Value For Money Solution (VFMS) Trade Union Briefing
Despite the Facility Time Review, Unite have managed to secure a full-time TU
Representative to work on the ‘Value for Money’ solution to the LCS(T) opportunity. This is
a success for the LCS Trade Union’s. It also shows that the MOD sees the Union’s have a
vital role in the LCS(T) Process. I have been appointed in this critical role, and the purpose of
this note is to explain how you can play your part in helping me ensure that the VfMS Team
understands your concerns and views about your workplace.
First, let me assure you that the VfMS Team is a serious organisation. I was apprehensive that
it was a ‘sop’ to simply justify the outsourcing of our work. However, the MOD has
assembled a strong team of professionals form industry and the MOD who will give any
private company a ‘run for their money’. What is more, they are prepared to listen to me, and
I have already had an impact on their initial thinking.
The essential requirement for the VFMS is that it must be implementable, and act as a
benchmark for comparison against Industry proposals. The VFMS will be used to decide
which option – industry’s proposal or an In-House managed solution – provides best Value
for Money for the delivery of the LCS outputs. That is the key – this is about what is best
for Defence.
Therefore, Industry must demonstrate that they can deliver a better solution than the MOD
can if it was to retain the role in-house, whilst improving current outputs, driving down cost
and implementing efficiencies.
The VfMS will look to identify and implement potential savings within the LCS In-House
activity, this will require the interactive engagement of all LCS staff. The VFMS team
believes the people who conduct the day to day business activities, whether in Logistic
Services or Logistic Commodities are the people who can identify savings or efficiencies
within our In-House operation.
