The Campus Development Committee meeting was called to order at 12:05 p.m. by the Chair, Dan Padilla.

It was MSC to approve the minutes of September 3, 2009. Motion passed without opposition (Schlossman/Ron).
OLD BUSINESS:
1. Scope of Secondary Effects – Discussion after Facilities Master Plan T.F. makes recommendation

2. South Gym: Whirlpool and Platform Project – Need Urgent Repair (Dan Padilla)
South Gym is in serious need of work. Started some painting work. Discussion about
moving PE to Sierra Nevada, but is there room enough to accommodate and also where to
move the current occupants of SN?
Outcome
Talking points with Guido of maybe moving the sewing dept. to Theater Arts and PE to split
the sewing room in SN and make it into Office and storage room.
Guido thinks there are a number of possibilities and wants to address two issues 1) is the
room in SN large enough to accommodate the functions of PE (Jon and Jose think it is).
2) We have an IPP at State level for converting the classrooms in the hallway, on the first
floor, West wing of Auditorium into support functions for the Theater Arts, which are
currently not accessible. Guido thinks there is economy in converting one existing
classroom into a costume shop. That way can fast-forward a portion of the PE remodel.
Guido will have more info in 3-4 weeks.

Concern about the traffic that it will create from the SN location to the football field. Women
have for years been using the Men’s Gym and there was already traffic.
Meanwhile, Dan Padilla will do some fixing in PE, get rid of the wood, pour a concrete pad,
take care of plumbing and tiles. Facilities are doing the electrical and A/C this week.
Heaters are still a discussion item.

J. Spencer: The seismic replacement PE project is a two phase project First Phase: is to
do the remodeling of the North Gym in order to provide a space for South Gym locker
room. In this phase have incorporated the dollar amount for the remodel that we have
discussion about. So, we do not need money from the Foundation for the completion of
this phase.

The field house outside the South Gym used to be the toilets. Is not handicap legal. Sewer
connected. Can it be used for graduation? Now used for storage. Considering
reactivating those rooms during the construction of the S. Gym, as all toilets on both floors
will be torn out except for the faculty toilet in the fitness center.
3) Cameras on Campus – Possible Grants from Homeland Security (Dan Padilla)
Nothing new, as yet. Ron Nakasone suggested that Dan contact our Federal lobbyist to
get contact information. We also have Anchor Consultants who can give contact info.
(Dawn Lindsay has contact with the consultants). Dan can get info for both cameras and
card keys on Campus. Paul Buehler volunteered to supply info help to Dan.
We also have a Grants Committee who can help with grants info. Suggestion of having
“dummy” cameras on Campus. Majority did not welcome idea.

4) Computers for Students to Register (Rick Perez)
The topic Rick wants to discuss here is to find a student connection center location as we
are going on line CCC applied PeopleSoft for Registration, Financial Aid. Trying to find a
location for 12-15 computers. Discussion about SG, 1st floor, Adjunct Faculty area. That
area has A/C ventilation problems. May cost approx. $10,000 to fix the air flow issues. .
That area should not have the doors kept shut at all times. Privacy issues for registration.
Also need to find a new home for the displaced adjunct faculty members.
Discussion about what other campuses have done re this issue. They have mostly used
open labs for these purposes (registration/financial aid). At Fullerton College, they have
set up shop outside, weather proof conditions, weather proof computers. Students have
access to it 24/7. The other location was in the hallway in the administration bldg.
Can do the same at GCC using the large wooden counter outside the Admissions office in
the hallway. Issues with computer parts theft. Effect of this on traffic congestion in the
admissions line in the hallway. Ultimately will move to Student Services area. We should
not spend too much money now in the interim. Discussion about moving the mail room to
AA1 and use that space for computers. Usually Faculty is very adamant about moving out
or away the mail room from its present location.
Another possibility is to use the scholar’s Garret room (Sierra Madre 2nd floor) and moving
the Scholars room to AD 201 which has an outer area and inner office area. That was
previously a large classroom. Registering students will have a full time staff to help them.
Summary: move Marketing Communications to SM where the Garret is.
Move the scholars to PIO’s present location (Admin. Bldg.) which will also accommodate
the scholars’ Director space.
Karen Holden supported the usage of existing open labs (share the labs), which are
underutilized at the present time. They have applied that idea at ACTC and works well.
To do that on a trial basis, as not too many students might use the computers for
registration. They have applied this during the past summer in the foreign languages area
South Lab. Can also keep track of student usage time for registration.

This sharing of open labs might create disturbance to lab classes. In the new building/
Student Services, Rick is considering to use an area on the 3rd floor, financial aid area, to
accommodate the Student Connection Center.

Peggy questioned whether we have capability to track computer usages for different
purposes such as My GCC Applications/Registration/Financial Aid/checking student
grades – and the answer was yes.
Student spoke about sometimes having a teacher ask them to do homework and the
software is only available in the computer labs so during those periods there is a flux of
students using the SG lab. Also high usage of labs during early semester and end of
semester. We will not have Stars starting Summer 2010. Sharon Combs is worried about
finding a timely substitute to Stars registration.
Paul B. believes that having the student connection center on the 3rd floor of Los Robles
bldg./Student Services in not very practical, as students have to have easy access,
especially first year new students who don’t know their way around – yet.
Rick’s response is that all student services are on the 3rd floor, so it’s a one stop shop.
Los Robles bldg. will not be completed until 5 years from now, so the focus of our
discussion is for the period from now until then.
Discussion back on using the counter in hallway, Admin. Bldg.: can accommodate 5
computers, allowing students privacy (as they will use the SS#) having privacy of reading
the screen (and not able to read at a certain angle), like carrels.
Rick made a recommendation that a small task force be formed to study the options and
cost of the various alternatives: 1) Admin. Hallway 2) mailroom 3) open labs 4) SG 1st floor
Adjunct Faculty area 5) Garret (Scholars room). Location/cost. Check into privatized
computers, vendors.
Sharon Combs was one volunteer. Consensus to start the project on a trial basis utilizing
the open labs which are already in place. Sharon prefers the Admin. Bldg. 2nd floor
Learning Center and English Lab vs. the SG lab. To contact Brenda Jones (Learning Lab)
and Michael Ritterbrown (English Lab) for feedback. Come back to next meeting with
more info.

