3rd Call ENDEAVOUR Scholarships Scheme The Scheme consists of 2 distinct categories:- Group A which is part financed project by the European Union, European Union Social Fund. Group A is an ESF project [ESF.03.015] - Group B which is locally funded The Scheme is Administered by the Scholarships Unit. (Clause 7.1) Selection: to be carried out by Separate Boards. • 3rd Call was launched on Friday, 28th April 2017. • Now we have a revised set of the Scheme’s Regulations which are accessable through our website: www.myscholarship.gov.mt • An online application is also available and accessable through the same website mentioned above. • Applicants are advised to prepare before hand the mandatory documents needed to be attached with the application. • Prospective applicants are advised to first go through the regulations and then move on to the application. • Please make sure that you will be receiving an automatic acknowledgement after submission of application. • The New Applications’ deadline is Monday, 3rd July 2017 noon. (Clause 8.4) • Late and incomplete applications will not be accepted. (Clause 8.5) • Applicants can only submit one application. • Applicants cannot apply under both Groups. (Clause 4.1.17) • Applicants need to make themselves available for interview. (Clause 9.2) • Interviews will be carried out between end July and September depending on the number of applicants. (Clause 9.2) • Skype facility is restricted. (Clause 9.3) • Applicants may choose to read for programmes of studies at MQF Level 7 (not necessarily a Masters Degree) or programmes of studies at MQF Level 8 (not necessarily a PhD Degree). (Clause 4.1.2) • Scholarships are tenable either in Malta or abroad. (Clause 5.1) • You may apply with any Educational Institution as long as the institutions mentioned on your application are recognised and the programmes chosen are accredited. (Clause 5.1) • Applicants are recommended to mention more than just one institution. You may mention up to 5 recognised educational institution and accredited programmes. No changes in the list of institution after the closing date for application (Clause 6.1) • Applicants are obliged to provide an evaluation statement for past qualifications attained from MQF Level 5 or higher (Excluding MCAST and UoM) from NCFHE / MQRIC. (Clause 5.2) • Applicants are also obliged to provide an evaluation statement for the prospective programme that they are intending to read for under this scheme. (Clause 5.2) • Applicants that are already in possession of a Masters Degree may also apply to read for another Masters BUT they are not allowed to read for programmes below Masters degree; such as Post Graduate Diploma. (Clause 4.1.3) • Applicants who are already in possession of a Level 8 Doctoral Degree / Professional Doctorate or comparable qualification to Level 8 are not eligible to apply under this scheme. (Clause 4.1.4) • Applicants that by closing date of application are still undergoing another programme of study may still apply, provided that such programme is to be concluded and results published by December 2017, before entering into agreement if awarded an ENDEAVOUR Scholarship. (Clause 4.1.6) There is a common set of Priorioty Areas applicable for both Group A and Group B The Priority Areas are part of the regulations and hence indicated in Schedule 1 of the Scheme’s Regulations (Section 19.) (Clause 12.5.1 Bullet point 2) MQF Level 7 Part-Time Tuition Fees + Bench Fees = Euro 8,000 for the whole duration of course. and/or (Clause 12.4.1 Bullet point 1) Distance Learning Value of Awards MQF Level 8 For Both Group A & B Level Modality Maximum Amount MQF Level 8 Full-Time Tuition Fees + Bench Fee + Maintenance Grant = Euro 10,500 per annum. If Maintenance Grants is awarded, this cannot exceed Euro 2, 500 per annum. (Clause 12.6.1 Bullet point 2) MQF Level 8 (Group B ONLY) Part-Time Tuition Fees + Bench Fees Only = Euro 20,000 for the whole duration of course and/or Distance Learning (Clause 12.6.1 Bullet point 1) Grant for Full Time Studies • The Scholarship Grant for full time studies consists of: a) Tuition Fees b) Bench Fees (if applicable) c) Maintenance Grant * The grant is to be calculated on a pro-rata basis per annum based on the number of months. * For definition of per annum see Clause 3.27 * Maintenance Grant if applicable shall be paid in two instalments during each academic year. (Section 13 of the regulations) Value of Awards For Both Group A & B OTHER ALLOWANCES* (Part-Time Awardees) • Scholars studying abroad (for short duration) Euro 200 per visit abroad, not exceeding a max. of Euro 2,400 over 12 months. *Certain Conditions apply (Clause 13.1.1 paragraph 2) Differences Applying under Group B if: Applying under Group A if: a) Course already started between January 2017 and the launching of the 3rd Call. b) Already started the course prior 2017 but completion must be in 2018 or after. c) Level 8 (PhDs /Prof. Doc) via Part-Time / Distance Learning . a) * Group B is supported out of Local Funds. Course started after the launching of the 3rd Call. b) Level 8 (PhDs / Prof. Doc.) are only accepted for full time studies. c) To provide a statement that you intend completing the course in time as per regulations. * Group A part-financed by the European Union – ESF Funds. Not depending on other features or circumstances beyond your control. Full Time-Studies Abroad • Full-time studies shall mean studying physically full-time on campus at a recognised HEI. See clause 3.16 for definition. • In this respect, awardees registered on full time programmes abroad cannot request to work in Malta, including but not limited to: a) Work full-time b) Part-time work c) Internships d) Placements (Clause 14.6) Public Service Employees • Applications for full-time studies submitted by employees of the Public Service / Public Sector are required to make a formal written request to the Permanent Secretary of their respective Ministry through the Head of the relative department/Directorate, on pain of ineligibility, to confirm whether paid or unpaid leave of absence for the duration of the course has already been conceded.
