Tarzana is a vibrant community, where I have had the pleasure of being a homeowner
and resident for 22 years.
My desire to have a role and participate, in the neighborhood, led me to become an active
member of the Tarzana Neighborhood Council Land Use Committee, 10 years ago.
During my time on the Land Use Committee I have worked hard to demonstrate my
commitment to the stakeholders in our community, I have gained invaluable knowledge
and experience, which I have drawn upon, in working to address issues and concerns of
our residents,
Whether you are a renter, homeowner or a business owner... whatever your stake is, in
Tarzana, I would like the opportunity to partner with the community, to enhance
Tarzana's flourishing family friendly and richly diverse residential and business
neighborhood.

As a person that was born in Los Angeles and spent a majority of my life here in the
Valley I am very pleased to announce my candidacy for the Tarzana Neighborhood
Council, TNC. I was first elected to the TNC in 2013 and from then quickly learned how
important such a council is.
I have long been an advocate for the voice of the community to impact the decisions that
effect them. That is why I feel it is so important to have the neighborhood councils as
they are one of the best ways for the community to be able to impact their local
government for the better.
Now that I am running for my second term I wish to continue to be a voice for the local
community of Tarzana so make sure the opinion of the people is better represented.

I’ve lived in Tarzana with my family for 30 years. My three children have all attended
public schools in Tarzana from 1st-12th grades. I’m currently a Board Member of the
Tarzana Neighborhood Council (TNC) and Chairman of its Animal Welfare Committee
(AWC).
The AWC deals with issues involving the West Valley City Animal Shelter (where I’m
also a Volunteer); opposition to killing healthy, adoptable dogs and cats; assisting rescue
organizations; wild animals and animal diseases, to name a few. We’re developing
programs to increase adoptions of animals. I believe that animals, and the people who
care about them, should have a voice on the neighborhood council. I ask for your vote to
continue this, and the other work, of the TNC.
I’m a retired attorney and an Adjunct Professor of Law. Prior to moving to Tarzana, I was
a Federal Prosecutor in Washington D.C. with the U.S. Justice Department Office of

Allan Wertheim:
I have been a resident and 31 year homeowner in Tarzana.
As a Film Production Manager and Producer and member of the Directors Guild of
America for 52 years, now retired, I realize that I can devote the time that it takes to help
improve our community by becoming a fair and balanced pragmatic Tarzana
Neighborhood Council member.
I have been a long time member of the TNC Budget and Finance, as well as the
Transportation Committees’ and a one term Board member of the TNC. This allows me
to be an advocate for Tarzana and to make sure that our community gets all of the
services that our stakeholders are entitled to.

I currently own a property in Tarzana and I have 3 small children. I would like to be
involved in the community because I care about our surroundings and our community.

RICHARD C. SILVERMAN
I've been a homeowner in Tarzana for more than 25 years. I am a physician with an office
in Encino, on staff at Providence Tarzana Regional Medical Center, The Motion Picture
Hospital and Jewish Home for the Aging.
As a stakeholder in the Tarzana Community, I am concerned, as many of you are, about
the reduction of basic City services, maintaining property values and the increased traffic
levels and related increases in commuting times in the South Valley.
I have been a Board member for the past 2 years and an active member of the
Transportation Committee. I am once again running for an At Large seat on the Tarzana
NC Board and would be privileged to have your support.

As a 21 year resident of Tarzana, and a current member of the Tarzana NC, I think that I
can truly say that I understand our community and its residents. Over the past four years I
have worked with the NC Board to improve and protect Tarzana and to maintain our
unique and special community.
KENNETH SCHWARTZ
My name is Kenneth Schwartz, a long term resident of Tarzana and I have served on
various committees of the Tarzana Neighborhood Council, for over ten years including as
your Homeowners Representative for the last two years.
My background is a CPA and I was the managing partner of my firm's Los Angeles
office prior to my retirement.
The Council plays a vital role in this community and has been an effective vehicle for the
improvement of our community
For those of you whom have never attended one of our monthly meeting please come and
watch us as we constantly strive to make things better for all of us.

