CONCLUSIONS

ESARR 5 is related to English language proficiency through notion of
competence

ESARR 5 is a high level regulatory requirements document, so it does not
contain the means to achieve English language proficiency

ESARR 5 complement ICAO Annex 1 provisions and as such there is no
need to establish new criteria/requirements for language proficiency

No means of compliance have yet been determined (related to ESARR 5)

Designated Authorities/NSA have their role to play within the
implementation of ESARR 5 requirements (rulemaking and oversight
functions)
