Energy Management Officer
Main Purpose of Job
Reporting to the Operations Manager Building and Design Services .To take a leading role in
energy management and awareness, developing the Council’s response to Climate Change
by reducing the Council’s impact on the environment through carbon reduction,
environmental compliance and reducing consumption of natural resources.
To work with a wide range of stakeholders, partnerships (e.g. Suffolk Climate Change
Partnership) and other public, private and voluntary sector organisations. To provide expert
technical advice, or as necessary source research, on a range of climate change and
environmental sustainability aspects (including energy conservation and use to improve
service delivery and to encourage best practice within the community).
Main Duties
1. To measure and assess the council’s energy performance, carbon footprint and
IMPACT programme ensuring that processes and systems provide for accurate
statutory and voluntary returns for energy saving (including Maintaining and
developing systems to monitor and record environmental performance through
mitigation and adaptation.
2. To develop and review council policies relating to environmental issues, in particular
development, implementation, co-ordination and monitoring of a Climate Change
strategy and action plan, (including energy policy, green (workplace) travel plan,
renewables, sustainable development and construction)
3. To promote awareness of energy saving issues across council services and the wider
local and business community.
4. To develop promotional and educational material on a range of energy management
and environmental sustainability issues and lead in the delivery of campaigns,
presentations and other awareness raising events to promote best practice.
5. To establish, implement, deliver, project manage and report on wide ranging types of
energy saving projects.
6. To research and source external funding to deliver energy saving actions of the
council or wider service delivery partnerships and manage the budget if appropriate.
7. To prepare reports and presentations for Council, Executive, committees, working
groups as required and to support other officers attending such meetings.
8. To attend meetings both within the Council and with other local authorities,
community and business representatives.
9. Such variations as may be required from time to time without changing the general
character of the duties shown above or the level of responsibility entailed.

Building and Design Services provides a full range of professional property-related
services to other areas of the Council, including:




Architecture;
Building Surveying;
Electrical and Mechanical Engineering;
Project Management.
We also offer the above services to other councils and housing associations, on a
commercial basis, as well as charitable organizations upon agreement.
Since 2011 Ipswich Borough Council has procured professional services e.g. repairs
and maintenance, and test and inspection contracts, through a newly set up
quotation and tendering process. This process was set up under a partnership
arrangement with other local authorities in the area to create Suffolk Sourcing; the
lead administrative council being Suffolk County Council.
