Decent Work for Youth Using ICT in Qalyubeya Project
Position Title: Market Demand and Needs Assessment - Consultant
Place of Work: Qalyubeya including Shubra El-Kheima, Khosoos, and Qalyoub
Reports to: ICT for Comprehensive Community Development Project (ICT4CCD)
Context:
Given irregular economic performance and a growing number of fresh graduates entering the
labor market annually, both unemployment and underemployment are major challenges to
Egypt’s socio-economic development and chief causes of poverty. According to the CAPMAS
unemployment Rate in Egypt decreased to 12.70 percent in the first quarter of 2016 from 12.77
percent in the fourth quarter of 2015. Unemployment Rate in Egypt averaged 10.80 percent from
1993 until 2016, reaching an all-time high of 13.40 percent in the third quarter of 2013 and a
record low of 8.10 percent in the second quarter of 1999[1]. While unemployment rates are easily
detected in Egypt, underemployment rates are not.
“Decent Work for Youth using ICT in Qalyubeya” is funded by the EU and its overall target
is to help overcome unemployment and underemployment in order to enrich the livelihood
of Egyptian youth in the informal areas of Qalyubeya including Shubra El-Kheima,
Khosoos, and Qalyoub. This will be achieved through three specific objectives including: Identify
local vocational structure, needs and constraints; Enhance youth professional and vocational
skills; and Bridge the gap between vocational workers and the private sector.
In the project initiation phase the project will start by conducting Vocational Market Demand
Analysis and a Vocational training needs assessment study in 3 informal areas of Qalyubeya
(Shubra El-Kheima, Khosoos, and Qalyoub), to analysis the local vocational market demand in
Qalyubeya, and identifying vocational training needs. The study will pin down overall market
structure in Qalyubeya, identify vocational skills gaps needed to be covered and how to be
covered, and providing a brief profile to the jobs and internship opportunities available especially
in the field of ICT vocational which would include fields of specification such as mobile
maintenance, electronics and networking.
Function purpose
The Needs Assessment Consultant will lead, and hold responsibility for the implementation and
development of two outputs:
1. Market Demand Analysis Study to draw comprehensive perspective on what the labor
market structure, needs and constraints. In addition to identifying main stakeholders in
the private sectors (factories/companies) in the field of IT vocation in the three selected
areas.
2. Training Needs Assessment study, to investigate and identify the professional skills,
gaps and areas of improvements for vocational workers from youth especially in the field
of ICT.
Each of the above-mentioned interventions is a stand-alone sub-component of the program,
offering a package of development assistance which can be tailored to the specific needs of the
beneficiary in order to achieve the following:
 Identify the main structure and stakeholders of the labor market in the target areas
specially in the field of vocational ICTs
 Identify the needs, constrains of youth to access the job market
 Enhance youth professional skills in the fled of vocational ICT
 Increase self-employment for youth through access to technical and vocational skills
training;
 Increase opportunities for vocational training in private companies for youth;
 Increase access to job opportunities and employment services especially for
vocational workers (men and women from 18 to 35).

Key Accountabilities







Assume overall management responsibility for the implementation of the market and
needs assessment studies
Develop, in cooperation with the ICT4CCD team, an agreed, context-specific research
and assessment approach and methodology.
Ensure the best quality for the data collection and production of a sufficient baseline
Monitor the quality of data collected and support the identification of gaps and possible
response activities and indicators.
Ensure the production and dissemination of a high quality, analytical needs assessment
to relevant key stakeholders in three targeted areas.
Ensures that the Programme Manager is informed of all issues, developments, and
changes related to needs assessment process.
Commit to the time plan of both the implementation and delivery of the final outputs
Qualifications, Skills and Experience










A university degree in a related field. A postgraduate degree is an advantage.
Minimum of five (5) years of progressively responsible professional work experiences in
program monitoring and evaluation.
Demonstrated experience in undertaking needs assessment (supporting documents
appreciated) or undertake strategic approaches for program monitoring and evaluation
and assessment of best practices and lessons learned.
Expertise and experience in the research and/or development sector contexts and
programmes
Familiarity with participatory approaches and ownership-development strategies;
Excellent analytical, research, writing and communication skills;
Large autonomy; high flexibility and adaptation capacities to the contexts and
environment, solution-oriented
Strong interpersonal skill and ability to work under pressure with minimum supervision.
Excellent spoken and written English and Arabic.
Prior knowledge in the field of Persons with disabilities and similar projects is a plus.

The offer should submit the two studies results, presentation, and summary in English
language within 30 Days from signing the contract with winner entity
The operational and technical part of the proposal should not contain any pricing
information whatsoever on the services offered. Pricing information shall be separated
and only contained in the appropriate financial proposal
Offer expected include:




CV including brief description of the consultancy firm or consultant and an outline of
recent experience on assignments of a similar nature.
Technical offer including description of the methodology, financial and technical
proposals including work plan for performing the required assignment.
At least 3 references of similar assignments that the consulting firm or consultant has
undertaken in the last 3 years
