May 1, 2017 MEMORANDUM TO: FR: RE: INTERESTED PARTIES DAVID FLAHERTY, MAGELLAN STRATEGIES COLORADO SURVEY OF LIKELY 2018 GENERAL ELECTION VOTERS Magellan Strategies today released the first results of a live landline and cell phone survey of 502 likely 2018 general election voters in Colorado. We will be issuing a second document of survey findings on Thursday, May 4th. The interviews for this survey were conducted on April 26th and 27th, 2017 and the survey has a margin of error of +/- 4.38% at the 95 percent confidence interval. A Note About the Survey Weighting The survey results are weighted to reflect the likely voter turnout demographics of a nonPresidential, mid-term election in Colorado. We chose to weight the results in this manner because we believe voter opinion of likely 2018 voters is much more relevant to political professionals, journalists and observers than a survey of registered voters. The bottom line is the policies and actions of the Trump Administration and the Republican majority in Congress are going to be judged by likely 2018 voters, not registered voters. Key Findings Ø Among likely 2018 voters, 47% approve and 49% disapprove of the job Donald Trump is doing as President. Among unaffiliated voters, 40% approve and 53% disapprove of the job he is doing. Ø The generic Congressional ballot shows voters prefer the Democrat candidate to the Republican candidate by a 5-point margin, 39% to 34% respectively. Among unaffiliated voters, the generic Democrat candidate leads the generic Republican candidate by a 13-point margin, 34% to 21% respectively. Ø Among all respondents, 34% approve of the job the Republicans in Congress are doing and 58% disapprove. Among unaffiliated voters 37% approve of the job Senator Gardner is doing and 35% disapprove. Ø The top three federal issues of President Trump’s agenda that voters would like to see addressed the most are: creating jobs and growing the economy, funding transportation and infrastructure projects, and reducing government spending and the national debt. President Trump Job Approval Among likely 2018 voters, 47% approve of the job the President is doing, 49% disapprove, and 4% do not have an opinion. Not surprisingly, there are deep differences of opinion about the President’s job approval between Democrats and Republicans. Among Democrat voters, 87% disapprove of the job Donald Trump is doing while 85% of Republicans approve of the job he is doing. But, what really matters in Colorado elections is the opinion of likely voting unaffiliated voters. Among those voters, the President’s approval rating is upside-down, with 40% approving of the job he is doing and 53% disapproving of the job he is doing. Although it is early in the administration, the President’s job approval rating among unaffiliated voters really needs to improve if Republicans are going to have a good election in 2018. The survey finds the level of a respondent’s education is an indicator of approval and disapproval of the President. Among voters with a 4-year college degree or higher, only 40% approve of the job the President is doing. While, among respondents who do not have a 4-year college degree, 55% approve of the job he is doing. There are also significant differences in support based on age. Among younger voters aged 18 to 34, only 27% approve of the job Donald Trump is doing and among seniors aged 65 and older, 56% approve of the job he is doing. Republican Job Approval in Congress One of the biggest indications of the 2018 election cycle is the job approval of the Republicans in Congress. Among all respondents, 34% approve of the job Republicans in Congress are doing and 58% disapprove of the job they are doing. Generic Congressional Ballot Test Our first look at the generic Congressional ballot test for the 2018 cycle finds the Democrat candidate leading the Republican candidate by a 5-point margin, 39% to 34% respectively. Some political observers may not be surprised with these results, considering Hillary Clinton and Sen. Michael Bennett carried Colorado relatively easily in 2016. However, considering this survey is weighted to a mid-term electorate turnout where Republicans are projected to contribute 37% of the vote, Democrats 33% and unaffiliated voters 30%, this is relevant to 2018. Among Democrat and Republican respondents, the survey finds only 5% would vote for the generic Congressional candidate of the opposite party. It is among unaffiliated voters (34% Dem/21% Rep), and unaffiliated female voters (43% Dem/15% Rep) where we find strong support for the Democrat candidate. The survey also shows the strong differences of opinion between male and female voters. Among all male respondents, the Republican candidate leads the Democrat candidate by 8 points, and among female voters the Democrat candidate leads the Republican by 16 points. Gardner does not face re-election until 2020, he has been in the spotlight more than Sen. Michael Bennett since Donald Trump’s election last November. It is well known that his district offices have been swamped on a regular basis by constituents and protesters over a wide array of issues. Because of this attention, it makes sense to measure the Senator’s job approval rating. Among all respondents, 40% approve of the job of the job Cory Gardner is doing, 37% disapprove, and 23% do not have an opinion of his job performance. This leads to the question, are these numbers good or bad for Senator Gardner? Depending on how you feel about the Senator, either way you can find what you are looking for. It is our experience in measuring a first-term Senator’s job approval rating that a 1 to 1 job approval ratio (40% approve/37% disapprove) is not uncommon. Voters typically do not pay close attention to a freshman Senator’s voting record or job performance. Of course, that view would not include votes on major policy issues such as authorizing a war in Iraq, reforming Social Security, or creating a new health care system. It is also very difficult for a first-term Senator to distinguish themselves in a legislative body that is dominated by seniority. In reviewing the results by voter subgroup, we find a few bright spots for Sen. Gardner. Among the all-important unaffiliated voter subgroup, 37% approve of the job he is doing and 35% disapprove. Among Latino voters, which lean heavily Democratic, 36% approve of the job he is doing and 38% disapprove. Clearly there is room for improvement for Sen. Gardner among both voter subgroups, however, a 1 to 1 job approval ratio is very good for a Republican among these two groups. It is also important to point out that 20% of Democrat voters approve of the job Sen. Gardner is doing. At the same time, one could argue that Cory Gardner is venerable because his job approval is below 50%. That is a fair statement and we would not argue against it. The bottom line is 2020 is a long way off, and considering the protesting and activity at Sen. Gardner’s offices, a 1 to 1 job approval ratio is not bad. It should be noted that for this question we chose issues that are priorities for the Trump Administration and Republicans in Congress. Among all respondents, the top issue was creating good jobs and growing the economy (17%). Followed closely by “funding transportation and infrastructure projects” (16%). The third priority among all voters was “reducing government spending and the national debt” (14%). In reviewing the survey responses by party, it becomes evident the policy priorities of the Trump Administration are not the same policy priorities of Democrat voters in Colorado. Among Democrat respondents, 25% said “some other issue” was their top priority, followed by 23% saying “funding transportation and infrastructure projects” and 19% saying “creating good jobs and growing the economy.” Among Democrat voters that said, “some other issue” the top choices by verbatim response were climate change and education. Among Republican respondents, reducing government spending was the top issue (19%), followed by national security and fighting terrorism (17%), then jobs and the economy (15%). It is interesting to note that repealing and replacing Obamacare, addressing illegal immigration, and tax reform were the bottom three issues among all respondents.
