9 月 13 日，国家海洋局与江苏省就海洋生态文明建设、海洋综合管理、海洋经济发展
等进行座谈，并签署了《关于共同推进“一带一路”战略建设江苏海洋强省合作框架协议》
，
着力加强海洋生态文明建设。
该协议将围绕推进“一带一路”建设，促进海洋经济发展；坚持集约节约用海，提高海
域和海岛管理水平；加大海洋保护力度，建设生态文明海洋；整合海洋科教资源，加快科技
兴海步伐；加强海洋基础工作，强化海洋综合管理职能等方面开展合作，共同推进江苏海洋
事业发展。
2. 国家海洋局与上海市政府签订战略合作框架协议

9 月 15 日，国家海洋局和上海市政府在上海正式签订《关于共同推动上海市海洋事业
发展的战略合作框架协议》
，加快推动上海海洋事业发展。
当前，上海正在加快推进上海国际金融、贸易、航运、经济“四个中心”和上海全球科技
创新中心建设。根据《协议》
，国家海洋局和上海市将围绕加强海洋发展战略合作、建设海
洋科技创新体系、推进海洋经济发展、加强海洋生态环境保护、提高海洋管理能力、提升海
洋文化影响力等 6 方面开展合作。
3. 联合国海陆丝绸之路城市联盟成立

9 月 11 日，联合国海陆丝绸之路城市联盟成立大会在北京举行。该联盟的成立旨在通
过加强“一带一路”沿线城市在基建、绿色可持续发展、贸易投资、技术转让、人文交流、
旅游文化等领域合作，充分挖掘资源，共同推进“一带一路”建设。我国福州、泉州、景德
镇、连云港和土耳其等 3 国有关城市成首批创始成员。

《天津市贯彻落实〈京津冀协同发展规划纲要〉实施方案》正式发布。根据《方
案》
，天津市将深度融入“一带一路”建设，推动基础设施互联互通，加强与沿线国家在海
洋领域的合作，为全面深化改革扩大开放探索新路径。
5. 中国（象山）开渔节暨中国海洋论坛开幕

9 月 16 日，第 18 届中国（象山）开渔节暨第 11 届中国海洋论坛在宁波象山隆重开
幕。论坛由中国太平洋学会、中国海洋学会、浙江省政府、宁波市政府主办，聚焦“21 世
纪海上丝绸之路·中国行动”
，邀请了中外知名学者及国内涉海研究机构、海洋院校和企业
代表，共同探讨大数据背景下海洋经济如何转型升级，促进海洋经济的可持续发展。本届论
坛具有多学科交叉、多领域融合、产学研对接合作的特点。
6. 蛟龙号首个试验性应用航次报告通过验收

2015 年 9 月 9 日，中国大洋协会办公室组织有关专家在青岛对 2013 年蛟龙号试验性应
用航次（中国大洋 31 航次）报告进行了验收。中国大洋 31 航次是蛟龙号 7000 米海试完成
后第一个试验性应用航次，分别在南海蛟龙冷泉一号区、蛟龙海山区，东北太平洋 CC 区和
西北太平洋采薇海山、采杞海山区，开展了三个航段 21 个潜次的下潜作业和 38 个站位的常
规调查，内业研究完成了 800 多件样品的分析测试和鉴定工作，圆满完成了 2013 年蛟龙号
试验性应用航次的设计任务。
7. 天然气水合物实验测试技术研究填补我国多项技术空白

9 月 16 日，中国地质调查局青岛海洋地质研究所承担的国土资源公益性行业科研专项
“天然气水合物实验测试技术研究”项目在北京完成了终审验收。项目研究成果建立和完善了
天然气水合物实验测试技术，可用于对我国钻获的天然气水合物实物样品以及室内模拟样品
进行分析测试，对水合物的理论研究、勘探和开发等工作具有重要支撑作用。
8. 三亚：海域使用权可作贷款抵押

9 月 6 日，海南省三亚市政府召开常务会议，审议通过了《三亚市海域使用权抵押贷款
实施意见》
。该实施意见明确，海域使用权将可作为抵押贷款。三亚市政府有关负责人认为，
此举措对推动三亚释放海洋资源优势、发挥海洋经济潜力具有深远影响。

The Board of Trustees of the Woods Hole Oceanographic Institution (WHOI) announces
that Dr. Mark Abbott has accepted the position of president and director of the institution.
Abbott will assume the office October 1, 2015, succeeding Susan Avery.
A biological oceanographer whose research focuses on the interaction of biological and
physical processes in the upper ocean, Abbott joins WHOI from Oregon State University
where he served as dean and professor in the College of Earth, Ocean, and Atmospheric
Sciences.

This Saturday at a conference in Quebec, Canada an international research team will
present the first online data portal on global permafrost. In the Global Terrestrial Network
for Permafrost (www.gtnp.org) researchers first collect all the existing permafrost
temperature and active thickness layer data from Arctic, Antarctic and mountain permafrost
regions and then make it freely available for download. This new portal can serve as an early
warning system for researchers and decision-makers around the globe.

As the National Snow and Ice Data Center (NSIDC) announced the fourth lowest Arctic
sea-ice minimum on record Sept. 15, an oceanographic team aboard the National Science
Foundation's R/V Sikuliaq is using unique instruments to explore the undersea secrets of
ice-melt in the Beaufort Sea.

A PML led project involving a team of UK scientists is exploring the use of satellites and
meteorological data to monitor and forecast water quality events threatening shellfish farms, for
the benefit of the shellfish industry and, ultimately, consumers.

中国-东盟海洋学院（厦门大学）

项目简介：
“中国-东盟海洋学院”是首批启动的中国-东盟海上合作基金支持的建设项目，
依托厦门大学马来西亚分校；是集教学、科研、培训和政策咨询等功能为一体的，以培
养海洋专才为核心的专业学院；目标是为中国和东盟各国培养输送高层次海洋人才，与
东盟各国开展海洋高新技术协同创新，构建好、发展好海洋研究合作伙伴关系，为共同
建设 21 世纪“海上丝绸之路”
，为我国深入实施海洋发展战略做出突出贡献。
项目规划：中国-东盟海洋学院拟设置 2 个系和 3 个中心，分别是海洋科学与环境科学系、
海洋生物科学与技术系、海洋科学研究中心、海洋事务与可持续发展研究中心、海洋科
技与管理培训中心。
项目进展：厦门大学马来西亚分校选址马来西亚首都吉隆坡，建设规划用地 900 亩，其中，
中国-东盟海洋学院规划用地约 200 亩，2014 年 10 月 17 日, 厦门大学马来西亚分校动
工建造，预计于 2015 年 7 月完成分校一期建设的第一部分并于 2016 年初招收首批学
生。
四、海洋政策
海洋领域生态环境保护纳入生态文明体制改革总体方案

9 月 17 日，国务院新闻办公室在京举行新闻发布会，介绍生态文明体制改革总体方案
有关情况。其中，完善资源总量管理和全面节约制度，分为最严格耕地保护制度和土地节约
集约利用制度、最严格水资源管理制度、湿地保护制度、海洋资源开发保护制度等 10 项改
革任务。健全资源有偿使用和生态补偿制度，分为海域海岛有偿使用制度、生态补偿机制、
耕地草原河湖休养生息制度等 8 项改革任务。
