Agenda Advanced Training and SSR Train-the-Trainer Workshop on Security Sector Reform (SSR) 18-22 FEBRUARY 2013 SARAJEVO, BOSNIA HERZEGOVINA Description: The international community is increasingly focused on the challenges of insecurity and conflict as a barrier to political, economic and social development. It is clear that if states are to create the condition in which they can escape from a downward spiral wherein insecurity, criminalization and under-development are mutually reinforcing, socio-economic and security dimensions must be tackled simultaneously. The traditional concept of security is being redefined to include not only the security of states but also a clear focus on the safety and well being of their peoples. With the recognition that security and development are inextricably linked, this has resulted in greater focus and scrutiny of how security and justice are provided in countries. Security Sector Reform (SSR) has now become a central component of efforts to overcome the cycle of conflict and the causes of fragility, from Sudan to Sierra Leone and from Serbia to the Solomon Islands. However, a key challenge faced by the international community is the lack of operational capacity to support Security Sector Reform. Although the concept of SSR has made considerable progress in recent years, there still remains an important gap in the practical knowledge and expertise relating to the subject. It is for this reason that the Peace Support Operations Training Centre (PSOTC) in Bosnia Herzegovina, in partnership with the Centre for Security Studies BiH (CSS), and with The Swiss Federal Department of Defence, Civil Protection and Sport (DDCPS), will organise an Advanced Training and SSR Training Workshop on Peace Support Operations and Security Sector Reform (PSO-SSR). Both events will take place from 18-22 February 2013 in Sarajevo, Bosnia Herzegovina, and will be carried out in collaboration with the International Security Sector Advisory Team (ISSAT) of the Geneva Centre for the Democratic Control of Armed Forces (DCAF). The training and workshop are primarily aimed at those who are just about to be deployed in support of a bilateral, regional or multilateral mission to support security and justice reform and/ or trainers with experience in SSR. The advanced training will highlight the key issues faced by an SSR advisor and will develop good practice examples through the collective sharing of filed experience. The SSR Training workshop will encourage discussion on how to integrate SSR into PSO trainings. Course Objectives include: Refresh participants on SSR concepts and characteristics of SSR; Place SSR within the international and national contexts, and explain how the context impacts on the approach to be taken, based on debate and discussions, exercises and case studies; Gain in-depth understanding of various components of SSR including police and defence reform and how they relate to Bosnia Herzegovina; Develop soft skills required to be an effective advisor; Draw on SSR knowledge to identify key lessons from practical SSR experiences; Identify strategies for integrating SSR into Peace Support Operation trainings. COURSE AGENDA Day 1- Monday 18 February 0800-0845 Participant Arrival and Registration 0845-0955 Admin and Security Briefing 0955-1000 Break 1000-1010 Commandant’s Welcome Address 1010-1145 Opening Session (Gordon, Omso) This session will introduce the facilitators, the training participants as well as the objectives and ground rules for the course. Some time will also be spent identifying the expectations of participants. 1145-1200 Course Photo 1200-1315 Lunch 1315-1445 Session 1: Concept, Policy Framework and Contexts of SSR (Gordon, Jerome & Omso) This session will define the various notions and key policy documents related to SSR. Some time will be spent discussing the UN’s approach to SSR. This session will also highlight the characteristics of SSR and the different contexts within which SSR programmes are undertaken. 1445-1500 Coffee 1500-1545 Session 2: Governance and SSR 1 (Dennis B.) Through the use of a case study, this session will introduce the notion of governance, its importance to SSR and how it can be integrated into SSR programmes. Participants will also identify incentives for good governance and explore practical ways to support good governance. 1545-1600 Day 1 Wrap up and Evaluation (Omso) Participants will review the modules and methodologies of the day against the course objectives and expectations and make suggestions for improvement. Day 2- Tuesday 19 February 0815 – 0830 Recap of Previous Day (Eleanor) Participants will be given a quick overview of the key ideas developed during day 1. The findings of the previous day’s evaluations will also be presented and discussed. 0830 – 1000 Session 3: Governance & SSR 2 (Dennis B. & Eleanor) Through the use of a case study, this session will introduce the notion of governance, its importance to SSR and how it can be integrated into SSR programmes. Participants will also identify incentives for good governance and explore practical ways to support good governance. 1000-1015 Coffee 1015-1200 Session 4: Effective Advising 1 (Gordon & Eleanor) This session will define advising and identify key qualities of an effective advisor. Participants will also discuss the specificities of being an SSR advisor and the challenges of working in a complex environment. 1200-1300 Lunch 1300-1415 Session 5: Police Reform & SSR 1 (Ankica Tomic. Discussion: Denis H & Dennis B & Gordon) This session will highlight the defence reform process in Bosnia Herzegovina, identify challenges and opportunities and discuss the way forward. Some time will also be spent on the UN’s defence reform strategy. (UN DSR video) 1230 – 1330 Lunch 1330 – 1600 Preparation for group exercise. Participants will share their own SSR-related experiences in groups, identify key elements and share with other groups during session 10. Day 4- Thursday 21 February 0815 – 0830 Recap of Previous Day (Eleanor) Participants will be given a quick overview of the key ideas developed during day 3. The findings of the previous day’s evaluations will also be presented and discussed. 0830 – 0930 Session 9: Overview of the Dayton Agreement as a Tool for SSR (Omso. Discussion: Dennis B.) This session will explore the key articles of the Dayton Peace Agreement and identify how the Agreement could be used as a tool to promote SSR in Bosnia Herzegovina. 0930 – 0945 Coffee 0945- 1145 Session 10: Lessons Identified (Jerome Mellon- UN. Discussion: Denis H & Dennis B) Two guest speakers will speak from their experience on supporting SSR programmes, the challenges faced and how they were overcome.
