CORPORATION OF THE CITY OF ADELAIDE EXECUTIVE MANAGER STRATEGIC COMMUNICATIONS & MARKETING JOB & PERSON SPECIFICATION OCTOBER 2008 POSITION DESCRIPTION POSITION: EXECUTIVE MANAGER STRATEGIC COMMUNICATIONS & MARKETING REPORTS TO: GENERAL MANAGER CITY SERVICES EMPLOYMENT STATUS: FIXED TERM CONTRACT (3 YEARS) BROAD SCOPE The Executive Manager Strategic Communications & Marketing is a newly created role which provides a single point of contact and direction for Council Administration in the support of Council’s Strategic Media and Marketing positioning. Having an effective external and internal communication function is critical to Adelaide City Council. Not only must it service rate payers, it must service the often competing responsibilities of Adelaide as a Capital City. A strong communications function is needed for Council to operate effectively – to consult, inform, explain and promote. The Executive Manager Strategic Communications & Marketing is responsible for planning, coordinating and driving delivery of all of Council's communications with its varied stakeholders. The position provides integrated high-level strategic communications strategy and advice to the Lord Mayor, Council, CEO and the organisation as a whole. The position is the "owner and custodian" of Council's key messages and is a member of the Executive Management Team. The position is required to identify, in consultation with Council, the key messages to be delivered and then to plan and implement the effective and consistent delivery of these messages across the organisation, through all communications avenues. The position will identify and influence stakeholders (decision-makers, opinion-shapers, media outlets, ratepayers and City users) to promote awareness, understanding and support in relation to Council's strategic directions and achievements, and will monitor and measure the impact of this activity. REPORTING / WORKING RELATIONSHIPS The Executive Manager Strategic Communications & Marketing reports to the General Manager City Services and leads a team who in turn manage resources within their business function. The Executive Manager Strategic Communications & Marketing will : attend all Council meetings as directed and work closely with elected members to ensure that the Department’s objectives are met; develop relationships with government departments, agencies and the business community relevant to the needs of the City and will enhance the image of the City through active promotion of its achievements; establish and maintain effective communication with the community, business associates, residents, traders, property owners, other councils and customers as appropriate; manage high level media and stakeholder relations that generate effective public relations opportunities for Council; identify, develop and drive strategic outcomes for the organisation utilising conclusive and effective research findings. Adelaide City Council Executive Manager Strategic Communications & Marketing Page 2 POSITION DESCRIPTION KEY RESPONSIBILITIES Functions Responsible for : marketing strategy; marketing campaigns; media relations and management; event co-ordination and delivery; administering the sponsorship program; public relations; publications; website content; internal communications; graphic design; printing. Organisational : complete, promote and implement the marketing strategy, internal communications and external communication strategies. Develop and drive effective media and marketing strategy for the organisation, Council and the City as a destination to effectively optimise Council’s goals and objectives; responsible for Council’s key messages and to “champion” the key messages across the organisation; liaise and work effectively with the Lord Mayor’s Office / Lord Mayor’s Media Advisor; oversee and integrate the marketing and other fundamentals of the business unit to gain overall delivery; meet budget targets for each of the functional units within the Media & Marketing Department; provide effective input into the strategic planning and corporate decision making processes to deliver commercial and community outcomes; manage, promote and develop the Media & Marketing teams; make recommendations to the General Manager City Services regarding the business strategy for both of the business units in order to ensure that the City is engaged in enterprises which support its overall objectives; identify all key result areas and establish performance benchmarks for all KPI’s; represent the Council at appropriate events and on external bodies as required; act as media spokesperson as required in consultation with the Lord Mayor or CEO; provide strategic media and marketing advice to the Lord Mayor, Council, CEO and the Executive Management Team. Adelaide City Council Executive Manager Strategic Communications & Marketing Page 3 POSITION DESCRIPTION Departmental : provide leadership and manage Departmental resources in a manner which supports the core values and objectives of the Council; review and scrutinise all business units within the Department and establish performance benchmarks, budgets, customer satisfaction and other measurements to monitor their performance; develop business plans, key performance indicators and marketing plans for each of the businesses; review and upgrade contract management and contract administration associated with each business unit, Media and Marketing; liaise with Marketing Services and Media business units to ensure that there is a consistent marketing message for the City. Integrate messages through Marketing and Media across various collateral; ensure that the accountabilities and responsibilities of all employees are clearly identified and that they have their performance reviewed half-yearly; ensure that reliable and timely legal and risk management procedures are undertaken where relevant; create “one team” with supportive and collaborative people. Occupational Health Safety & Welfare Be involved in the management of occupational health safety and welfare (OHSW) at Adelaide City Council by : ensuring the provision of accurate and professional advice to all business unit managers and employees so they are fully aware of their responsibilities for occupational health safety and welfare; ensuring that agreed procedures for regular consultation between management and employees are maintained; ensuring resources are in place for the provision of information, training and supervision of all employees for any task that employees are required to perform at work; participating in the development, implementation, review and evaluation of the occupational health safety welfare and workplace environment management system; ensuring the effective rehabilitation of employees who are or have been absent from work due to injury or illness; ensuring hazard management systems are implemented to identify, assess and control safety and workplace environment hazards; promoting OHSW as an integral part of Adelaide City Council’s day to day business practice. Knowledge : knowledge of business planning, project and budget management; knowledge of current management practices including the principles of delegation, performance management, succession planning, resource allocation, staff development and quality management; thorough knowledge of relevant legislation and regulations including OH&S; a knowledge of local government would be an advantage. Educational / Vocational Qualifications : relevant tertiary qualifications in either communications, marketing, media or general management will be highly regarded.
