APPLICATION FOR OUTLINE PLANNING PERMISSION H/OUT/70189 – PEEL INVESTMENTS NORTH LTD – FORMER KRATOS SITE, BARTON DOCK ROAD/ MERCURY WAY, TRAFFORD PARK The Chief Planning Officer submitted a report concerning an application for outline planning permission for demolition of existing buildings and erection of two office buildings (maximum floorspace of 27,870 sq.m) falling within Class B1 together with associated car parking and ancillary structures. Consent sought for creation of access from Mercury Way with all other matters reserved. RESOLVED – 134. (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement to secure financial contributions of a maximum of £218,315.00 towards the Red Rose Forest or on-site tree planting/off-site tree planting within the Borough in accordance with SPG29 – Developer Contributions to the Red Rose Forest; £74,692.00 towards highway infrastructure improvements and £187,007.00 towards public transport improvements in accordance with SPD1 – Developer Contributions to Highway and Public Transport Schemes. (2) That upon the completion of the above Legal Agreement, planning permission be granted subject to the conditions now determined. APPLICATION FOR PLANNING PERMISSION H/70520 – CHESHIRE HOMES LTD – 65 EDGE LANE, STRETFORD The Chief Planning Officer submitted a report concerning an application for planning permission for the erection of 8 no. 2 bedroom apartments in a part two, part three storey building, creation of a new vehicular access onto Hillingdon Road, car parking, landscaping and development ancillary thereto. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the Planning Development Control Committee 12th March, 2009 ___________________________________________________________________________________ completion of an appropriate Legal Agreement and such Legal Agreement be entered into to secure: (2) 135. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement and that such Legal Agreement be entered into to secure: (2) A contribution to transport provision of £8,243 of which £73 would be for highways network provision and £8,170 for public transport provision in accordance with the Council’s SPD ‘Developer Contributions to Highway and Public Transport Schemes’. A contribution to tree planting of a maximum of £8,930 in accordance with the Council’s SPG ‘Developer Contributions towards the Red Rose Forest’. That upon the completion of the above Legal Agreement, planning permission be granted subject to the conditions now determined. APPLICATION FOR PLANNING PERMISSION H/70713 – MR. MARK CLARKE – THORN GROVE HOUSE, 3 HOPE ROAD, SALE The Chief Planning Officer submitted a report concerning an application for planning permission for the creation of a self contained residential flat within the basement with pedestrian access gained from Thorn Grove and development ancillary thereto. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement and that such Legal Agreement be entered into to secure: (2) 137. A contribution to children’s play space and outdoor sports provision of £1,172.18 split between a contribution of £728.56 for open space and £443.63 for outdoor sports in accordance with the Council’s SPG ‘Informal/Children’s Playing Space and Outdoor Sports Facilities Provision and Commuted Sums’. A contribution to the Red Rose Forest of £235 to tree planting in accordance with the Council’s SPG ‘Developer Contributions towards the Red Rose Forest’. That upon the completion of the above Legal Agreement, planning permission be granted subject to the conditions now determined. APPLICATION FOR PLANNING PERMISSION H/70727 – MR. ZAFAR AFSAR – LAND ADJACENT TO 55 NORTHLEIGH ROAD, OLD TRAFFORD The Chief Planning Officer submitted a report concerning an application for planning permission for the erection of a two storey dwellinghouse with a detached garage in the rear garden and associated landscaping and erection of a new boundary wall with a maximum height of 1.1m. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement and that such Legal Agreement be entered into to secure: A contribution to children’s play space and outdoor sports provision of £3,170.93 split between a contribution of £2,434.97 for open space and £735.97 for outdoor sports in accordance with the Council’s SPG ‘Informal/Children’s Playing Space and Outdoor Sports Facilities Provision and Commuted Sums’. A contribution to the Red Rose Forest of £705 towards tree planting in accordance with the Council’s SPG ‘Developer Contributions towards the Red Rose Forest’, less £235 for each tree planted on the site as part of an approved landscaping scheme. ABBASI – MADISON APARTMENTS, SEYMOUR GROVE, OLD TRAFFORD The Chief Planning Officer submitted a report concerning an application for planning permission for the change of use of part of ground floor from ancillary offices to two self-contained apartments. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement and that such Legal Agreement be entered into to secure: (2) 139. A financial contribution of £2,795.70 towards informal/children’s playing space in accordance with adopted SPG ‘Informal/Children’s Playing Space and Outdoor Sports Facilities Provision and Commuted Sums’. A financial contribution of £845.00 towards sports facilities provision in accordance with adopted SPG ‘Informal/Children’s Playing Space and Outdoor Sports Facilities Provision and Commuted Sums’. APPLICATION FOR PLANNING PERMISSION H/TEL/70822 – TELEFONICA O2 UK LTD – PAVEMENT ADJACENT TO KELLOGG’S FACTORY, PARK ROAD, STRETFORD The Chief Planning Officer submitted a report concerning an application for planning permission for the installation of 15m high flexicell telecommunications column incorporating three internal antennas, 1 no. equipment cabinet at ground level and development ancillary thereto. (Application for prior approval under Section 2, Part 24 of the Town and Country Planning (General Permitted Development) Order 1995)(as amended). RESOLVED: That the applicants be informed that prior approval is required for the siting and appearance of the proposed monopole and equipment cabin, and is granted subject to the conditions now determined. Planning Development Control Committee 12th March, 2009 ___________________________________________________________________________________ 140. APPLICATION FOR PLANNING PERMISSION – H/70826 – SSL – URMSTON TOWN CENTRE, LAND BOUND BY PARK ROAD, FLIXTON ROAD, CROFTS BANK ROAD AND SUMNER WAY, URMSTON The Chief Planning Officer submitted a report concerning an application pursuant to Section 73 of the Town and Country Planning Act 1990 for planning permission ref. H/OUT/64770 (Urmston Town Centre Redevelopment) without compliance with Condition 21 to allow an increase in the gross internal retail floorspace of the supermarket from 4,645 sq.m to 4,905 sq.m to provide alterations to servicing facilities, an ancillary café facility with associated outside seating and public toilets. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of a variation to the Legal Agreement attached to permission ref. H/OUT/64770 securing the provision of on-site affordable housing, and a financial contribution towards the provision of Outdoor Sports facilities and the Red Rose Forest in accordance with the relevant SPG’s. (2) That upon the completion of the above variation to the Legal Agreement, planning permission be granted subject to the conditions now determined and that Condition 21 be amended as follows:21. Unless otherwise agreed in writing with the Local Planning Authority, at all times when the proposed Sainsbury café is open, the access door on the south elevation fronting the pedestrian walkway shall remain available for customers to use. Reason: In the interests of visual amenity and the vitality of the town centre and in accordance with Proposal D1 of the Revised Trafford Unitary Development Plan. 141. APPLICATION FOR PLANNING PERMISSION H/70869 – DR. V. TREHAN – 253255 SEYMOUR GROVE, OLD TRAFFORD The Chief Planning Officer submitted a report concerning an application for planning permission for the change of use from Nursing Home to 2 no. semi detached dwellings, including erection of two storey side extension and single storey rear extension to no. 253 to form additional living accommodation. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement and that such Legal Agreement be entered into to secure: A total financial contribution of £7,125.67 towards both open space Planning Development Control Committee 12th March, 2009 ___________________________________________________________________________________ (2) 142. (£5,320.86) and outdoor sports (£1,804.81) in accordance with the Council’s SPG ‘Informal/Children’s Playing Space and Outdoor Sports Facilities Provision and Commuted Sums’. A contribution to the Red Rose Forest of £1,410 towards tree planting in accordance with the Council’s SPG ‘Developer Contributions towards the Red Rose Forest’. That upon the completion of the above Legal Agreement, planning permission be granted subject to the conditions now determined. APPLICATION FOR PLANNING PERMISSION H/70883 – MOMINEE BASIT & CO LTD – 141 BARTON ROAD, STRETFORD The Chief Planning Officer submitted a report concerning an application for planning permission for the conversion of existing first and second floor from one residential flat to two separate self-contained residential flats. RESOLVED – (1) That the application will propose a satisfactory development for the site upon the completion of an appropriate Legal Agreement and that such Legal Agreement be entered into to secure: (2) 143. Financial contributions of £1,095.64 split between £728.56 towards open space and £367.08 for outdoor sports in accordance with the Council’s SPG: Informal/Children’s Playing Space and Outdoor Sports Facilities Provision and Commuted Sums. A financial contribution of £235 towards the Red Rose Community Forest/off-site tree planting, in accordance with the Council’s SPG: Developer Contributions towards Red Rose Forest. That upon the completion of the above Legal Agreement, planning permission be granted subject to the conditions now determined. APPLICATION FOR PLANNING PERMISSION H/70594 – CRAZY KIDS CLUB (MR. DOUGLAS GLENDON) – UNIT 1 AND THE EMMA SOMERSET BUILDING, PARK ROAD INDUSTRIAL ESTATE, PARK ROAD, TIMPERLEY [It was noted at Committee that by reason of the lodging of an Appeal against nondetermination the Committee did not have the power to determine the Application. However, an indication as to the Committee’s views on the Application was sought.] The Chief Planning Officer submitted a report concerning an application for planning permission for the change of use from B8 (Storage) and B1 (Business Offices) to D2 (Assembly and Leisure) to form children’s play centre. Unit to include café and associated car parking. RESOLVED: That the Council is minded to refuse planning permission for the Planning Development Control Committee 12th March, 2009 ___________________________________________________________________________________ following reasons:- 144. (1) The applicant has failed to overcome concerns in terms of the safety and security of users of the site and to satisfactorily address the risk of potential conflict between pedestrians and vehicular traffic, with particular reference to the nature of the use of the existing adjacent Industrial units. As such, the development would be contrary to Proposals D1 and D2 of the Revised Trafford Unitary Development Plan. (2) The development will create a significant demand for car parking provision. The applicant has failed to demonstrate, with specific reference to weekend usage, that the provision of car parking within the site is sufficient to meet this significant demand in a satisfactory manner, with the result that vehicles could be forced to park on the public highway or in neighbouring residential roads to the detriment of residential amenity, highway safety and the convenience of other users of the highway. As such the proposal would be contrary to Proposals D1 and D2 of the Revised Trafford Unitary Development Plan, and the Council's approved 'Car Parking Standards'. DEVELOPMENT CONTROL PERFORMANCE - 2008/9 The Chief Planning Officer submitted a report setting out for Members’ information details on the performance of the Planning Service against key Best Value Performance Indicators relating to the speed of determination of planning applications at the end of the third quarter of 2008/9 (December 2008). RESOLVED: That Members noted and welcomed the contents of this quarterly report. The meeting commenced at 6.30 p.m. and concluded at 8.10 p.m.
