P1H 1G5 Phone: (705) 789-3036 Fax: (705) 789-6439 Email: [email protected] For the purposes of this contract, any and all references made to the word "Consultant" shall mean Duncan Ross Architect. 1.5 SITE LOCATION .1 1.6 The site of the construction is 150 Huston St., Burk's Falls, ON P0A 1C0 DOCUMENT PROCUREMENT .1 Each Bidder is issued with one complete set of Bid Documents in electronic/PDF format, without charge. .2 Bidders may obtain complete sets of documents in paper format from the Consultant only (with a refundable deposit of $30.00 per complete set). .3 Deposits will be refunded only for complete sets returned with all parts in a condition deemed by the Consultant suitable for re-use. .4 Since the Bid Documents are to be read as complete sets, only requests for complete Bid Document sets will be honoured. 1.7 SITE VISIT .1 No site visits will be allowed except for the MANDATORY Bidder’s Briefing, below. .2 MANDATORY Bidders Briefing 00100 Instructions to Bidders .1 .2 .3 .4 .3 1.8 DUNCAN ROSS ARCHITECT Page 2 A mandatory Bidders Briefing has been scheduled for 1:00 PM on Friday, September 9, 2016 at the building. All general contractors, major subtrades, and suppliers are invited. General contractors must attend and sign in to be able to submit a bid. The Briefing is not mandatory for major subtrades and suppliers. Representatives of the Owner and Consultant will be in attendance. Information relevant to the Bid Documents will be recorded in an Addendum and issued to Bidders. No payments for extra work will be allowed the Contractor for conditions which can be determined by examination of the Site or the Bid Documents. PREPARATION OF BIDS .1 Complete all blank spaces on the Bid Form and supplements. Provide two copies of the Bid Form in the submission. Ensure that all parts of the Bid completed by the bidder are clearly legible. Failure to do so may cause a Bid to be declared improper and rejected. .2 Submit Bid for a stipulated sum without escalator clause or other qualifications. Do not qualify the Bid by any conditions other than those stated herein. .3 Express the Bid to be irrevocable from the time it is submitted until 30 days after the closing date for Bids. .4 The lowest or any Bid will not necessarily be accepted. .5 Ensure that the Bid is signed by an authorized officer of the Corporation under the Bidder’s corporate seal if the Bidder is a Corporation, or by an authorized person as a witness under seal if the Bidder is a partnership or individual. .6 Enclose with the Bid a current WSIB Clearance Certificate and a Certificate of Insurance for the each of the insurances required under the contract. .7 Seal the Bid Form (in duplicate) in a 9-1/2" x 15" opaque envelope, clearly marked. 1.9 1.10 INTERIOR RENOVATIONS TO ALMAGUIN HIGHLANDS HEALTH CENTRE BID SECURITY .1 Enclose with the Bid a Bid Security, which can be one of the following: .1 A Bid Bond favouring the Owner in the amount of 10% of the Bid Price on CCDC Form 220. .2 A certified cheque or bank draft favouring the Owner in the amount of 10% of the Bid Price .2 If the Bidder withdraws or attempts to withdraw the Bid prior to opening of Bids or within thirty days after the date for which Bids are called, his Bid Security may, at the option of the Owner, be used by the Owner. If the Bid is accepted and the Bidder fails to execute a formal contract within seven (7) business days after written notice of the award of the contract is given by the Owner, his Bid Security may, at the option of the Owner, be used by the Owner. Use of the Bid Security as herein provided shall be deemed to be not a penalty, but a consideration to the Owner for inviting and considering the bid and as part payment of liquidated damages and costs which shall be deemed to be the difference between the next lowest bid acceptable to the Owner. FEES ON CHANGES IN THE WORK DUNCAN ROSS ARCHITECT .1 1.11 INTERIOR RENOVATIONS TO ALMAGUIN HIGHLANDS HEALTH CENTRE 00100 Instructions to Bidders Page 3 Include fees to be added to the cost of work for changes to the Contract, as indicated in the Bid. DELIVERY OF BIDS .1 Deliver the Bid not later than 2:00 PM local time on September 20, 2016, to the Village of Burk’s Falls offices, at 172 Ontario Street, Burk’s Falls, Ontario. .2 Bids not received by the time stated will not be considered by the Owner and will be returned unopened. .3 Only Bids in paper / print format will be considered. Electronic or oral bids will not be accepted or considered. 1.12 ADDENDA .1 1.13 Addenda may be issued during the Bid Period. All Addenda shall become an integral part of the Bid Documents. Insert in the space provided on the Bid Form the Addenda numbers of all Addenda received during the tendering period. If no Addenda have been received, insert the word "NONE" in the space provided. DISCREPANCIES .1 1.14 Report to the Consultant all discrepancies, omissions, errors, departures from applicable codes / laws, and points considered to be of dubious intent, so that the Consultant may issue instructions by addenda at least four (4) working days before the bid closing date. Neither the Owner nor the Consultant will be responsible for oral instructions. MATERIAL VARIATIONS .1 1.15 Materials or equipment alternatives (other than those specifically requested in the bid documents) may be proposed by the Bidder under the following conditions: .1 Base the Bid Price on Equipment and Materials specified. .2 Attach a list of proposed alternatives to the Bid Form. .3 For these alternatives show the product name and state what difference, if any, will be made in the amount of stipulated sum for each alternative, should it be accepted. Include substitutions in the Contract only upon written authority of the Consultant. .4 The Owner shall have the right to accept any or all such substitutes, in which event the contract amount shall be changed accordingly. QUALIFICATIONS .1 Bidders shall have engaged in work of a similar nature or shall be fully capable of performing the work to be done as specified and in accordance with the terms of the contract, and must be prepared to submit proof of same on request of the Owner. .2 The Owner reserves the right to investigate fully the qualifications (including financial status) of any Bidder and to reject any bidder if the search results are unsatisfactory in the Owner's judgement. 00100 Instructions to Bidders .3 1.16 INTERIOR RENOVATIONS TO ALMAGUIN HIGHLANDS HEALTH CENTRE The Owner reserves the right to be the sole judge of which Bid is the best submission for the project and further reserves the right to select any one of the Bids for acceptance, regardless of whether it is the lowest price or not.