MAX FLEHINGER
A community is made better by the efforts of its people. My contribution has been,
among other things, to chair the Transportation Committee of the Tarzana Neighborhood
Council for almost all of its existence. During that time our efforts have improved
mobility, traffic flow and safety in Tarzana by getting left turn lanes where needed, stop
signs at dangerous intersections, eliminating unattached trailer parking, moving a bus
stop and more. Through the years, I have developed a mutually respectful working
relationship with the Department of Transportation, Caltrans, and the MTA. Currently we
are working with Caltrans to have the missing lights on the 101 Freeway, in our area,
replaced.
All of the attractions of a city are useless unless you can reach them conveniently. I
would like to continue working for better mobility (of all kinds) in Tarzana, the Valley
and the area. For that reason, I ask that you re-elect me to the Board of Directors of the
Tarzana Neighborhood Council.

JOYCE GREENE
Over 24 years ago I discovered Tarzana while doing residential security patrol in the San
Fernando Valley.
I found Tarzana to be the friendliest, most diverse and well governed district on my
patrol. For this reason I felt Tarzana to be the place for me.
Currently, I serve as a board member on Tarzana Neighborhood Council and liaison
between the Neighborhood Council Department of Water and Power Memorandum of
Understanding Oversight Committee and the Tarzana Neighborhood Council.
I am passionate about serving the Tarzana community and based on concerns expressed
to me by stakeholders, my goal for Tarzana is to create a more sustainable community by
doing the following:
·educate on Carbon Footprint Reduction
·heighten awareness of Storm Drain Run Off/Rain Water Capture & consequences if
neglected.
·help establish a Full Service Recycle Center.
·create more Community Gardens
·create a Green Legislation Calendar.

ROBERT SHMAEFF
I was appointed to the Tarzana Neighborhood Counsel in January of this year to fill a
vacant seat. I have worked and lived in Tarzana for over twelve years. I am a pharmacist.
I owned and operated eleven pharmacies in hospitals. I served on the Small Business
Commission for three terms. I love Tarzana and will work to make it a better community.
ESTHER WIEDER
I am running for the Tarzana Neighborhood Council so that I can continue to help
Tarzana grow and improve. I have had the honor and pleasure of serving on the Tarzana
Council for the past 2 years. I will continue to advocate for community needs and
requests. My goal is to support our neighborhood businesses, as well as work hard to
encourage the prosperity and safety of our community. I have the experience and
knowledge from working at Tarzana Elementary School as a Community Representative
that will help our Tarzana Neighborhood become even more effective in the years ahead.
I work and live in Tarzana and I want to give back to my neighborhood by working with
and helping the local businesses and schools as much as possible. Since my children
attended Tarzana Elementary I have volunteered as a PTA board member for many years.
I believe that we live in one of the greatest neighborhoods in the City of Los Angeles and
I am proud to be involved in making it even better.
LEONARD J. SHAFFER
Leonard J. Shaffer – Since becoming a resident of Tarzana in 1971 I have volunteered in
many capacities. In 1972 I joined the Tarzana Property Owners Association and have
continuously been an active member of its Board. As a member of the Tarzana
Community and Cultural Center Board I helped negotiate the purchase of the property at
Vanalden and Ventura. In 2002 I led the effort to form a neighborhood council in Tarzana
and have served as both its president and first vice president. As a member of the Tarzana
NC Land Use Committee I have appeared before city agencies regarding major Tarzana
projects such as Village Walk, Temple Judea, the Islamic Center, and the medical center
under construction on the old Michael’s site. I am the Mayor’s appointee to the Board of
Neighborhood Commissioners that oversees the city’s neighborhood councils and am
currently the president of that Commission. Your vote will give me the opportunity to
continue serving the Tarzana community.

