Learning Objectives
This module will cover Step 6 of the Campaign
Planning Process.
• Aim of Step:
– Provide the CCTF recommended Campaign Plan &
CTF COA to the Lead Nation Supported Strategic
Commander and National Authorities.
• Starting Conditions:
– Planning has been linked to execution within the
Campaign Planning Process resulting in identification
of Component COAs & a recommended CTF COA.

• Basic Process:

C5 PLANS prepares the Commander’s Estimate
consisting of two parts:



Campaign Plan Directive Operational Factors (Mission,
Intent, Concept of Ops, S-COG, Operational End States, &
Campaign Schematic).
Recommended CTF COA, & considered COAs.
CCTF, NCE, & Component Commanders review &
concur with the estimate.
CCTF approves the Estimate & it is forwarded to the
Lead Nation Supported Strategic Commander &
National Authorities for review, approval & / or
comment.

Preliminary Notes
•
The Lead Nation National Authorities acts as the
“coordinating body for the multinational effort” & is the
reviewing / approving authority for the Commander’s
Estimate.
The Lead Nation retains the executive authority for
coordinating the deployment of forces in accordance
with the legitimacy framework established for the
multinational military effort.

The Lead Nation will take the appropriate strategic consultation
actions with international bodies & participating nations in
accordance with the specific protocols established for the crisis
response situation.

It should be noted that multinational planning has NOT
been done in isolation.
During the process, the Supported Strategic Commander &
National Authorities have been keep fully informed on the
progress & direction.
Further, daily & intra-day updates & situational reports have been
exchanged between CTF command & with higher headquarters.
The NCEs (within the CTF Headquarters) have also been fully
involved & integrated into the CTF planning process for Unity of
Effort.
This assists in the rapid review / approval / comment of
the Commander’s Estimate by higher headquarters.

C5 PLANS develops the formal Commander’s
Estimate based upon the Campaign Plan
Directive & the CCTF recommend COA (two
parts to this estimate).
CCTF, NCE, & Component Commanders
review the Commander’s Estimate.
CCTF approves the Commander’s Estimate.

Main Actions

The Commander’s Estimate will be submitted
thru the Supported Strategic Commander to
the Lead Nation National Authorities.
Lead Nation National Authorities will do one of
three actions:




Comment & approve the Commander’s Estimate.
Comment & disapprove Commander’s Estimate &
direct follow-on actions, as appropriate.
Comment & refine the Commander’s Estimate with
revised guidance.

Summary
• The Commander’s Estimate formally outlines the
Operational & Tactical level focus for the initial CTF crisis
response actions for review / approval by the Lead Nation
National Authorities.
• It consists of two parts:
– Campaign Plan Directive primary operational factors (Mission,
Intent, Concept of Ops, S-COG, Operational End States, &
Campaign Schematic).
– Recommended COA, & considered COAs.
It is essential that the National Command Elements (NCE)
& CTF Component Commanders are fully involved in &
have ownership of the Commander’s Estimate within a
multinational crisis response situation.
