Welcome to the updated North Tyneside Troubled Families Outcomes Plan. All partners in North Tyneside are working together, through the Our North Tyneside Plan, to ensure that the borough has a bright future ahead and that it continues to be a great place to live, work and visit for generations to come. However we know that for some families this bright future is not guaranteed. Therefore all partners in North Tyneside have signed up to work differently and provide early help to families so they are supported, and to make sure that children are ready for school and that young people and adults are ready for work and life. This new approach starts by using data to identify the families who need help the most. The aim of our approach is to deal with the causes of the issue rather than the consequences and to reduce their demand on the public sector by enabling people to help themselves. One way in which this is happening is through the Troubled Families programme. It is a national programme that aims to ‘turn around’ those families who have multiple and complex needs. The current programme runs until 2020 and in that time, North Tyneside will work with and successfully ‘turn around’ 1,480 families. We have already started this programme and have many examples of families being ‘turned around’. This document explains what, in North Tyneside, we have defined as being important indicators under each criteria of what makes a family require extra help to improve things for themselves and their children. This document will continue to be reviewed as the programme develops. Version 2 May 2016 Family problem no. 1 PARENTS AND CHILDREN INVOLVED IN CRIME OR ANTI-SOCIAL BEHAVIOUR Identification of families The family includes at least one of the following Data Sources 1. A child who has committed one or more proven offences in the previous 12 months. YOT - via Child View 2. An adult who has committed one or more proven offences in the previous 12 months*. Police – Using report produced by Northumbria Police centrally and delivered to each L.A. in the region * with the exception of Domestic Incident offences, that are captured under the Domestic Violence criteria. 3. An adult or child who has received an ASB intervention (or equivalent local measure e.g. ASB agreement) in the last 12 months. Streetwise, Police report 4. An adult prisoner who is less than 12 months from his/her release date and will have parenting responsibilities on release. Northumbria (CRC) (via individual forms), National Probation Service 5. An adult currently serving a community order or suspended sentence, or is subject to licence following release from prison and has parenting responsibilities. A child who is persistently absent (10% or more) from school across the last three consecutive terms. EMS 2. A child who has received either: EMS 1 Fixed Term Exclusion (primary) 3 Fixed Term Exclusions (secondary) 1 permanent exclusion These exclusions are within the last three consecutive terms. 3. A child who is in alternative educational provision for children with behavioural problems (BESD Primary ARP, Silverdale, Moorbridge, PALS/EIP). At least one term of improved behaviour EHA Review - where improvement in school behaviour is noted Family problem no. 3 CHILDREN IDENTIFIED OR ASSESSED AS NEEDING EARLY HELP Identification of families The family includes at least one of the following Data Sources 1. Three or more referrals to social care, as defined in Working Together, (for the family) within 12 months where no service is provided post referral or assessment. CCM 2. Assessed as a Child in Need (section 17) and service is required (excluding section 47, child protection and looked after). CCM 3. The family has an active Early Help Assessment where behaviour has been identified as a main issue and there are three or more agencies involved. CCM, EHA 4. Families eligible for the two year old offer who appear on the DfE-provided list two consecutive times and have not taken up a place or are in brokerage for a place. DfE List 5. Families who have had a child removed for the 1st time, where there is no statutory social work remaining. CCM 6. Children at the age of two and a half years who are not meeting their expected developmental milestones for whom this may impact upon school readiness. Two and half year check 7. A Young Carer referred by a professional as having a problem of equivalent concern. Family problem no. 4 ADULTS OUT OF WORK OR AT RISK OF FINANCIAL EXCLUSION AND YOUNG PEOPLE AT RISK OF WORKLESSNESS Identification of families The family includes at least one of the following Data Sources 1. An adult in receipt of out of work benefits or an adult who is claiming Universal Credit and subject to work related conditions. DWP 2. A child who is about to leave school, has no/few qualifications and no planned education, training or employment. Connexions 3. A young person (16-18 years) who is not in education, training or employment. Connexions, DWP 4. A young person 18-25 NEET not in receipt of benefits. Connexions, Lead Worker 5. Parents and families nominated by professionals* as being at significant risk of financial exclusion. This may include those with problematic/unmanageable levels and forms of debt and those with significant rent arrears. Young person or adult known to local services as previously, currently or at risk of experiencing domestic violence or abuse. This may include but is not inclusive of the following: Northumbria Police, Front Door, DA Services, MASCT, DA Medium Risk meetings, MARAC • At least one Child Concern Notification (CCN) in last 12 month period for a domestic violence related incident. • Young person or adult who is an open case to services where there is known domestic violence. 2. Young person or adult known to local services as having perpetrated an incident of domestic violence or abuse in the last 12 months. Family problem no. 6 PARENTS AND CHILDREN WITH A RANGE OF HEALTH PROBLEMS Identification of families The family includes at least one of the following Data Sources 1. An adult with parenting responsibility with identified mental health needs formally assessed and identified by a specialist mental health professional or GP, and where this impacts negatively upon their parenting, or a child with identified mental health needs formally assessed and identified by a specialist mental health professional or GP. An adult with parenting responsibility with drug or alcohol problems, and where this impacts negatively upon their parenting, or a child with drug or alcohol problems. Outcome for indicator 2 Reduction in alcohol consumption as measured by the Audit Tool and/or in recovery from drug/alcohol use. They are defined as: • Meeting more than two of the six criteria on initial identification and/or • Having multiple agencies involved with them and/or statutory agencies and/or • Having had multiple house moves and/or • Where there is intergenerational history (so at least one previous generation known to services) and/or • An assessment judges they will become high cost and/or • Those who bounce in and out of crises and/or • Those who have a negative impact on their community and: Families who would most benefit from an integrated whole family approach.