REUBEN DORI
ERAN RON HEISSLER
I am a resident of Tarzana since 1986. I have been the President of Silver Hawk HOA , a
gated community in Tarzana, for the past 20 years.
In 2010 I was elected to the Tarzana Neighborhood Council and for the last 3 years I
have served as the Council's Vice President.
I am a member of the council's Land Use Committee, Budget Committee, Transportation
Committee, Outreach Committee, Executive Committee and chair the Election
Committee.
I am also a member of the West Valley Community-Police Advisory board.
With all that involvement in Tarzana's life I try to contribute my knowledge and
experience in making Tarzana a safer and a better place to live.
HARVEY GOLDBERG
My passion has been to give back to the community.
Using the limited funds our City has available I have been advocating repaving our
streets and alleys, tree trimming, removing dead ones as well as planting new trees. Since
2003 I have worked with the Neighborhood Council on distributing grants and purchases
for $300,000 to our local schools, police & fire departments and for beautification
projects.
As one of 36 elected NC Budget Advocates I work with City department heads, the City
Council and Mayors' staff reviewing the City's budget and making recommendations on
how to use our resources more efficiently and effectively.
I have lived with my wife Joyce in Tarzana for 33 years. My daughter attended Portola
and Taft. My wife worked as a pre-school teacher in Tarzana. I am committed to our
community.
By profession I am a CPA and former Chief Financial Officer.
I am asking for your support and vote to re-elect me as South Area Representative so I
can continue to serve our community.

E. ELLIOT DURANT III
I have served previously as a Board Member; and also served the community as
Chairman of the Public Safety Committee, Vice Chairman of the Outreach Committee. I
was responsible for the rehabilitation of Tarzana Park Playground, I was instrumental in
Movies in the Park to our community. In addition, also helped win the citywide
competition for Tarzana at the annual Great Quake Shakeout, and countless other
improvements to our city. I am married twenty years with two children that have been
raised in our local schools and still attend. I have lived in Tarzana for over 15 years and
love it! I always have Tarzana's best interest in mind and its inhabitants. Never doubt that
a small group of thoughtful, committed citizens can change the world; indeed, it's the
only thing that ever has. In closing, Please give me the opportunity to serve the

DAVID GARFINKLE
I am a 45-year Tarzana homeowner and community activist. As a 10-year TNC North
Area incumbent I have worked with the community, the City, and businesses to enhance
the way of life in our unique area. Toward that end I am a leader in the development of
effective anti-mansionization ordinances, ordinances to limit signage and efforts to
reduce helicopter noise in residential area. I am the Chairman of the TNC Land Use
Committee, a member of the Rules Committee, and have been active in planning the
2014-2016 Earth Day events.
I am President of the Tarzana Property Owners Association (TPOA), Vice Chairman of
the Melody Acres Neighborhood Association (MANA), and am on the Valley Advisory
Council for State Senator Fran Pavley.
Re-elect me to continue the effective coordination between our organizations and with
City officials.
JOSHUA SOFAER
My family is relatively new to the area, but we've grown to love the neighborhood.
TERRY SAUCIER
I am a 27-year Tarzana homeowner, my husband and I raised our two children here; we
call Tarzana home. I am committed to improving the quality of life of all Tarzana
residents-to create a community where individuals and families thrive, smart
development is encouraged, and each resident has a voice. Having always valued
community involvement, I am a current board member of the Tarzana Neighborhood
Council, and prior served on TNC’s Energy and Environment Committee, and Outreach
Committee, where we worked with the Chamber, local community, public officials and
schools to host our Annual Earth Day Celebrations and Poster Contest. I’m also on the
boards of the Tarzana Property Owner’s Association and Pierce College Equine Advisory
Committee. My work experience includes event production and publicity, and I am
presently an elementary school Instructional Assistant. I am asking for your vote to elect
me as the North Area Representative so I can continue to serve our community, thank

WARREN HOLDEN
As Public Safety member we created a 5 city coalition of NC CD3 Public Safety
Coalition. We had 2 Safety Fairs, a 3 day CERT- training that graduated 103 CERT- and
14 Hampshire Operator's. Won a grant competition and brought full scale emergency
preparedness exercise to Tarzana. I want to do better this time.
