Underline text to be added. Proposed Revisions to ICC Section 106.3 are as follows: 106.3.1 Special Cases. Special Inspectors shall be provided for proposed work comprised of : 1. Construction materials and systems that are alternatives to traditional materials and systems prescribed by the applicable code 2. Unusual design and construction applications 3. Anchors post-installed in hardened concrete for shelter anchorage in accordance with Section 106.3.1. 106.3.1 Special Inspections to Verify Anchorage Installation. Special inspection to verify the anchor installation, capacity and foundation adequacy according to the anchor manufacturer and shelter anchorage and foundation requirements provided in the shelter design information required in Section 107.25.1, qualify assurance plans required in Section 107.3.2, and foundation anchorage criteria required in Section 309. ADD to end of 106.3.1 As an alternative to this special inspection, the AHJ (Authority Having Jurisdiction) may accept a process from a qualified producer, design professional and a third party reviewer which can assure proper installation. X 8) COMMENT Continued (Attach additional sheets as necessary) SUPPORTING INFORMATION (State purpose and reason, and provide substantiation to support proposed change): Section 106.3.1 of ICC/NSSA Standard for the Design and Construction of Storm Shelters (ICC 500-213 Edition) as proposed would add a costly inspection. The National Storm Shelter Association (NSSA) has established a “saferoom qualified status” which requires a design engineer of record to design the shelter/saferoom, work with the shelter manufacturer to develop a Quality Assurance Plan (QAP) and a very comprehensive installation checklist that would include all scenarios to ensure a ICC Standards Public Comment e-form Revised: 02-13 quality installation. The shelter/saferoom design, QAP and installation checklist are then to be submitted to an independent approved third party reviewer. The third party reviewer mush have submitted their qualifications and experience to the NSSA for approval. The third party reviewer is not to be part of the same firm as the design engineer of record. NSSA believes the manufacturer can train their personnel to comprehend the entire installation checklist. The installer is by far the person best able to perform an informed sign off to assure the anchorage and other requirements are met. Many shelters/saferooms go into remote areas and special inspections are difficult to obtain and extremely costly. Adding the cost of a special inspection could easily prevent hundreds from purchasing/installing a shelter/saferoom.