5. Temporary Location for the Athletic Trainer (S. Gym)

Already talked about this item. Will bring this up at next meeting.
Guido thinks it only makes sense in the Sierra Nevada location. Another choice is the
VGT trailers. But that could be a construction staging area and therefore not convenient.
6. Unified School Paint colors

We have a GCC unified outdoor color. We don’t have a unified color for indoors
(classrooms etc.). Dan has been using the Swiss Coffee for indoors. Its kind of a
universal color. Its egg shell and washable. Glossy looks cheap. Flat is hard to clean.
Semi-gloss seems to be doing OK. Paint lower half of walls high gloss to make it
washable. Anti graffiti paint turns yellow. Replacement cost is very expensive.
Repainting over graffiti paint costs $150/gallon.

NEW BUSINESS:
1. Safety Hazard – Stair Striping needed on the South End of Admin. Bldg.
(Joy Cook)
The South end, Admin. Bldg. has a brick patio, where a couple of incidents happened where
people did not see the transition from one brick to another. Can use non-skid tapes (stripes)
and/or paint over bricks a different color. Suggested grey or yellow or black.
2. HS 3rd Floor Access from Road

Have the trailer pad for Observational Astronomy Class. The 3rd floor door is locked. Any
student who wants to use the bathrooms or has an emergency has to use the elevators to
come down and enter the building from the front. No direct access to bathrooms. But if keep
the door open, then the nurses have expensive equipment, and open door disrupts classes.
Have an alarm on that door.
Observation class meets 2 – 3 times a semester. Suggestion/option that Faculty/Adjunct to
have a key to that door, to open and close during class, as needed. Suggestion that the
equipment be locked and keep the hallway access open. Cynthia Dorroh should be part of
this decision. Invite Cynthia and Barbara at the next meeting.

J. Spencer: In case of fire, and the non-use of the elevators, people will have only one other
exit, the one stairwell that the building has behind the elevators, not knowing that the door to
the bridge on the third floor could be opened and used as an exit. The original purpose of
locking that door was not for the safety of the nurses’ equipment but to block entry to a nondesirable person(s) coming into the building through the third floor bridge.
3. Smoking Areas on Campus

The City of Glendale has instituted a recent severe change in the policy for smoking. From
a very lax City, it has now become one of the strictest one regarding smoking. Previously
Mr. Serot had mentioned that GCC is tied to what the Chancellor and the State mandate on
the community colleges on this subject. We need to reconsider how we would like to
address the smoking issue on campus. Paul is in favor of implementing the local (City of
Glendale) standards to GCC – which is non-smoking GCC except for “smoking area(s)”
Brenda Jones has survey results which shows that out of 1000 GCC students surveyed,
the majority is in favor of the City of Glendale standards. Student spoke to state that the
“no smoking within 20 feet” signs are not effective, and argued why we don’t have clearly
designated smoking areas now.
Cleaning the campus grounds from cigarette butts is so time consuming. There was
discussion that designated smoking areas have to have the same kind of amenities,
meaning be covered etc. How to enforce? Have additional officers for that? Give tickets?
Paul Schlossman: we have been discussing on this topic in circles for years, but no effective
action is taken. El Vaquero Plaza and SG Plaza have been designated as free speech area,
can do the same for smoking.
Guido moved that GCC create 3 designated smoking areas (some parts of SG Plaza, some
parts of El Vaquero Plaza and nearby the chess game area), start implementing in the winter
session, or the following session. Give it a try. If that solves the issue, fine, if not, then go for
a complete ban.

Have already a Board Policy for the 20 feet rule from openings (entrances/windows/vents).
Peggy Renner seconded.
Discussion whether the designated areas should be centrally located or on the outskirts of
the campus, like the parking lots. Have to follow the LEEDS standards.
Guido re-iterated the motion: That this committee determines some appropriate
spaces/smoking areas and that it be forwarded to the various appropriate committees as this
committee has decided that it is “important” to have designated smoking areas, but has not
determined where they are. Paul Buehler seconded. All approved. No further discussion.
Will prepare a map of the Campus with suggested locations and then move forward.
The above is the Campus Dev. Committee recommendation. Next step is the Admin. Affairs
Committee.

4. Clear Plants on Mountain and Possibly Use Rock for Décor

8 roses were donated by Ann Ransford. Ann requested that the roses be planted on the
front or side of the Science Center below the Sun Dial. That location is barren now and gets
plenty of sun and access to water.

Outcome
Guido: A propos the whole access idea on Campus, we have the yellow bump area for that
pathway, should probably have one that connects the walkway bridge across Verdugo with
the Admin. Bldg. That would be a designated “walk area” and it would make a lot more
sense. Yellow will also make sense for the vision impaired people.
Dan will have more information on the access path across Campus for the next meeting.
