AIM
As requested at the Home loan Fraud forum of 25 March 2010, this document will provide the
participating banks with all the information needed to submit home loan fraud data to SABRIC.
This document will include the data fields and formats required, the loss definitions and
reporting schedules.
2.
QUALIFICATION OF INFORMATION
All the required data fields were agreed upon by the Home loan Fraud forum meeting of 25
March 2010. A detailed list of all the data fields and descriptions are included in Annexure A.
The complete list consists of 111 data fields, however it was decided that the following fields will
be mandatory and will be the minimum requirement for data reported to SABRIC.

Unique reference number to relate the incident back to the bank system. This number
will also be used in updating or deleting the record from the SABRIC database


Although only the above-mentioned fields are mandatory, the more fields reported on, the
better the analysis and linkages. Linkages on for example the bond originators and attorneys

will help in identifying entities that are involved in criminal activities in the banking industry.
2.1
REPORTING OF DATA
The reporting institutions can use the supplied spreadsheet, and populate the data directly on
to it. There was also an agreement that all the institutions would report on all suspected and
confirmed home loan fraud. As soon as the suspected fraud is confirmed as either confirmed
fraud or no fraud, the specific record needs to be updated. As the investigation progresses,
additional fields may be filled in and the loss fields updated.
For this process to work effectively the reporting institutions needs to supply SABRIC with a
rolling spreadsheet where all incidents needs to be reflected and updated. It is therefore
essential that every incident have a unique reference number in order for SABRIC to add new
records, update and delete fields and record, as it is reported.
The reporting institutions need to submit data on a weekly base. The updated spreadsheets
must be e-mailed to SABRIC no later than 14:00 on a Thursday afternoon. SABRIC will then
circulate a consolidated spreadsheet to all the participating banks no later than 10:00 the next
working day.

Data must be entered in to the datasheet utilising the following formats

LOSS DEFINITIONS
The following Loss definitions were agreed upon:

Outstanding Balance on the account when the fraud was detected. This
amount is also indicative of the proceeds of crime.
The amount that the bank expects to write off (Estimated loss less
potential recoveries).

(holding cost, attorney fees etc.)
No insurance costs or recoveries must be included in any of these loss definitions.

PRODUCTS
The first phase product will be a consolidated spreadsheet combining all the data send to
SABRIC for the specific week. The first column of this consolidated spreadsheet will consist of
a unique reference number consisting of the reporting bank, date of detection and the date of
pay out. This spreadsheet will include all the new entries that were previously marked as
“suspected fraud” but have since been classified as “no fraud”.
SABRIC will also test all the telephone and ID numbers against the existing SABRIC datasets.
This including the cheque, incident, false application, telephone database, beneficiary account
dataset, and all previously reported home loan fraud incidents. If there are any hits SABRIC
will create a Hit Report and send this data back to the relevant reporting institution.
All the data captured will also enhance existing products such as the Significant Association
Reports on false applications and Home loan fraud.

The SABRIC data repository is also available to the industry for querying.
As a second phase SABRIC will work closely with the Home Loan Fraud Forum to develop
specific products that will address any needs from the Forum members, relating to the data
supplied.
