
data at GP practice, Local Authority, and national levels and develop actions
plans to address variations in performance and oversee their implementation by
providers
•
You will be responsible for maintaining day to day relationships with primary
care service providers to ensure the delivery of effective screening and
immunisation services.

You will support the Screening and Immunisation M anager to review primary
care performance in partnership with NHS England primary care contracting
team.

You will support the Screening and Immunisation M anager to review and
performance manage contracts held by CCGs where these have an impact on
the screening and immunisation service.

You will establish effective links with information system commissioners (e.g.
Child Health information system) and providers to ensure consistent, accurate
and contemporaneous data recording or reporting to meet the national
programme requirements.

You will monitor uptake and identify inequalities in screening and immunisation
programme uptake particularly in relation to social class, ethnicity, special
need, and develop and implement plans to reduce inequality and ensure that
the unregistered (as well as the registered) population have access to high
quality national screening and immunisation programmes
Quality Assurance and incident Response Support
•
You will work collaboratively with PHE colleagues (including quality assurance
and health protection) to ensure the delivery of high quality and safe screening
and immunisation services.
•
You will ensure service providers have access to relevant training courses and
meet NSC training requirements both for new immunisers and updates in line
with national standards to enable providers to meet National Minimum
Standards in immunisation training.
•
You will facilitate the delivery of immunisation
programmes.
•
You will work collaboratively with PHE to support the management of infectious
disease outbreaks associated with immunisation programme failures as
directed, and provide immunisations to at risk populations as required
•
You will set up systems and processes in collaboration with NHS England
primary care performance management colleagues to ensure providers report
and investigate incidents and serious incidents and where appropriate support
serious incidents team meetings

You will provide expert clinical and public health advice to service providers
including primary care, community services, acute trusts and other providers of
screening and immunisation service.

public through an appropriate provider.

and evaluation of untoward incidents and that all relevant stakeholders
understand these.

Additional Information
Confidentiality
During the course of your employment you may have access to, see or hear information of a

Health and safety
You must co-operate with management in discharging its responsibilities under the Health
and Safety at Work Act 1974 and take reasonable health and safety of yourself and others

Centre/divisional directors - are responsible for co-ordinating health and safety activities in
