This template has been developed by the Marine Stewardship Council for piloting a revised assessment
process. This process aims to simplify the assessment process – reducing complexity and cost whilst
improving effectiveness of stakeholder engagement and maintaining credibility.

This introduction provides guidance to certifiers to use this template to announce a fisheries entry into MSC
assessment.
This template has been designed to work with the Fishery Certification Requirements v2.0. Please contact
[email protected] if you have any questions.
This template details the information required from certifiers (CABs) when formally announcing the entry of
a fishery into assessment or re-assessment, which will be published on the MSC website. Additional
information shall also be submitted to ECert, in line with Simplification Pilot Process requirements 1.8.1 and
subclauses and 1.8.3, including:

Initial document: Client Preparation Assessment Report, Client Document Checklist,
preassessment, or reassessment documents;
Certifier Desk Review; and,
Stakeholder input into MSC Fishery Assessments template and instructions to stakeholders;
In this template, complete the table sections and any relevant annexes. Any instructions should be deleted
and/or replaced with your information.
The reporting template may be formatted to comply with your corporate identity. It is the structure and
content of the report that shall be as specified in the template.
Examples of appropriate amendments are:
a. A title page with the company and certifier logo.
b. A corporate header used throughout the report.
c. A corporate footer replacing the current MSC footer, ensuring that page numbering is still included.

This fishery is part of a pilot for a revised assessment process. This process aims to simplify the
assessment process – reducing complexity and cost whilst improving effectiveness of stakeholder
engagement and maintaining credibility.

In this process, the stakeholder comment period has been brought forward. The first comment period is 20
days after this announcement and covers the review of the desk review report. These comments will be
published before the site visit. The next opportunity to comment is at the site visit itself.
Written stakeholder comments for either period should be submitted using the Template for Stakeholder
Input into MSC Assessments, which has been designed for the purpose. Please note that if stakeholders
do not comment on a particular topic here or at the site visit, that topic shall not be accepted as a subject
for objection later.

Insert fishery name, as determined by the fishery client in accordance with the
certifier (CAB).
Assessment Number
Insert if this is the initial assessment, first reassessment, second reassessment,
etc.
Reduced reassessment
If a reassessment, indicate whether this fishery is eligible for a reduced
reassessment and complete the appendix below.
Statement that the fishery is
within scope
Insert a clear statement that the fishery meets the scope requirements to enter
MSC assessment. If the fishery is enhanced, indicate here and complete the
relevant appendix below.

Where certificate sharing is to be made available, the client needs to prepare
and publish a statement of their understanding and willingness for reasonable
certificate sharing arrangements.

The arrangement should be confirmed here and a separate letter attached the
relevant appendix detailing this arrangement, as appropriate. If certificate
sharing is not applicable, indicate that this is the case here.

how they meet the competency criteria in Annex PC and confirm they have no
conflicts of interest in relation to the fishery under assessment. Summary profile
of team leader to be provided in relevant appendix below.

how they meet the competency criteria in Annex PC and confirm they have no

Assessment tree to be used
Indicate if the assessment tree applied will be the default tree, the default
enhanced bivalve tree or the default salmon tree, and whether any of these trees
requires modification. If one of the default trees is used, fill in the Site Visit box
below. If the tree requires modification, fill in the Tree Modifications box below.
Harmonisation
Indicate whether there are any overlapping Principle 1 stocks that are currently
in assessment or certified on the same stock(s) that are covered in this
assessment. If the Principle 1 is adopted from the most recent fishery
assessment available (as determined in the Desk Review), indicate which fishery
it is, what version of the assessment tree was used and provide a link to the
assessment.
In addition the client will need to agree to pay the ‘first mover’ for using their P1
scores and rationales and to take ownership of the assessment if the ‘first
mover’ fishery were to withdraw as per 1.8.1.4.3 in the pilot simplification
requirements. This agreement can be in letter form and shall be appended to
this announcement.
Indicate a statement detailing site visit activities, including a statement inviting
participants, indicating the proposed dates and locations.

A key purpose of the site visit is to collect information and to speak to
stakeholders with an interest in the fishery. For those parts of the assessment
involving the MSC’s Risk Based Framework (RBF) see
http://www.msc.org/about-us/standards/methodologies/fam/msc-risk-basedframework, Please note we will be using a stakeholder-driven, qualitative
analysis during the site visit. To achieve a robust outcome from this consultative
approach, we rely heavily on participation of a broad range of stakeholders with
a balance of knowledge of the fishery. We encourage any stakeholders with
experience or knowledge of the fishery to participate in these meetings.
Prior to the Site Visit, stakeholders can submit comments until Click to insert
stakeholder comment deadline, 20 days from announcement posting.
