Background to programme
Unemployment and underemployment are arguably the most critical factors affecting economic security in Gaza.
The British Red Cross (BRC) and ICRC are working in partnership to imlement Economic Security (EcoSec)
activities, as described in the Planning for Results (PfR) 2012, to address the lack of income for the very poor in
the Gaza Strip, which is attributable to economic stagnation, associated high rates of unemployment, and lack of
employment opportunities due to the conflict. Ecosec activities such as Cash for Work (CfW) aim to ensure that
beneficiaries who are targeted will be able, on the basis of the income generated from the CfW, to increase their
income during three annual months of peak expenditure largely related to education (school and university
enrolment).
Job purpose
The Economic Security (EcoSec) project manager is responsible for managing the BRC/ ICRC programme in the
Gaza Strip. S/he is responsible for the implementation of EcoSec activities in the Gaza sub-delegation as per PfR
and within the framework of established guidelines. In particular she / he directly supervises the Cash for Work
(CFW), emergency assistance and monitoring activities in the Gaza strip, as well the Agriculture activities. She /
he contributes to the development of the objectives and programmes relating to the activities under her / his
responsibility. The position requires management of resources: human, financial, and technical.
Duties and responsibilities
General

Ensures the relevant analytical, monitoring, and evaluation reports are written as and when required and
sent to the coordination in Jerusalem;

Liaises on a regular basis with the Logistics department and follows the tendering, purchasing, and delivery
activities related to the EcoSec projects in the Gaza strip;

Consults with WatHab delegate on necessary technical support required for the implementation of projects
(e.g. feasibility surveys for infrastructure in water and sanitation);

Supports the EcoSec Coordinator in defining the EcoSec PfR and in reporting to headquarters as and when
relevant (QER, financial and operational forecasts, etc.);

Follows the protection and assistance strategies (thematic strategies regarding closure, military operation,
sea access, water and sanitation etc.) and looks for potential links/integration in projects;
Monitoring & Assessment of the economic security situation at sub-delegation level

Follows and understands the evolution of the economic situation in Gaza Strip;

Using developed guidelines and tools, monitors the economic impact of the Irsrael restrictions on the urban
and rural populations by gathering and analysing information;

Identifies and makes proposals to HoSD regarding problems in the vulnerable areas, identified as priority
areas based on economic and protection analysis, and proposes appropriate responses within the
framework of the EcoSec programs (CFW, Agro or emergency response);

Defines, together with HoSD and Deputy Protection Coordinator/Gaza, possible economic studies and
interventions that should be submitted to the IL or PAL authorities and contributes to the drafting of these
interventions at the field level;

Liaises on a regular basis with the EcoSec Co to stay up to date with the findings of the economic
monitoring (e.g. economic studies) and to coordinate the analysis of project impact assessments/reviews
carried out in the field.
Planning and implementation of Cash for Work projects

Has the overall responsibility for implementation and monitoring of the CFW projects in the Gaza strip as
defined in the PfR document and budget;

Ensures that the projects contribute to the overall strategy of the delegation and have an impact at the
community/household level;

Agrees, in collaboration with the HoSD and the EcoSecCo, on the EcoSec strategy, priorities, objectives,
and activities;

Identifies, through the EcoSec monitoring and with the HoSD priority areas for the implementation of
projects and develops plans of action and priorities on Sub-Delegation level;

Oversees the implementation of the EcoSec activities according to agreed plans of action in collaboration
with the HoSD.

Proposes and implements necessary adjustments to project designs in the light of the results of the
monitoring and impact assessments/reviews;

Supports the EcoSec Field Officers under her / his responsibility in assessing, preparing proposals, planning
and implementing projects in vulnerable areas that were identified as priority areas based on economic and
protection analysis;

Supports and supervises the EcoSec Field Officers in their area of intervention managing, implementing and
assessing the projects.
Supervision of the Agro programmes

Oversees the implementation of the Agro activities according to agreed plans of action in collaboration with
EcosecCo.
Responsible for managing the House Destruction Relief Program and EcoSec Emergency Response

Together with the HoSD, assesses and analyses possible emergency responses to the humanitarian
situation in the event of Israeli Defence Forces operations, prolonged internal Palestinian infighting, and/or
major natural disaster;

Following the assessment proposes and manages the appropriate response in coordination with EcoSec Co
and where relevant Palestine Red Crescent

Manages the House Destruction Relief Program and the Emergency Assistance at the Sub-Delegation
level, in coordination with Logistics for order and delivery of emergency stocks;

Ensures that appropriate distribution statistics are reported in the WOR;

Ensures that the stocks of emergency items on the field (house destruction relief kits and ad hoc kits) are
regularly controlled by Logistics or the HoO KYO (expiring dates).
Representation of the ICRC

Maintains and develops the network of interlocutors involved in the relief sector and the economic sector in
her / his area of responsibility;

Participates and represents the ICRC in the relevant relief and economic meetings and seminars/workshops
with other humanitarian international and national actors.
Security

Implements and follows the Security Rules.
Reporting and administration

Is responsible for the internal reporting of the sub-delegation related to the EcoSec activities

Provides other ad hoc internal and external reporting, when necessary or required by the delegation and/or
headquarters.
Human resources management

Direct supervisor of Gaza EcoSec Field Officers (CfW) and technical supervisor of KYO EcoSec FOs (CfW);

Establishes the yearly appraisal report of Gaza SD FOs (EcoSec CfW) and contributes to the appraisals of
KYO FOs (EcoSec CfW) and updates their job description as and when required.

Functionally supervises the Gaza expatriate agronomist on all non technical operational matters and
establishes her / his yearly appraisal report in collaboration with EcoSec Co and HoSD
Other

Contributes actively to the seminars or workshops organised by EcoSec Jerusalem.

Any other reasonable duties as delegated by the Line Manager.

