The Altaisky State Nature
Biosphere Reserve is one
of the very first reserves of
Russia (it was established
in 1932); this fact is a
reliable basis and a
guarantee for its
biodiversity and natural
ecosystems conservation.
Based on the quantity of
vascular plant species the
Altaisky BR takes the
second place in Russia
after the Caucasus
Biosphere Reserve; by a
species variety – within
the five of the Russian
reserves.

2008-2013
There was a principal change of a management paradigm: a fundamental transition to a
new model of conservation and development of a more extensive Biosphere area. Since
2008, according to the Seville Strategy and the Madrid Action Plan, the Altaisky Reserve
is a demonstration area for cooperation in nature conservation and sustainable
development.

Council of Teletskoye Lake
In 2009, on order to protect Teletskoye Lake and the sustainable management of its
resources, a noncommercial partnership “Council of Teletskoye Lake” was created,
initiated and supported by the Altaisky BR administration.

Altai-Sayan Mountain Partnership
A noncommercial partnership “Altai-Sayan Mountain Partnership” was founded
and registered (jointly with the Katunsky BR), 2009.
Projects on granting micro-credits to local population (aimed at ecological tourism
development) and projects on research of climate change and adaptation to changes,
development of adaptation actions are implemented within the frameworks of the
partnership.
With the participation of the Altaisky and Katunsky BRs’ scientific departments, for
instance, a partnership program on compensation of a carbon footprint worked out
and implemented; trees planting actions, trainings on popularization of an
ecologically responsible way of life in climate change conditions are carried out.

Since 2007, the Altaisky
Biosphere Reserve has
concluded more than 60
agreements and contracts on
cooperation (with communities of
indigenous small-numbered
peoples of Altai, representatives
of tourist business, individual
businessmen, and NGOs); it has
organized and held more than 30
workshops, trainings, and tutorials
aimed at involving communities in
an anti-poaching activity; it has
created 20 jobs in the sphere of
ecological tourism and conditions
for the development of rural
“green” tourism in protected
settlements (60 places for lodging
tourists).

The participation of local people in providing ecotourism
The Altaisky biosphere reserve has helped create 20 jobs for local people (Yaylyu).
According to official data (2011), the unemployment rate in the village Yaylyu is 0% at
the level of unemployment in the area Turochakskiy - 3.16%, in the Republic of Altai 3.35% and in Russia - 7.5%.

Regional Nature Park
In 2011, the Ak-Cholushpa Nature
Park of a regional status was founded,
initiated and supported by the Altaisky
BR. It is the Parks’s buffer zone
located in a transition zone of the
Altaisky Reserve where partnership
projects on eco-tourism development
are implemented.

Cooperation with local entrepreneur Ivan Yuzhakov (village Artybash). The
entrepreneur has restored an abandoned old ship "Pioneer Altai" and created a
museum complex with a cinema-ship hall, restaurant and museum exhibits.

The Media club “Precepts without Borders”

In 2010, the Media club “Precepts
without Borders” which unite
journalists of mass-media (of
regional and federal levels) and
give support to nature protection
activities and to sustainable
development concept was created
at the Altaisky Biosphere Reserve.

Programmes on research and conservation of rare
species of Altai (guides and instructors at the
expeditions, participation in collecting information
on habitats of rare species) are implemented with
support and participation of local population.
All this (various work with local community,
authorities, businesses, tourists) as a result
contributes to a sustainable development of the
Altaisky BR and to biological diversity and rare
species conservation in Altai, such, as Irbis, snow
leopard which represents “a real gem in a crown
of Altai.”
