On the Hoof Welcome to On the Hoof March 2017 Wellbeing, health, and social care news for people working in and with the voluntary sector in Newcastle and Gateshead Newcastle Wellbeing and Health Open Forum Newcastle Wellbeing and Health Open Forum Attended by 33 people, the Wellbeing and Health Open Forum held in February included welfare reform, health and social care updates, and a look at new work with Newcastle CVS to tackle extremism. Claire Horton, Service Improvement Lead for the Newcastle City Council Active Inclusion Service spoke about Welfare Reform: assessing the impact and our collective response, including the Lower benefit cap, Universal Credit, and other upcoming changes in Newcastle and Gateshead. Newcastle will be the first city to have full Universal Credit services. There are big changes for residents claiming and managing Universal Credit, in the way it is delivered: Universal Credit will be a single monthly payment, 6 weeks or so in arrears. People who are vulnerable can make alternative arrangements but that would only be temporarily People must make and manage their claim online, which means responding to online alerts to avoid sanctions, checking daily Council tax reductions are not part of Universal Credit; it needs to be made as a separate claim. People should be reminded by Job Centre coaches to claim council tax. Key messages are that support is available, and that if organisations come across families affected by the benefit cap who are on Universal Credit it is really important that they signpost them to the help in the local authority. Universal Credit – support arrangements in Newcastle Newcastle is the first city with Universal Credit introduced for all new claimants and claimants with a change of circumstance for all areas from 15 March 2017. Active Inclusion Newcastle has developed information about support arrangements for residents, and advice and training for organisations to make use of. Find out more about the changes and support. Situation 1: She cares full time for the disabled child. In the current system she will have £243 disposable income after paying housing costs and excluding DLA. Under Universal Credit she will have £212 disposable income. The £31 loss, made up of £27 in child disability support & assumed £4 loss of council tax support Situation 2: She earns £150 a week with £80 childcare In the current system she will have £280 disposable income Under Universal Credit she will have £229 disposable income. This is £51 less than the current system made up of £27 in child disability support & reduced help with childcare costs NCVS On the Hoof March 2017 Do you have difficulty in getting a DBS check? Some voluntary and community organisations have reported recent difficulties in getting Disclosure and Barring Service (DBS) criminal record checks (used to be called CRB checks), for work with adults. Newcastle CVS wants to find out more, and also find out if it affects organisations that work with children. We intend to produce new guidance about criminal record checks and help voluntary and community organisations resolve the problems they might be facing. Deciding Together The proposals, to be taken by the Mental Health Programme Board to the Accountable Officers include: a change of name to Delivering Together, Julie Ross to chair a Core Team to develop work streams Timescale of nine months; initial stages in 3 months In parallel the Together in Crisis model about crisis support is in development to start in April. The lead agency is Mental Health Concern and partner organisations are Home Group & Citizens Advice Newcastle. Expanding Minds Improving Lives Providers will review CAMH in Newcastle and Gateshead with a seamless service to be delivered from April, and a redesigned service specification developed by July. On 23 February, Gateshead Council endorsed option 2 of proposal number 23, Live Well Gateshead. This proposes an investment of Making Every Contact Count (MECC) training and trainers. A letter to the voluntary and community sector says: “£300,000 will be invested in the voluntary and community sector to cover the cost of attending and implementing training within different organisations, secured for 2017 to 2018 only. This will be a two stage process. 12 April, 3.00pm to 4.00pm in the Whickham Room, Gateshead Civic Centre 13 April, 10.30am to 11.30am in the Whickham Room, Gateshead Civic Centre Stage 1 Organisations which may be interested are invited to ask questions at Q&A type meetings. Jan Thompson will be available in to answer questions on. If you would like to take part please contact Gill Burns with your preferred date to attend, email [email protected] . Information from these meetings will be used to scope the offer to organisations. If organisations don’t engage at this stage, they would not be excluded from applying in the future. View full letter New in the VCS Well Newcastle Gateshead Blue Stone Consortium reports Blue Stone Consortium has been appointed as the lead body for Well Newcastle Gateshead. This Public Health England and Gateshead and Newcastle local authority funded initiative is to set up and run one of the ten pathfinders in the North of England to improve the health of the poorest people fastest. We are proud to be working in partnership with Well North, the lead across the North. Well Newcastle Gateshead has been a year in the making since Professor Chris Drinkwater approached the Consortium's Board to explore the possibility of a voluntary, community and social enterprise led pathfinder to test out approaches to improve the engagement and outcomes in four disadvantaged communities in Newcastle and Gateshead through creative arts and better use of local assets. Chris, who is a very long standing and highly respected champion of improvements in the health and wellbeing of people, has worked tirelessly to develop this initiative with the support of the Consortium's Board. We want to create; connect; aspire. In the next few months we'll appoint two members of staff to provide dedicated support to Well Newcastle Gateshead and to contribute to the Consortium's further development to improve the health, care and wellbeing of the people of Gateshead and Newcastle by working with you, our members, to support you to collaborate and secure resources to deliver high quality services. There is a focus on the emerging Community and Neighbourhood model in Newcastle and Gateshead, and on Intermediate Care in Newcastle. Community and Neighbourhood model Across Newcastle and Gateshead the emerging model seeks to ensure people live in their own homes for as long as possible, and when they do go into hospital it is for as short a time as possible. Primary care will be enhanced; care teams will be based together where possible; care teams and services working across organisational boundaries will be supported by specialist interface services. In February the key discussion items were Decent Neighbourhoods and Getting a good start in life. The Wellbeing for Life Board agreed that the Director of Public Health, Eugene Milne will work “with partners and communities to develop Healthy Neighbourhood indicators, reflecting local priorities, to support the measurement of how wellbeing is being improved in areas of the city”. To go alongside the Council’s development of Community Hubs, Wellbeing for Life Board partners will explore opportunities for wellbeing hubs. The Wellbeing for Life Board will also establish a sub group focused on improving the wellbeing of children and young people in the city. The strategy aims to enable people to manage Long Term Conditions in a framework through the life journey.
