Planning Horizon
 10-year planning horizon (same as current)
 Two-phased approach
o Interim demands
o 2020 demands
 Quantify actual demands and demand projections
on a yearly basis

Minimum Combined Storage
 Equal to approximately one year of firm demands
(375,000 to 400,000 acre-feet)
 An increase of roughly 200,000 acre-feet

 Separate triggers for first crop and second crop
 Second crop based on June 1 rather than Jan. 1
 Cut-off anytime below 600,000 acre-feet
 Annual limit on water: eliminate “open supply”

 Reduce available water from 30,000 acre-feet per
year to 4,000 acre-feet per year
 Simplify procedure for determining if water is
