Commonwealth Home Support Programme extension of funding arrangements
Funding arrangements for the
Commonwealth Home Support Programme
(CHSP) have been extended until 30 June
2020 to provide certainty to the sector and
pave the way for further home care reform.
This includes extending funding agreements
with CHSP service providers from
1 July 2018 (1 July 2019 in Victoria), with
new funding conditions to provide a greater
focus on activities that support independence
and wellness and provide more choice for
consumers.
Regional Assessment Services (RAS)
funding arrangements will also be extended
from 1 July 2018 with changes to some areas
to support improved access, including in
regional and remote Australia.
Two-year funding agreements will also be
offered to eligible Home and Community Care
(HACC) service providers and assessment
services in Western Australia transitioning to
the CHSP from 1 July 2018.

Budget Outcome
As you would all be aware the recent
‘announcement’ from the Department of
Health that funding for the Commonwealth
Home Support Programme (CHSP) has
been extended until 30 June 2020. We are
pleased that the Government has committed
to funding certainty for our sector but it
does not solve our problem, though it gives
an additional 2 years certainty that at least
the funding situation won’t get worse, other
than the erosion caused by low indexation.
Additionally, the budget papers provided no
indication of additional funding for Meals
on Wheels, Meals on Wheels will seek
additional assurance that negotiation of
the next two-year agreement will provide
an opportunity to address the underlying
funding inequity which sees Queenslanders
disadvantaged when compared to other
States and Territories where clients are
paying 300% more than the level of
government funding, on average, rather than
the 10 - 15 % recommended in the CHSP
Fee Guidelines.
There is a suggestion that the service
agreements covering July 2018 - June
2020 will have some different rules and
expectations, especially regarding the
ubiquitous wellness and re-enablement
objectives. We look forward to seeing the
changes and the opportunity to continue
working with Government towards a system
that will work for Meals on Wheels clients and
providers.
Police (or relevant) Checks
Given the outcome from recent quality
reviews we would like to highlight that
Member Services have a responsibility to
ensure staff members working with vulnerable
people, volunteers and executive decision
makers undergo police (or relevant) checks.
If you refer to clauses 19.2 and 19.3 of the
Comprehensive Grant Agreement – Terms
and Condition, it states that grant recipients
(Meals on Wheels Member Services) “do
not have to conduct a Police Check for a
Person where they have a current Working
with Children (NSW) check or an equivalent
check in another jurisdiction that is current.”
Therefore, Working with Children Cards could
be used by staff and volunteers, executive
decision makers will continue to use the
current practice of undergoing a National
Police Check. If you chose to go down this
path please remember your record keeping
responsibilities where you can demonstrate
that:
•
there is a police certificate, which is not more than three years old, for each staff member, volunteer and
executive decision maker
•
an application has been made for a police certificate where a new staff member, volunteer or executive decision maker does not have a police certificate
•
a statutory declaration has been provided by any staff member, volunteer or executive decision maker who has not yet obtained a police certificate or was a citizen or permanent resident of a country other than Australia.

1. Place unpeeled oranges in a medium saucepan, cover with cold water and boil for 1 hour

2. Preheat oven to 200°C (400°F)
3. Grease a 24 cm (9 inch) spring form pan and line base with baking paper
4. Halve oranges and remove seeds,
tops and bottoms
5. Using a food processor or blender, reduce the oranges to a pulp, place into a large bowl
6. Beat eggs, almond meal, sugar, and flour into orange mixture
7. Pour into prepared pan and bake for 45 min -1 hour
8. Serve cake with cream or ice cream
